How to read the score, rank and source layers

The public score file describes a 30-day window. This view preserves the original index’s 125 rows, which join that file to the accumulating OONI snapshot. The score file separately reports 130 entries. These cohorts differ; neither is a count of countries proven free or fully measured.

A row marked unmeasured, unknown or carrying zero measurements has no publishable score here, even if its source says scored=true and score=0. A genuine measured zero remains zero. Original source ranks are retained for measurable entries; ties do not establish meaningful differences.

All-time measurements are a separate accumulating corpus. The historical file has no observation-window or generation timestamp. Its blocked/total ratio is not the 30-day score. No statistical confidence interval can be inferred from sample count alone.

Tier and trend come from the source’s editorial metadata. A default “stable” trend is not evidence of no recent change. “Free” is the source tier label, not a guarantee of unrestricted access. Service lists include editorial placeholders.

Probe numbers refer only to returned country-origin samples. They do not verify the score or show whole-country coverage. This view does not turn threshold agreement between unlike windows into a “verified” badge. Quality measures measurement confidence, not the probability of censorship.
