This standard also applies to authorities' drawings, which are still identified by S square ( SS in
drawings and $ in EDP). The change to the identifier "S" can be made for these when other
drawing changes take place.

1 Scope and purpose

This standard governs all truck and bus business units / sites, all central departments of MAN and all
development suppliers of MAN.
In conformity with the regulations in the SE manual and in the MN Management System, this standard
governs the compliance with and fulfilment of the regulations and safety requirements applicable to the
development and production of MAN products, with the aim of assuring compliance with the
requirements for the type-approval (TA) and/or homologation and authorisation of complete vehicles,
individual systems, components and independent technical units.
A further aim is to clearly identify the TA-relevant drawings, components and characteristics requiring
special attention, quality evidence and archiving, in line with Volume 1 of the VDA publications series,
Quality Assurance in the Automotive Industry, in all subsequent technical departments.
This standard applies to all new and modified inhouse parts, parts procured externally and industry-wide
standardised parts (definitions according to DIN 199-2) that are used as individual parts or as
groupings/assemblies in end products of MAN, as well as to the end products themselves (referred to
hereafter as "parts").
The manufacturers of externally procured parts must be informed of the valid regulations and the
required duty of identification according to this standard during the ordering process.

2 General principles (see Figure 1)

As part of the type approval process (usually in accordance with EC framework directive 70/156/EEC in
its current version 2001/11/6/EC), in order to obtain the type approval the company responsible for the
development must show that the products have been developed in accordance with the state of the art
and that the applicable regulations and safety requirements for the particular approval authority have
been met and/or fulfilled.
The type approval for MAN products is prepared and carried out by the MAN type testing/homologation
unit, Department TDT.
TA-relevant authorities' drawings (BHZ), S drawings and S parts according to Section 3.3 and 3.4 must
be identified by Design (Txx) in the drawing and by the clearance office (TDN) in the item master data
(field TK) in line with M 3010 B1 and noted in particular in all the following departments.

The BHZ or S drawings and the quality-related documents (e.g.: TA documents, calculations, test reports,
FMEAs and quality records) for S parts/characteristics must be identified for quality evidence and archived
according to Volume 1 of the VDA publications series, Quality Assurance in the Automotive Industry.
As part of type approval, the manufacturer of products must provide proof of Conformity of Production (COP)
with the approved product documentation in regard to his quality assurance system and his tests.
In other words he must show that the products have been manufactured according to the appropriate
documentation (specification, drawing, BOM) in such a way that they conform to the approved type and that
therefore the safety requirements and applicable regulations are also satisfied by the finished product.
For details, refer to quality guideline MN 580 (supersedes Q 027).
For this the TA relevant parts must themselves be numbered according to MAN 293 and marked for permanent
identification (even in the case of damage) in line with MAN 312 and MAN 315.
The quality documents for S and D parts and characteristics (e.g. test, assembly and production drawings as
well as quality records) must be identified and archived in all subsequent technical departments, according to
Volume 1 of the VDA publication series, Quality Assurance in the Automotive Industry, Quality Evidence.
All criteria for traceability must also be assured.
TA relevant 3rd party drawings or parts may only be changed following agreement with TDT.

3 Definitions

3.1 Safety Requirements (see Figure 2)

are all those requirements laid down in regulations from authorities, standards and in internal regulations, plant
standards and drawings for the prevention of hazards which can occur to persons, animals, the environment
and property, provided that the technical products and equipment are used as specified.
Hazards may also be noise, air pollution, heat and other nuisances.
The requirements apply e.g. to dimensions, materials, version, construction, function, test and ergonomic
requirements, for active or passive safety.

3.2 Applicable regulations

(For an overview, refer to "Regulations and Statutes" and "TD Info" from TD and M 3010 B2; example in
Appendix A)
- are binding documents, which contain legal or internal rulings, decrees, administrative regulations and/or
safety requirements, and which are passed by a body authorised by statute or by the company
management.
- Examples

3.3 Authorities' drawings (identified "S" according to M 3010 B1)

(For an overview refer to M 3010 B2 and/or EDP list and example from Appendix B)
- are all drawings (production drawings of Txx and TA drawings of the TA office (TDT)) which must be
submitted by the TA office in the information folder for the TA to the Technical Services or the approval
authorities in order to provide proof of compliance with or fulfilment of the particular applicable regulations.

- This also includes MAN drawings and/or parts, for which, in line with the EC framework directive or other
applicable regulations, a design or type approval is required under a single directive and which are to be
treated according to Section 5.1.

3.4 S drawings or S parts (identified "S" according to M 3010 B1)

(For overview see M 3010 B2 and/or EDP list and example from Appendix B)
- are all drawings or parts:
- which are listed in authorities' drawings and other overviews, tables or schematics in the TA information
folder with the MAN item number or supplier item number and company logo / name (e.g. parts from
appliance list).
- which, with other if applicable, guarantee the fulfilment of a regulation or safety provision.
- with characteristics whose non-compliance or change can affect compliance with the valid regulations
of the TA.
- with characteristics, which are included in authorities' drawings and other overviews, tables or schematics
in the TDT information folder for the TA.
- of third party manufacturers/suppliers, for which, in line with the EC framework directive or other valid
regulations, a type approval is required by a single directive, and which must be identified by the type
approval number (test symbol) and with the company name/logo, the type designation or article/item
number of the manufacturer/supplier.

