INSTITUTIONAL RESILIENCY AND SUSTAINABILITY PLAN


(DURING AND POST-COVID 19 PANDEMIC)
(Adapted from the RVM EMC Working Paper)
School Year 2020-2021

I. BACKGROUND

The COVID 19 pandemic has drastically altered and tips the balance of life worldwide. This phenomenon has significantly changed the dynamic flow of established human
behavior and business operations in all forms. Educational institutions are greatly affected with regard to system of management, its processes and procedures most
especially in the mode of instructional delivery considering all the following outlined scenario for post ECQ which is regarded as the “New Normal”:

1. Certain areas may still be under Moderate or General Community Quarantine


2. Mass testing for COVID 19 is left to private sectors
3. Schools in the area downgraded from GCQ may be open, but physical distancing remains a must. Large and social gatherings is strictly controlled or
prohibited.
4. Expected peak of infection will be June 30. Cases may resurge depending on the quality of observance of precautionary measures
5. Classes may open 6-8 weeks after the peak-that will be around mid-July to early August
6. In a rebound of an outbreak, schools may be the first to be ordered close. It may be a short or long-term suspension of classes.
7. Disinfection and hygiene practices remain a must - washing of hands, sneezing/coughing etiquette, disinfection of facilities, checking of temperature at
entries, use of personal utensils, wearing of face mask in public areas.
8. Financial difficulties of the middle class and below- for lack of work or income.
9. Fear to go out in public-for families, parents, students, and individuals.
10. Different internet conditions of students, teachers, and administrators Limited supplies
11. The school Budget is limited from May 2020 to April 2021
12. These will remain up to 2021 or 2022? - until the availability of vaccine

To operate under this “NEW NORMAL” climate, schools must redesign policies, procedures, strategies, and redefine job descriptions considering all areas of
operation, especially on monitoring and evaluation mechanisms for improvement now and then for sustainability within the crisis period.

Within the current national educational landscape, “Life must go on but should NOT be “BUSINESS AS USUAL” for SMCC. Hence, Continuity Platform Plan that is
beneficial to all concerns must be crafted with workable policies, processes, and procedures to be implemented by the whole academic community.

II. POLICY STATEMENT

These policies and procedures is adapted from the RVM Education Ministry Commission to set clear goals, strategies, monitoring, and evaluation of situations that may
impact the operation of educational institutions. These sets of standards and guidelines ensure proper risk management, resiliency, and sustainability.

III. PURPOSE OF POLICY

3.1. The purpose of this resiliency and sustainability plan is to adapt rapidly, continue operations as educational institutions, and to make learning resources, support
services and information available to the clients at a level acceptable to the organization during this current situation and in the event of any further disruption in
its operation.

3.2. This policy specifies the objectives for the following constituents:

3.2.1. That the organization embraces measures toward resiliency and establish a competitive advantage in its operations during, and after disruption;

3.2.2. That continuous learning and services supportive of quality transformative Ignacian Marian education among students via alternative methods be provided;

3.2.3. That faculty and employees are safe and secured while ensuring uninterrupted service to its clients;

3.2.4. That SMCC assure regulators’ public trust and confidence in the delivery of quality transformative Ignacian Marian education system;

3.2.5 That SMCC sustain reliable partnerships with external providers during and after the significant disruption.

The implementation of this policy standard, which involves students, faculty, and staff as well as other stakeholders, shall apply to the BED & HED Departments of SMCC as
a response to the current emerging condition. This is a constant process that requires continual inter-unit collaboration and involves everyone as each has a significant
role in the sustainability of the organization. It requires strong top management support, understanding among all stakeholders, initiating appropriate
approach, prioritization, and correct assumptions. This plan adopts the Plan-Do-Check-Act (PDCA) framework. THE EFFECTIVITY OF THIS POLICY IS FOR AY
2020-2021.

V. RESPONSIBILITIES

5.1. Top Management – overall responsible for the establishment and implementation of the institutional plan and ensure the availability of necessary resources for all
programs and activities.
5.2. Middle Administrators and Unit Heads - Implements policy across the organization and ensure that the policy is implemented in their respective units
5.3. Employees- All employees contribute to the plan by being aware of their individual roles in ensuring the continuous function of the organization.

VI. PROCEDURES

It is a high-level process approach that covers:

7.2. Plan-Do-Check-Act Cycle

 Plan: Define objectives and expected results, and outline processes to achieve the desired results.
 Do: Perform the process (es) as designed and track the results for use in the Check activities step.
 Check: Examine what happens when the processes are executed; identify what did and did not work; document variations from the original plan and
changes in the processes that improved the overall results.
 Act: Once the Check activities step confirms the processes work as designed, they can be put into production, turned into formal procedures and
standards, and used to create products and services.

VIII. Impact Analysis, Risk Assessments, Plan of Action and Continual Improvement

IMPACT ANALYSIS is simply a means of identifying what’s critical to the organization for purposes of building strategies and plans. It is a systematic process to determine
and evaluate the potential effects of an interruption to critical operations as a result of a disaster, accident, or emergency. Its purpose is to identify those processes most
essential to the operation of the school. It sets the stage for creating recovery strategies that will prepare the institution to continue delivering on its promises through any
situation—no matter what type of disruption should occur. When doing an impact analysis, identify the services within each department/unit/office and understand how
those services are conducted (processes and procedures) and what the repercussions are if undelivered during an operational disruption.

A RISK ASSESSMENT is a systematic examination of a task, job, or process that is carried out at work to identify the significant hazards and deciding what further control
measures to take to reduce the risk to an acceptable level. It predicts the consequences of disruption of functions and processes and gathers information needed to develop
recovery strategies.

Under the ACTION PLAN, identify how to continue the services during the operational disruption. MONTHLY MONITORING AND EVALUATION have to be done so
that in case there is a need to revise strategy, it could be appropriately addressed.

Using the evaluation findings for continual improvement, and EVALUATION UTILIZATION TEMPLATE is provided.

All units/areas identify which function or procedure has the most significant impact on the organization when interrupted.
Step 2: Risk Assessment
Each unit/area will identify the risks associated with its function/process. Priority will be the one with the most significant
impact, as determined in IA. IQAC or the one designated will identify and monitor which unit has the most significant risk
and impact to the organization as a whole
Step 3: Create department objectives
Each unit will develop objectives in line with the result of the IA and Risk Assessment.
IQAC or the one designated will evaluate the objectives
Step 4: Create an action plan for each objective
Each unit will create actionable steps for each objective. They will also monitor and evaluate monthly the attainment of
such action.
Step 5: Use evaluation results for continual improvement
In case the performance indicator/desired results have not been achieved, use the evaluation utilization template.
