Review global blocks from a Steward perspective

Description

As part of T17294: Allow globally blocking of accounts, the Trust and Safety Product Team is working on making it possible to globally block accounts (rather than IP addresses). This work is reaching completion, and it is now enabled at the Beta cluster. As it is not possible to deploy global blocks in a piloted way (they're global in their way), the goal is to test global account blocks at the Beta Cluster (before they are made available in Wikimedia production). This task is created to allow Stewards to give feedback to the account blocks, before they are deployed to production. Once the Stewards are okay with how global account blocks work, they can be deployed to production.

Testing Instructions
  1. Ensure you have a steward account at https://meta.wikimedia.beta.wmflabs.org (list of Beta stewards, Beta Special:CentralAuth). If you need permissions assigned, @Urbanecm can help with granting them.
  2. Ensure you have a testing account at Beta cluster as well (or a friend who doesn't mind getting blocked at Beta).
  3. Go to https://meta.wikimedia.beta.wmflabs.org/wiki/Special:GlobalBlock and try it out!
  4. Write a comment on this task, giving your feedback. Does blocking registered users work as you expect? What about temporary accounts? Is there something confusing? Something that would ideally work in a different way?
