ACTIVITY DESIGN

I. BACKGROUND AND RATIONALE

In relation to the synchronized barangay and Sangguniang Kabataan (SK) elections last May
2018, the Department implemented the Barangay Newly-Elected Officials (BNEO) towards
Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Barangays
Program - Basic Orientation. Implementation of said program was pursuant to DILG Memorandum
Circular 2018-77: Guidelines on the Conduct of the BNEO Towards Grassroots Renewal and
Empowerment for Accountable and Transparent (GREAT) Barangays Program and DILG
Memorandum Circular 2018-78: Enjoining Participation of Barangay Officials in the BNEO towards
GREAT Barangays Program.

In Aklan, the DILG through the Local Governance Provincial Resource Center (LGPRC) and in
partnership with the Liga ng mga Barangay (LnB) – Aklan Chapter implemented the BNEO Basic
Orientation from second week of August until first week of October of 2018. The three-day activity
was participated by Punong Barangays, Sangguniang Barangay Members, SK Chairpersons,
Barangay Secretaries and Barangay Treasurers of all the 327 barangays in the Province.

Given the demand of the program implementation and the need to conduct all the batches of
training in just seven (7) weeks, the schedule overlap across multiple batches in different LGUS.
There was high demand for resource speakers to discuss the various content of the training. It is
with this premise that the Provincial Team decided to innovate in the delivery of the training.

DILG Aklan implemented BNEO towards GREAT Barangays Program – Basic Orientation
through complementation of Team Approach and the Provincial Pool of Trainers. As such, content
experts in each topic per team were identified, worked together to develop local materials and
presentations and delivered the lectures across LGUs within their respective team. Technical
personnel assigned at the Provincial Office were also involved based on the programs assigned to
their respective sections.

Given that this strategy is an attempt of DILG Aklan to innovate, there is a need to revisit and
evaluate the implementation of the program in order to document best practice if there was any,
and identify the areas for improvement.

Moreover, there is also a need to update the status of ADM/AM Projects and other Locally
Funded Projects implementation in the province to measure the efficiency of program and likewise
monitor feedback mechanism from and among the MLGOOs and Program Focal Persons.

Thus, this activity.

II. OBJECTIVES

This activity aims to:

a. Review and evaluate the conduct of BNEO for GREAT Barangays Program – Basic
Orientation in Aklan;
b. Consolidate the training needs of barangays in Aklan as a result of the feedback of
participants during the training; and in preparation for the conduct of demand-driven
capacity building programs for BNEO.
c. Status updating of ADM/AM and Locally Funded Projects implementation

III. METHODOLOGY

The activity will involve series of workshops and plenary discussions in order to achieve the
above stated objectives.

V. PARTICIPANTS

The conduct of this activity will involve 37 pax. It is spearheaded by the Provincial Director
with the assistance of the Cluster Leader, Program Manager, Provincial Focal Person on BNEO and
three (3) secretariat and vehicular support staff. It involves the 17 technical personnel assigned in
the Municipal offices and seven (7) technical personnel assigned at the provincial office, all of
whom all members of the LGPRC Pool of Experts, two (2) staff assigned at the Accounting Section
who are involved in the liquidation of funds downloaded for BNEO, (2) engineers assigned at the
Provincial Office and two (2) Community Development Officers (CDOs).

VI. DATE AND VENUE

This 2-day live in activity will be conducted on December 16-17, 2018 at a hotel/resort in the
island of Boracay, Malay, Aklan.

VII. BUDGETARY REQUIREMENTS AND FUND SOURCE

The breakdown of expenses for this activity is as follows:

Accommodation (2 days and 1 night) P 81,400.00


including food and beverage
(2 breakfast, 1 lunch, 1 dinner, 1 AM snacks, 1 PM snacks)
for 37 pax at P2,200.00 per pax

Supplies and materials 3,100.00


Communication allowance 500.00
TOTAL P 85,000.00

The budget for this activity will be charged from the funds for the 2018 Barangay Newly-
Elected Officials (BNEO) for GREAT Barangays Program Implementation. Likewise, actual traveling
expenses shall be charge from the ADM/LFP Funds.

VIII. OUTPUT

Output for this activity is a documentation of best practices in the conduct of BNEO towards
GREAT Barangays Program – Basic Orientation and Feedback Result status of ADM/AM and other
Locally Funded Projects.
