Sub:- Request for taking on record the consent of applicant Aman Kumar,
Draftsman, WSD Jind for promotion as Sub-Divisional Officer in the
Irrigation Department against the quota of 50% fixed for recruitment by
promotion.

Respected Sir,

Most respectfully, I submit the following for taking on record my request


and consent for promotion as Sub-Divisional Officer in the Irrigation Department
against the quota of 50% fixed for recruitment by promotion.
1. I had been appointed by way of direct recruitment on being selected by
Haryana State Service Selection Board as Draftsman in the year 2018 and I had
been posted as Draftsman in the office of Water Services Division, Jind. I had
joined said post on 30.10.2018.

2. I had been appointed with a probation period of two years.

3. I have been discharging my duties honestly, sincerely, diligently, without any


negligence with devotion to duty. No lapse, no irregularity what so ever has been
pointed out about my working and on other hand my seniors have always
appreciated my performance.

4. That the period of my probation has not been extended. Period of probation
expired on 29.10.2020. Thus I have completed the period of my probation on
29.10.2020 and I have attained the status of Regular hand in the service wef
30.10.2020.

5. That I possess the Degree of B. Tech. (Electronics & communication


Engineering and I have two years service on the post of Draftsman.

6. That according to the notification dated 11/5/2004 issued by Haryana


Government, PWD (Irrigation Branch) it had been laid down that recruitment in
service for cadre or ex-cadre shall be made 50% by Direct Recruitment and 50%
by promotion. The category for 50% of posts to be filled by promotion was
further bifurcated. 6% posts for such promotion from Draftsmen & Tracers
service and 2% from the members of Draftsmen and Tracers Service,
possessing qualification prescribed in Appendix-B. Needless to add here that
persons having B.E. Civil, Mech. Or Electrical or Telecommunication (i.e.
Electronics and Communication) are eligible for promotion as Sub-Divisional
Officer.

7. That in the light of qualifications prescribed in Appendix-B; applicant has


become eligible for promotion for the post of Sub-Divisional Officer on and from
30.10.2020 on completion of two years satisfactory service as Draftsman.

8. That applicant has been given to understand that about 34 posts of Sub-
Divisional Officer are lying vacant to be filled out of promotion quota and
applicant is covered for promotion against 6 + 2 = 8% quota of such promotional
posts. I understand that the Government is likely to initiate the process for
promotion of draftsman to the post of S.D.O. in the near future.

9. That I am the senior most directly recruited Draftsman in the cadre and as
such I am eligible for promotion as S.D.O. being senior most with satisfactory
record of service. I am confident that my seniority shall be kept in view while
considering the eligibility for such promotion.

I, therefore, pray that my request and consent for considering my eligibility


for promotion as Sub-Divisional Officer be kindly taken on record and I may be
given a chance for promotion as S.D.O. to enable me to perform duty for hire skill
and be able to show my worth to the Department by rendering efficient services.

I shall be ever grateful to your honour for such act of kindness.
