Negan says "neckbeard" in an insult. The word came to prominence in the early-to-mid-2010s (2011-2015) due to online culture, after the zombie apocalypse occurred in the Walking Dead's universe (2010).
Correction: The term "neckbeard" has been around since the early 1800's, first to refer to the type of beard, but also as slang for a person who is rich, arrogant, and/or self-righteous. Its modern slang meaning, describing a stereotypical "computer nerd" with poor grooming habits, has been used since the early 2000's. The 2010's is just when it came to more specifically refer to an internet troll.

When Armstrong picks up a revolver he finds in an apartment and opens the cylinder, the sound of an action being loudly cocked is heard. A Ruger SP-101, the revolver he finds, makes very little noise when the cylinder is opened, and does not make a "clicking" noise when the cylinder is spun while open. This is true of any modern, double-action revolver, the gun's mechanical functions are quiet. Only cylinders on single-action revolvers, the kind that require the hammer to be manually cocked, make clicking noises when spun.
