Resolution for Promoting the participation of women in the government.

Committee: United Nations Commission on Status of Women.

Topic: Promoting the participation of women in the government.

Signatories :

 Affirming the Beijing Declaration and Platform for action in the fourth world
conference on women held on 15th September 1995
 Recalling also the resolution on September 2015, towards achieving 17 Sustainable
Development Goals and the implementation of its agenda by 2030.
 Bearing in mind the cultural and historical challenges in achieving women
empowerment in our patriarchal societies.
 Having considered that the under representation of women in intergovernmental
discussions at United Nations forums , as quoted in UN women report 2017
 Fully believing the urgency and necessity for immediate action required for achieving
equal empowerment for women a in governance positions as per SDG 5 by 2030.
Recommend that

 The United Nations Approves an immediate temporary quota of 30 % women


Representatives from all nation states by end of year 2020. This figure must rise to
40% by 2025 and 50% by 2030. The quota is required to achieve a critical mass of
women to take public governance positions in international bodies.
 Solemnly affirms that this quota system will be discontinued by 2030 and future
nominations will be merit based.
 Designates The Chair and Deputy Chair of each United Nations Committee shall not be
of the same gender.
 Further calls upon member states to increase women’s representation by similar
percentage levels in the respective governance bodies ( parliament , state assemblies ,
district levels) .
 Supports Countries that achieve the targets by incentives like grants / financial aids for
developmental programs in their countries.
 Recommends that Countries not achieving the targets be persuaded to work towards
the targets.

 Encourages Civil Society organizations (CSO) to translate global agendas into national
priorities and work with governments to implement agendas, deliver services and
advocate change around the SDG.
 Urge CSO to bring citizens voices to national debates and further refine development of
national strategies.
 Endorse the IGO ( Inter Government Organization bodies to facilitate a) assist in
creation of explicit policies and targets. b) track and report performance. c) training and
capacity building. d) financial support .e) advocacy and networking f) communication
strategies.
 Urge UN and other intergovernmental bodies to address culturally sensitive issues
regarding women’s development and gender related issues after due consultation with
local partners , in line with the UNFPA Guidelines on Faith based organizations, Istanbul
Consensus.
 Support UNDP’s youth strategy and facilitate development of youth by
o Providing job opportunities by removing barriers in labor market
o Guarantee access to treatment especially for those affected by HIV/AIDS.
o Include youth participation in peacebuilding efforts especially in conflict areas.
o Right to education in safe and secure environment.
o Equal opportunity for young women to participate in political process.
o Support legal reforms to fight discrimination and ensure legal remedy and
justice.
o Support youth organizations, networks and movements and ensure freedom of
opinion.
• Expresses its hope that Legislations will be passed by member states to ensure that all
political parties adhere to the quota system within their political organizations failing
with they will not be able to contest elections.
• Encourages Support systems for Women’s parliamentary / governance networks and
provide them with know- how and best practices to help them with local governance.

 Further recommends for facilitation of leadership, media and public relations training
to help women MPs to develop critical public speaking, debate and negotiation skills,
and the ability to engage with the media to build public support for gender equality in
politics and society.
 Endorse and Implement the He For She campaign. Sensitize and proactively engage
with men MPs on their role and responsibility to promote gender equality in legislative
outcomes, support women in party lists and elections, and fight discriminatory and
exclusionary practices, sexism and misogyny.
 Congratulates the positive role of UN Women administered China Gender facility in
improving awareness and creating opportunities for Women’s empowerment and
suggest a similar model of cooperation in other developing countries.
 Calls upon the media to combat gender stereotypes and discriminatory portrayals of
women in politics and public life.
