This episode points out an obvious fact: Money is everything. I can't criticize Kerry in this one. Here is a hospital in inner city Chicago. There is more violence, hence more ER visits by seriously ill or injured patients. If this is reality, someone in a higher position would have made a decision to grant this hospital a designated amount of money to do whatever. It is Kerry's job to do as well as she can with that money. She doesn't control the pursestrings. The politicians (and ultimately, the voters) do. In most public institutions, from schools, to services like DMV's and so on, you must have staff and the budget is finite. In most cases, the people deciding have never entered or worked in these places. I wasn't surprised by Kerry's decision. Give him what he wants, and then ask him who gets cut. I'm sure the next episode will ignore which nurses get the axe.
