NDRRMOC SOP & Guidelines

c. DOWNGRADING

Downgrading or lowering the NDRRMOC’s alert status shall be upon the


recommendation of Chief, NDRRMOC / Director, Operations Service to Executive
Director (ED), NDRRMC. Downgrading from RED to BLUE to WHITE shall be
determined based on the condition of affected areas. Termination of disaster
response such as relief operations, search, rescue and retrieval can be the basis of
downgrading the alert status.

However, when downgraded into normal condition (white), NDRRMC member-


agencies / OCD Regional Offices (OCDROs) are still required to submit report/update
to NDRRMOC from time to time.

d. ACTIONS OF NDRRMOC re: ALERT SYSTEM

WHITE Alert

1) Monitors incidents received from OCD Regional Office.


2) Prepares Memo for Chairperson, NDRRMC on incidents reported.8
3) Acts on all matters related to operations.
4) Translates warning/alert/advisories from warning agencies into NDRRMC
Advisory/Update and disseminates the same to concerned RDRRMOCs,
NDRRMC member-agencies and the general public through all means of
communication.
5) Coordinates with RDRRMCs concerned for the submission of final reports on
the effects after transition period from emergency to early recovery.
6) Prepares the final report for submission to the Chairperson, NDRRMC.

BLUE Alert

1) Disseminates the declaration of the heightening of NDRRMOC Alert Status to


Blue Alert thru all means of communication.
2) Prepares Memo to concerned RDRRMCs / OCDROs for the conduct of PDRA
and to submit report thereof.
3) AFP, PNP, BFP, PCG, and other concerned agencies as directed shall
render duty at the NDRRMOC on a 24-hour rotational basis to perform the
following:
a) Coordinates with their respective offices re clarifications or concerns
raised by the NDRRMOC duty personnel.
b) Provides reports and other related requirements pursuant to their
mandates.
c) Attends and/or answers queries during meetings.

d) Monitors actions taken by their respective field units.
4) Operations Service Alert Teams, other OCD Duty Personnel, and concerned
NDRRMC member-agencies shall render duty on a 24-hour rotational basis.
5) Gathers reports from OCDROs and NDRRMC member-agencies including
initiatives on preparedness actions such as pre-emptive evacuation,
prepositioning of resources, etc.
6) Consolidates, processes, and analyzes submitted and gathered validated
reports from OCDROs and other member-agencies; (i.e. number of evacuees
- DSWD, number of casualties - DILG/DOH, damages in agriculture - DA,
status of strandees - PCG, etc).
7) Prepares Memorandum for Chairperson, NDRRMC on the preparedness
measures of the NDRRMC member-agencies and RDRRMCs.
8) Prepares NDRRMC updates (Situational Reports) / executive summary and
briefings on the current situation.
9) Prepares relevant maps and other materials for meetings, briefings or press
conferences.
10) Uploads NDRRMC Situational Reports to the NDRRMC website linked to social
media for the information of the general public upon the approval of the ED,
NDRRMC.
11) Collects relevant data / maps for the preparation of the updates / executive
summary for meetings, briefings or press conferences on preparedness
actions undertaken for submission to the cluster lead and consolidation by
the Disaster Preparedness Pillar (DILG).

RED Alert

1) Disseminates the declaration of the heightening of NDRRMOC Alert Status to


Red Alert thru all means of communication.
2) NDRRMC Member-Agencies shall render duty at NDRRMOC on a 24-hour
rotational basis to perform the following:
a) Coordinate with their respective offices re clarifications or concerns raised
by the NDRRMOC duty personnel.
b) Provide reports and other related requirements pursuant to their
mandates.
c) Attend and/or answer queries during meetings.
d) Monitor actions taken by their respective field units.
3) Operations Service Alert Teams and other OCD Duty Personnel shall analyze
and consolidate all information and reports submitted by RDRRMCs/OCDROs,
NDRRMC member-agencies’ and other sources, and validate / cross-check
information / data with the Detailed Duty Officer/s (DDO/s).
4) Facilitates effective public information and accurate alerts and warnings to
the public.

5) Ensures that the status of ongoing disaster operations and the evolving
situations in the affected areas are properly monitored and reflected in the
NDRRMC Situational Report.
6) Provides the President of the Philippines, NDRRMC member-agencies and
RDRRMCs with NDRRMC’s Situational Report for information and reference.
7) Collects relevant data/maps for the preparation of the updates / executive
summary for meetings, briefings or press conferences on current situation for
submission to the cluster lead and consolidation by the thematic Area on
Disaster Response (DSWD).
8) The OCD duty personnel shall upload NDRRMC Situational Reports to
NDRRMC website linked to social media for the information of the general
public upon the approval of the ED, NDRRMC.
9) Prepares complete documentation of the major disasters managed (effects,
HA/DR, assistance per cluster).
10) Prompt activation of Response Cluster9 led by the DSWD.
