During the team meeting we had today, we decided not to implement a new config that would isolate the introduction of new Reply and Add topic button styling to desktop.
Said another way: when we offer the new Reply and Add topic button styling to desktop in T315626 , this new styling will also get introduced to mobile talk pages at the projects where mobile DiscussionTools are already enabled:
