SAFE MOORING PRACTICE FOR MOORING PERSONNEL
COURSE FRAMEWORK
1.0 AIM
1.1 The course covers the important requirements of the IMO Guidelines on
minimum training and education for mooring personnel, Code of Safe Practice on
Safety by ILO and STCW Code 2010 Manila Amendment Section A-II-5 Code
of Safe Working Practices for Merchant Seaman.
2.0 OBJECTIVE
2.1 The objective of the course is to provide an adequate level of knowledge to the
participants of the important element to be proficient for maintaining port safety,
security, environment protection and facilitation of maritime traffic at port. The
course will cover the following;
i. Safety, communication, environment protection and hazards
ii. Safe and effective mooring and un-mooring operations
ii. Port local knowledge for the local working area
iii. Shipping Regulations
iv. Ships characteristics
v. Port Security
vi. Mooring Boat Handling including R.O.R and propulsion machinery
2.2 At the end of the course the participants shall be able to understand and able to
demonstrate the proper mooring & unmooring, standard communication between
shore & ship mooring party, boat handling and understand the application of
safety rules and regulations at port and awareness of risks to their health and
safety and how these risks are controlled.
3.0 ENTRY REQUIREMENTS
3.1 Malaysian citizenship
3.2 Participants must not be less than 18 years of age, must be physically fit
approved Malaysia Medical Practitioners and should be able to swim.
4.0 CLASS LIMITATIONS
4.1 Class Size
Class size may be limited in order to allow the instructor to give adequate
attention to individual participants. In general it is recommended that a maximum
of 10 students be the upper limit that a single instructor can be expected to train
satisfactorily to the level of competence involved. Larger numbers may be
admitted if extra staff and tutorial periods are provided to deal with participants of
an individual basis.
4.2 Student/teacher Ratio
Student/teacher ratio shall be 10:1 for the theory lessons while demonstrations
and practical shall conducted with a ratio of 5:1
5.0 TEACHING METHODOLOGY
Methods use for teaching includes theoretical and practical (lectures,
demonstrations, practical training and discussions).
6.0 INSTRUCTOR
Professionally qualified instructors will conduct all training and instruction.
Instructor shall;
i. have an appreciation of the training program and an understanding of the
specific training objectives for the particular type of training being
conducted;
ii. be professionally and academically qualified in the task for which training
is being conducted;
iii. have an appropriate balance of professional and teaching qualifications;
iv. Instructors shall hold the Train the Trainers Certificate (IMO 6.09) or with
exemption;
v. Letter of exemption shall be produce by Director General of Marine
Department of Malaysia.
7.0 TEACHING FACILITIES AND EQUIPMENT
7.1 Facility
Facilities include an ordinary classroom fitted with a whiteboard, an overhead
projector or computer-assisted projector and screen provided. Additional
technical material and teaching aids that the instructor may wish to use when
preparing and presenting the course are as per sections in Teaching Aids and

8.2 Equipment
Portable VHF Radio, PPE, mooring rope, manila rope, wire rope and seaman
knife.

12.0 LANGUAGE OF INSTRUCTION
12.1 Language of instruction shall be in by Bahasa Malaysia as main language and
English as secondary for easy understanding. Maritime English shall be use for
standard terms.
13.0 INSTRUCTION GUIDE
13.1 An instructor’s guide providing specific guidance on teaching strategies and
techniques used during the course will be made available to the instructor. As per
attached.
14.0 THE ASSESSMENT
The assessment will be done by professional judgment of the trainer using the
following method;
i. Attendance - 100%
ii. Oral - Instructor Evaluation Form
iii. Competency – Practical and hands on
16.0 COURSE EVALUATION

17.0 CERTIFICATION
17.1 A Safe Mooring Practice for Mooring Personnel attendance certificate shall be
awarded to the participants at the end of the course.
