1. Purpose. To issue the required operational capabilities
(ROC) and the projected operational environment (POE) for
coastal riverine forces (CRF). This instruction is a complete
revision and should be reviewed in its entirety. CRFs have
taken the place of riverine and naval coastal warfare.
2.   Cancellation.    OPNAVINST F3501.363A and OPNAVINST 3501.346A.
3. Discussion. This instruction provides information regarding
the command function that selects mission requirements,
capabilities and the types and locations of expected operations
as described per references (a) through (j). Enclosures (1)
through (3) have been developed based on reference (k) and shall
also be used to assist with determining specific mission area M-
for CRF. Together, the ROC and POE establish tasking which

produces a measurable workload to compute personnel requirements
for fleet and activity manpower documents (AMD).
4.   Definitions
    a. CRF. The CRF deploys security capabilities that are
responsive to the service or joint commanders with sufficient
capacity to meet today’s tasking and the flexibility to adapt to
emerging security mission requirements. The core competencies
of CRF units can be applied across a broad range of military
operations, including: Humanitarian assistance and disaster
relief, port security or harbor defense, theater security
cooperation (TSC), law enforcement operations, security,
stability, transition and reconstruction operations, counter-
insurgency operations, maritime interdiction operations (MIO),
and major combat operations.
        (1) The CRF is manned, trained, and equipped to counter
level I and II threats. Coastal riverine units of action are
task-organized and deployed to a theater of operations to
conduct effects-based operations in support of the operational
commander. At a minimum, CRF shall be capable of conducting the
core missions described in this chapter while operating from a
forward operating base (FOB) or an afloat forward staging base
(AFSB). CRF units shall be capable of conducting these missions
independently, in support of a carrier strike group (CSG), or
within an amphibious objective area assault follow-on echelon
(AFOE).
        (2) Each coastal riverine squadron (CRS) should be
prepared to sustain itself for 15 days of operations before
relying upon existing logistics systems. Additionally, every
CRF unit shall be capable of providing anti-terrorism and force
protection (FP) for organic personnel while in transit to the
area of operations (AO) once on station.
    b. Coastal Riverine Group (CORIVGRU). The CORIVGRU is a
commissioned, echelon 4 staff comprised of active duty, civil
servant, full-time support (FTS), and or reserve U.S. Navy and
U.S. Coast Guard (USCG) personnel responsible for
standardization and certification of training, long range
operational planning, exercise support planning, movement
planning, intelligence disseminating, administrative support,
and general logistics support to squadrons, detachments, and

their subordinate units. CORIVGRU provides administrative,
financial and supply management; readiness oversight; and
training of their subordinate units. They are organized to
provide a deployable element to support local, regional,
littoral or wartime tasks, as well as command and control (C2)
for expeditionary adaptive force packages (AFP). The CORIVGRU
certifies subordinate units for deployments and maintains
readiness in support of contingency and surge requirements by
ensuring units are trained and equipped to meet mission
requirements. The CORIVGRU is organized to provide day-to-day
administrative requirements and can deploy as a headquarters
when required to: form the core of a combined task force; to
exercise control of, and or to augment Commander Navy
Expeditionary Combat Command (COMNAVEXPDCMBTCOM) elements
including CRF and other forces from across the Navy
Expeditionary Combat Enterprise.
    c. CRS. A CRS is a commissioned, echelon 5, operating unit
responsible for deploying C2, communications, and intelligence
and operational support detachments and units to form an ashore
or inshore operations center. CRSs provide administrative,
reserve management, financial and supply oversight and readiness
of their subordinate units. CRS staffs are comprised of active
duty, FTS, and or reserve U.S. Navy and USCG personnel. CRSs
provide support for their assigned company units. The costal
riverine company (CRC) provides surveillance and reconnaissance
capability and an integrated C2, communications, computers,
combat systems, intelligence, surveillance, and reconnaissance
asset capable of self-sustained mission support. The CRC also
provides armed small boats security, interdiction, and point
defense of designated assets. An entire CRS is normally the
largest CRF unit to deploy and may operate independently or in
support of other security forces. Two or more CRSs may be
combined to a large AFP under control of a single task organized
commander. The squadron is responsible for maintaining
individual unit readiness. This includes the responsibility to
deploy trained individuals, teams, or companies for security
missions globally, or deploy and employ the entire squadron in
support of combatant commander requirements. A typical CRS will
consist of a headquarters staff that includes logistics support,
consolidated maintenance, communication, sensor support, and
support services; up to four CRCs that provide waterborne
defense, ground defense, and or embarked security teams.

    d. CORIVGRU ONE Detachment Guam and CORIVGRU TWO Detachment
Bahrain. An element of the CORIVGRU, the forward-deployed
CORIVGRU detachments are responsible for providing coastal
riverine security teams (CRST) in theater. These detachments
shall provide for the administrative oversight and readiness of
their respective teams. The CRSTs shall be armed and trained to
conduct lethal and non-lethal engagements and provided adequate
communications to perform their mission separate from equipment
imbedded on the embarked vessel.
5. Action. Request, COMNAVEXPDCMBTCOM review enclosures (1)
through (3), every 2 years after approval of this document and
recommend changes through appropriate administrative chain of
command to the Office of the Chief of Naval Operations (OPNAV)
Director, Expeditionary Warfare (OPNAV N95) when mission or
capabilities of the CRF are significantly altered. Change
recommendations should include comments on the expected AMD
impact.
6. Records Management. Records created as a result of this
instruction, regardless of media and format, shall be managed
per Secretary of the Navy Manual 5210.1 of January 2012.

                                    FOR
                          COASTAL RIVERINE FORCES
1. CORIVGRU provides centralized planning, control,
coordination, and integration of CRF assets for FP of strategic
shipping and units operating in the inshore, coastal area,
anchorages and harbors, waterborne mobility, security, C2, and
combat operations in support of military operations in a
maritime environment. CORIVGRU provides administrative support,
operational planning, movement planning, intelligence
dissemination, logistics, financial, high-risk training
oversight, and certification for all subordinate units. The
following primary (P) and secondary (S) warfare mission areas
are assigned:

2. The CRS is the primary unit of action for the CRF, but may
disaggregate into individual companies as required. Squadrons
exist under the group commander and each squadron is capable of
deploying forward. CRSs have the capability to deploy C2,
communications, computers, combat systems, intelligence,
surveillance, and reconnaissance, security and riverine
capability in support of expeditionary operations worldwide.
CRSs have the capability to serve in the function of a seaward
security officer or harbor defense commander. The CRS exercises
administrative and operational authorities, as delegated by
higher authority, over CRF forces assigned within the unified
and or allied command structure. In addition, CRSs are
structured to function within a larger joint or allied
amphibious task force, Marine air-ground task force or joint
task force (JTF) staffs. CRSs provide fleet commanders and Navy
component commands (NCC) planning, administration, direction,

and training of highly mobile, fully capable and equipped active
and reserve companies to perform intra-theater security and
protection of maritime units, including U.S. Navy, Military
Sealift Command (MSC) or commercial contract vessels, in
transit, ports harbors, and or at anchorage. The squadron may
operate individually or with maritime and or ground forces in a
joint environment or with coalition partners in a combined
command structure. The following P and S warfare mission areas
are assigned:

3. The CRC is the smallest unit of action that will be trained
and certified to deploy and be self-sustainable, in concert with
or in support of other security forces. Each company has a
headquarters element comprised of an officer in charge,
assistant officer in charge, senior enlisted leader, and
administration and supply. Each company will have two platoons
assigned for boat operations, two security elements capable of
conducting visit, board, search and seizure (VBSS) missions, and
two intelligence, surveillance and reconnaissance teams capable
of supporting squadron level C2, communications, computers,
intelligence, surveillance, and reconnaissance suites and
operation of unmanned subsurface, surface, and air vehicles.
Additionally, each company will have personnel assigned to
conduct maintenance and provide to the medical needs of the
company.
    a. Each company will have eight patrol boats; of which,
four will be designed for brown-water operations and four will
be designed for green-to-blue water operations. Each platoon
will have sufficient personnel to provide one crew per boat,
which will result in two crews per boat at the company level.
Each company will have two boats capable of 24-hour self-
sustained operations to operate in the green-to-blue water.
    b. Each of the platoons above can be further divided into
smaller organizations such as an embarked security team (12
personnel) for a military sealift transit, aircraft security
mission (four personnel), or as appropriate to the mission

requirement. Training and certifications of these elements will
be administered by the CORIVGRU and supervised by the training
unit.

4. The CRST are forward-deployed units in Bahrain and Guam that
conduct embarked security used on vessels that do not have
organic security embedded. These teams will be manned, trained,
and equipped to conduct lethal and non-lethal engagements and
provided adequate communications to perform their mission
separate from equipment imbedded on the embarked vessel.
Embarked security teams range from 4 to 12 person elements that
are not self-sufficient. Training and certifications of these
elements will be administered by the CORIVGRU and supervised by
the training unit.

