The whole anime before this is a great mental chess game with a game of cat and mouse played between the protagonists.
From here tho, they just drop the ball. Not only the story, but the characters, music, animation, pacing.. EVERYTHING falls suddenly. A lot of people rate this series as 10/10.. which I can see, but because this other half exists, the anime divulges into a 7/10 category easily. Everything is wrong from here, and Death Note breaks its code, something that makes it so special, something that made it so fresh. Its a Reverso Uno card from the anime here

It was 9.5/10 for me until here but remained just 8/10 by the time it ended.

I've heard so many people say that the second half ruins the show, and it's not worth watching the last twelve episodes. Don't listen to them. Make your own oppinion, and don't drop the show half way through with an unsatisfactory ending simply because some people don't like it.
The following episodes, including this one are highly entertaining and interesting, and the ending is very good. Sure, it's not quite as good without L, but it's still an amazing show regardless.
I went into this episode expecting the worst, seeing as its the lowest rated episode of the show (6.9). I was surprised to find an incredibly interesting and entertaining episode. It starts with a recap of the last 25 episodes, which i acctualy found incredibly interesting, and the second half sets up the next 11 episodes, introducing 2 new detectives.
Dont drop the show with only twelve episodes and a great ending, with the last 2 episodes being some of my favourite in the show. Make up your own mind once youve watch it.

I found it decent as it just didn't recap the first half but also continues the second half.
