      According to the NCIS: Off Duty podcast, Mark Harmon pranked Rocky Carroll during the filming of the final scene of the episode. While filming Director Vance's close up shots, Harmon and the rest of the cast revealed they had toothpicks hidden in their mouths and had them on display for Carroll as he recited his lines. According to Carroll, Harmon knew he wouldn't react and was essentially challenging him not to break character and continue filming the scene as though nothing was wrong. Even after the scene was over, Carroll waited for the director to call cut, though they held off for a few moments to see if he would finally break, but he never did. This means, while Vance is delegating the team's new assignments, Tony, Ziva, McGee, and Gibbs all have toothpicks in their mouths whenever there is a up-close shot of Vance.
    • Goofs
      In real life NCIS agents wouldn't be sent on a black-ops wet-works mission to assassinate a foreign national who is somehow a threat to national security, like an illegal arms dealer; NCIS is strictly a law enforcement agency, this would be way outside their purview. Which isn't to say the United States government doesn't eliminate extremely dangerous criminals like arms dealers, who are outside the reach of criminal prosecution & law enforcement and pose an immanent threat to the lives of civilians and/or national security, they just use other personnel who are better trained and equipped to do so. This is the sort of black-ops work that is sometimes done by tier one special forces units, the capture or elimination of high value targets is almost always assigned to either the Army's 1st Special Forces Operational Detachment - Delta (Delta Force) or the Naval Special Warfare Development Group (DEVGRU/SEAL Team Six). They are far better trained and qualified for these kind of operations than federal law enforcement agents.
