This week, Transit Authority of River City (TARC) and Jarrett Walker + Associates, in partnership with Schmidt Associates, unveiled the New TARC Network to the TARC board and the Louisville community. The plan will: ◽ Help address TARC’s fiscal challenges by aligning service levels with available funding, ◽ Maintain service within close proximity to 97 percent of locations where riders currently board, and ◽ Expand access to job opportunities, increasing the number of jobs the average resident can reach by 5 percent. After an unprecedented 18 months of thoughtful planning, active listening, and meaningful conversations, it’s been a privilege to support TARC in shaping a system that reflects Louisville’s needs—and we’re excited for what’s next.     Transit Authority of River City (TARC) reposted this Last week I had the pleasure of presenting our Recommended Network for the Transit Authority of River City (TARC) at their September Board Meeting. Our team has worked hard in the last 18 months to develop a plan that addresses the agency's fiscal challenges and balances the always challenging ridership-coverage tradeoff based on the community's feedback and the TARC Board policy direction. Our teaming partners at Schmidt Associates, Gresham Smith, EHI Consultants, Rasor, and WBA Research were critical throughout the project from engagement to surveying to brining local understanding to the table. A big thanks to all of our Jarrett Walker + Associates team members who contributed throughout this project: Jarrett Walker, Mihir Bhosale, Leah Bollin, and Alex Boccon-Gibod. We're excited to continue supporting TARC through implementation of this new network in August 2026 with Martin Barna providing project management leadership to ensure a smooth roll out of the service changes.
