OOUI's ButtonMenuSelectWidget doesn't wrap the menu in a PopupWidget, which is where we previously implemented the auto-flip code.
You are unlikely to see it on mobile as the reply widget always appears on its own line
This is specific to the desktop implementation, right? I don't see the same issue on Minerva.
This was done deliberately in rEREI404454b38e8c: form: Show dialog to visit Special:ChangeEmail but I also agree that there is no need to use the large size overrides here:

OK, I think that answers the questions in the task description. @Madalina, might be worth updating a mediawiki.org page for this project to add to the requirements/description of what the extension does.

Yes, reporting a comment from an IP editor / Temp Account should be allowed as they might also be emergency situations.
So what will we be logging exactly? Just the username ? And are we talking about logging when they click the report button or just the actual submissions of reports?

Yes I agree this task is no longer important. We have reworked the designs to include footer text making it explicit to users when they are filing a report. This is something we can include after pilot wiki launch.

@KColeman-WMF @Madalina is this task still important? My 2c, I would not include this for pilot wiki launch and think just letting "X" close the dialog without any other prompts is sufficient.
