Addendum:

Somehow, the above testing unattached the main "Admin" account from my local wiki. Not a big deal because I just restored the database afterwards.
When reproducing this bug, make sure to disable all caches as I did for my testing. Otherwise there's not going to be a deadlock.
Changing the SQLite journal mode to WAL does not help: with BEGIN IMMEDIATE, everyone is treated as a writer.

While trying to switch to parallel selenium (T226869) in CampaignEvents, I came across this bug again. This time, the symptom I first observed is that the browser just hangs for ~40 seconds after submitting the login form; login eventually succeeds. I tried applying r1023558, but it didn't help. Not only that: I went to Special:UserLogin in a normal incognito window, and observed the same long delay before the login succeeded. This suggested the presence of an underlying bug not related to selenium, CampaignEvents, concurrent API requests, or potentially the database. I began treating it as a separate bug and investigated it as such. It took me a bit to confirm that it was actually the same bug reported here. Here is a detailed report of how I investigated this and my conclusions. TLDR available at the end.
