Robert Canning from IGN rated this episode 8.8/10 and called it 'the best episode of the 20th season'. It's a decent episode, but I didn't think it was the best of the season. 'Coming To Homerica' or 'Eeny Teeny Maya Moe' would have to take that title.
The episode gets off to a good start, with Marge discovering how bad Springfield Elementary has gotten and decides to move them to Waverly Hills Elementary, but they have to own an apartment, due to regular visits from the city inspector (an obvious parody of Anton Chigurh from 'No Country For Old Men'). Bart becomes known as the 'bad' kid and is very well respected by pupils. Lisa, however, is unsurprisingly unpopular, so Bart tells the students that Lisa is friends with popstar Alaska Nebraska.
There is also a decent subplot, where Homer starts to live like a bachelor, and he & Marge 'rekindle' their romance.
Above all, the episode is full of positives, such as the parody of Hannah Montana (Alaska Nebraska)and the city inspector.
9/10.

Waverly Hills, 9021-D'Oh is a good episode. I have watched 3 bad, 5 okay, 6 good, and 5 really good episodes in this season so far. Like I stated in the beginning of this review, this is one of the good episodes. This isn't a standout episode in season 20, but it would go in the top 10 though. Well, I've only watched 19 S20 episodes so being in the top 10 is just average. Anyway, this episode has an interesting plot, but man do the characters act like the word consequences isn't a word. But I was still rooting for Lisa at the end so who am I to judge? The humor was great, but the stuff behind that just felt a bit stale and shaky. Homer's buddies just felt very one dimensional. They were just boring and lacked life. Really the B-plot wasn't great either. I loved the inspector part, that was both interesting and funny, but everything else was kinda boring. The A-plot was much better though. I liked the parody of Hannah Montana ( Alaska Nebraska ). The A-p lot felt a bit bland though, but lots of clever humor made up for those spots. If this episode didn't have humor it would've been pretty bad, but the humor helped the episode go from bad to good. In all, I give this episode a 7.1 out of 10.

- Quotes
City Inspector: "Go, Dog, Go", pages missing. Lego spaceship, poorly constructed. Clearly this is the appartment of elementary school children. Too bad. I was really looking forward to killing you and making it look like a suicide.
Homer Simpson: Oh, thank you, friendo!
City Inspector: I am not your friendo.
Homer Simpson: But I thought...