3.5 S characteristics (if applicable identified "lower bar" according to M 3010 B1)
are all characteristics (e.g. dimensions,. performance data, properties):
- whose non-compliance or change can have effects on the compliance with the valid regulations.
- which are included in authorities' drawings and other overviews, tables or schematics in the
TDT information folders for the TA.
- and for all S drawings and/or S parts (in particular parts procured externally) company name/logo, type
designation or article/item number of the manufacturer/supplier and, if required, the authorisation symbol
and/or the type approval number (test symbol) of the TA.
These features must always be available and checked for S drawings and/or S parts and are therefore not
identified specially (lower bar not required).
If the agreement to all changes is secured in advance between Txx and the TA office, and COP-relevant
S characteristics are laid down regularly between the TA office and Wxx, it is not necessary to label the
characteristics with a lower bar. If required, features can be identified with a lower bar in individual cases.

4 Process for new clearances and changes (see Figure 3)

The overview of the regulations applicable at the particular time to the particular countries, and the necessary
updates, explanations and advice, are provided by the Regulations and Statutes department (TD).
The required scope of the authorities' drawings and S drawings will be defined by the type
testing/homologation department (TA office, TDT) for the applicable type and the applicable authorisation
authority (information folder).
New regulations and BHZ or S drawings not yet identified, as well as identification-relevant TDT drawings and
other TA documents, will be advised to the design departments (Txx) by TD/TDT and, if applicable, included by
the standards department (TDN) in the overviews in M 3010 B2
Compliance with regulations is assured by the design departments (Txx), and the required identification
for S-relevant part types and/or drawings (listed in M 3010 B2) is carried out in the drawing with the test
certificate and identification of the S characteristics if required.

The quality-related documents (e.g. TA documents, FMEAs, calculations test reports and quality records) for
these S parts/characteristics must also be identified for quality evidence and archived according to Volume 1 of
the VDA publications series, Quality Assurance in the Automotive Industry.
For both new clearances and for changes, the design department (Txx) identifies all BHZ and/or S drawings in
the Design Change List (KÄL) in field TK and in the ÄKO documents by the label (S), and distribution to the
type approval/homologation office (TDT) is recorded in the covering letter which is sent out by the change
service department (TDN) by e-mail and made available in the T-Net.
For drawings of parts procured externally, the text box sticker with the S identification according to M 3121 or
the sticker according to M 3122 must be used. If a drawing of a part procured externally does not have S or
D identification, the appropriate identification will be introduced by MN at the latest before drawing clearance.
If required, features requiring documentation will also be laid down according to M 3010-2.
For all changes in S drawings, the KÄL will be distributed by the change service (TDN) to the type testing /
homologation office (TDT) as described above.
The type testing/homologation office (TDT) checks the effect of the change on the valid regulations and the
type approval and/or the homologation and arranges their adaptation if required.
In the case of initial assembly reports, deviation approvals, test exceptions and the tolerance of production
deviations (also in the case of parts procured externally), authorities' drawings and S drawings, as well as parts
requiring type approval are to be noted specially in all departments, and changes must be agreed in advance
with the type testing/homologation office (TDT).
The quality-relevant documents (e.g. process capability, test and inspection plans, quality records) for these
D and S parts/characteristics and S drawings must be identified in the same way for quality evidence in line
with Volume 1 of the VDA publications series, Quality Assurance in the Automotive Industry, in all the following
departments.

5 Type approval under a single directive

5.1 For MAN in-house components and components manufactured by third parties
In MAN drawings of types of parts for which a type approval (TA) is required under a single directive, this must
be specified using a sticker (Figure 4) in the drawing.
If applicable, the sticker must also specify the requirement that must be satisfied, by stating the appropriate
symbols or sections from the directive and the identification position.
A separate sticker is available for the single directive 95/28/EC, burning behaviour of materials used in interior
fittings, (Figure 5).
The MAN drawing must be identified as an authorities' drawing with "S".
For components manufactured by third parties, the supplier must arrange for type approval and, by no later
than the MAN pilot sample inspection, submit the EC type-approval certificate (TA certificate) together with
the type-approval number (or type-approval mark or test symbol) (TA number) issued by the responsible
authority or at least the TÜV report with the TÜV report number.
This proof must be forwarded immediately by the pilot sample testing department (QEP) to the clearance
department (TDN) for inclusion in the clearance list (mask T127A) in SADIS.
For MAN in-house parts, type approval is arranged by TDT and the issued TA number is advised to the
clearance department (TDN) for data recording.
In line with the valid directives, all supplied components must be identified with the relevant TA number.
During the MAN goods receiving inspection (QWE), the conformity of the identification of the TA number on the
parts with that on the drawing or the clearance list (screen T127A) in SADIS must be verified based on the
S identification and the drawing sticker.
The COP inspection is also carried out in Production and/or Assembly in the same way. For details, refer to
quality guideline MN 580 (supersedes Q 027).

5.2 For parts procured externally

For parts sourced externally which require a type-approval under a single directive, the supplier must arrange
for type-approval and, by no later than the MAN pilot sample inspection, submit the TA certificate with the
TA number issued by the responsible authority or at least the TÜV report with the TÜV report number .
Parts and drawings sourced externally must show the company name, the type designation or article/item
number of the manufacturer/supplier and the TA number or at least the TÜV report number in the drawing and
on all supplied components.
The identification is to be laid down in the drawing of the externally procured part.
The drawings of parts procured externally must be identified as S drawings.

5.3 For standard parts

For standard parts, the required type approval according to a single directive and, if applicable, the resultant
valid requirements, must be laid down in the standards and, if required, also in the standard designation.
The item numbers affected must be identified in the item master data in the TK field by "S".
For standard components, the supplier must arrange for type approval and, by no later than the MAN pilot
sample inspection, submit the TA certificate together with the TA number issued by the responsible authority or
at least the TÜV report with the TÜV report number.
This proof must be forwarded immediately by the pilot sample testing department (QEP) to the clearance
department (TDN) for inclusion in the clearance list (mask T127A) in SADIS.
In line with the valid directives, all supplied components must be identified with the relevant TA number.
