Start with the Base: In a small saucepan, combine 2 tablespoons of butter and 2 tablespoons of flour. Cook the Roux: Heat over medium heat, whisking continuously until the mixture becomes foamy. Continue whisking for 60 seconds to cook the flour slightly, removing the raw flour taste while keeping its light color. If it starts to brown, remove it from the heat. Add the Milk: Gradually pour in 1 cup of whole milk while whisking. Increase the heat slightly and bring to a simmer, whisking constantly. This should happen quickly (about a minute) to prevent the flour from burning. Thicken the Sauce: Once it reaches a boil, the milk should thicken. When it is thick enough to coat the back of a spoon, remove it from the heat.
