A book salesman interrupts Max while he's drawing Koko and Fitz. He keeps pulling out books while Max tries to work. Finally he pulls out a book of fairy tales which opens to the tale of Aladdin. So the clown and dog steal the character's lamp and start using it for wishes.
It's another of the imaginative cartoons that Max and Dave Fleischer made during the silent era, with fluid lines and solid gags, bending the lines between reality and the cartoon universe. It's why the series was one of the two best silent cartoon series, tied with Pat Sullivan's Felix the Cat for imagination and good, solid fun.
