The P.S.A.'s are basicly the product of their time, mostly because the G.I. Joe animated series is basicly inspired
by a action figure toy line.
There were rules set up by the FCC concerning what some considered a thirty minute toy commercial. The most important one was that you could not show a commercial for the toy line which the cartoon was based on during that cartoon. For example, you could show a commercial for a TRANSFORMERS toy during G.I. Joe, and vice versa, but you couldn't show a commercial for a G.I. Joe toy during G.I. Joe. One T.V. station accidentially did so, and paid a somewhat hefty fine.
The P.S.A.'s may have been at attempt to please the FCC and it's concern about having some educational content during children's programming that truly went into effect a few years down the line. That is probably the main reason why there is educational advisors listed in the end credits.
This leads to the question: "Why isn't there any P.S.A.'s during the TRANSFORMERS, like there are in G.I. Joe, even though it is also based on a line of action figures?". Why this is , is probably because the characters in G.I. Joe are all human, while the characters in the TRANSFORMERS are all robotic in nature (no human based action figures were manufactured in the original TRANSFORMERS line, although there has been some manufactured for the main human characters for TRANFORMERS: Revenge of the Fallen) There has been one P.S.A. produced for the original TRANSFORMERS animated series featuring Bumblebee that concerns running away from home and contains the "Knowing is half the battle" tag line.
Since the P.S.A.'s are not needed during the DVD presentation of the episode, obviously, they are relegated to the bonus materials portion of the discs.