                              FOR
                    COASTAL RIVERINE FORCES
1. The characteristics of the environment and understanding of
its physical characteristics on CRF units and operations are
described in the following enclosure. The maritime domain - the
world’s oceans, seas, bays, estuaries, islands, coastal areas,
littorals, and the airspace above them - is a vast maneuver
space that allows for tactical maneuver by an adversary in
multiple dimensions including the air, surface, and underwater.
CRF units and personnel operate ashore, at sea, in harbors,
rivers, bays and across the littorals. The strategic importance
of these areas is influenced by factors such as the presence or
density of high-value assets (HVA), force concentrations, lines
of communication, and the presence of valuable natural
resources. Additionally, littoral areas may contain geographic
features such as straits or chokepoints that restrict tactical
maneuver or affect weapon and sensor effectiveness.
2. CRF can operate in diverse environments. While CRF is
expected to conduct operations around the clock in a range of
varying conditions that decrease visibility; environmental
conditions must be a factor included in mission analysis and
operations may be limited by small craft capabilities.
3. CRF operations are primarily conducted in two types of
maritime environments: Green water and brown water. Physical
descriptions of both are provided in subparagraphs 3a and 3b:
    a. Green water shall be defined by the coastal zone
including the beaches, estuaries, the adjacent harbors and bays,
and the offshore waters, usually out to the edge of the
continental shelf. This environment includes territorial seas
(within 12 nautical miles of shore) and economic exclusion zones
(out to 200 nautical miles) around foreign nations.
        (1) Natural Harbors and Anchorages. Natural harbors and
anchorages may be exploited by friendly or adversary naval
forces and should be identified and analyzed. Depending on the
surrounding terrain, some natural harbors and anchorages, such
as fjords, may offer limited camouflage and concealment for
naval combatants and may afford the adversary an opportunity to
launch unexpected sorties against friendly ships. Likewise,

friendly forces may utilize these areas as havens to frustrate
an adversary’s attempts to locate and target them.
        (2) Sea Lines of Communication (SLOC). SLOCs should be
identified and analyzed with regard to their relative importance
to adversary, friendly, and neutral countries in the area of
interest. Potential interdiction areas (such as chokepoints)
along SLOCs should be identified along with the naval bases,
coastal defense facilities, and airfields from which such
interdiction operations might originate. Additional factors for
consideration include the type, density, and ease of identifying
shipping along the SLOCs.
    b. Brown water will be defined as the inland waters that
are typically non-tidal, but where the water level can rise and
fall the same as in tidal areas and harbors or ports. The
variations are often of a seasonal nature or vary with time,
tides, and currents. These levels may fall enough to deem the
river non-navigable by all but the smallest watercraft. In some
smaller navigable streams, sudden hard rains may raise the water
level several feet in a matter of hours. Water level changes
along the tidal regions are also of concern, as craft may become
trapped by falling tides or unable to proceed upriver at low
water. The draft of surface craft varies between salt water and
less dense fresh water, which may affect performance. Pre-
mission planning must consider sufficient depth to allow boats
with a 3 foot draft to operate most of the time. The following
are the major types of brown water environments CRF units will
operate:
        (1) Type 1. Consist of minor rivers, usually not
navigable by medium or deep draft craft, but are too deep to be
forded without difficulty. These waterways are generally
considered to be obstacles as opposed to being a line of
communications.
        (2) Type 2. Consist of one or more major rivers with
branches of numerous smaller streams, canals, or paddies that
permit operational use of watercraft. These waterways may
present serious obstacles, but are useful as a line of
communications.
        (3) Type 3. Consist of several major waterways in
addition to an extensive network of small rivers, canals or

irrigation ditches. The environment accommodates all sizes of
watercraft from small craft to amphibious craft and other
support vessels, including medium or deep-draft craft.
4. CRSs are routinely exercised under the operational
authorities of an expeditionary echelon commander or a specific
task force commander. The most demanding projected operating
environment for the force is wartime deployment to a FOB or AFSB
within the AO.
5. The CRS is the largest CRF unit to deploy and may operate
independently or with other naval, joint, allied or coalition
forces in all climates and under level I and II threat
conditions, including chemical, biological, radiological,
nuclear and high–yield explosives (CBRNE). A deployed CRS will
normally consist of a squadron staff with logistics support,
consolidated maintenance, and support services for up to four
CRF companies. Two or more squadrons may be combined to form a
larger AFP under a single CRF echelon commander.
6. The most demanding operating environment anticipated for the
CRF is an operation from a sea base to shore areas in wartime
with designated joint and or combined forces, while exercising
control over assigned units. All CRF units must be capable of
conducting continuous 24 hour missions in the vicinity of and on
inland and coastal, navigable waterways as described in
paragraph 5. Operations in this expeditionary environment will
require the establishment of a base camp, or AFSB that can
support continuous and self-sustaining CRF operations for not
less than 15 days. One active duty squadron must be able to
support around the clock operations with three companies
providing seaward security in three-section rotations.
Additional companies will provide landside security, riverine
patrols, or support coastal waterborne missions, as necessary.
A single company is limited in its ability to conduct continuous
operations. For limited periods, less than 96 hours, the
company will be able to support surge operations with two-
section watch rotations. For sustained periods, 4 to 15 days,
the combat power from multiple companies must be coordinated to
provide three-section rotations. In every situation, it is the
unit commander’s responsibility to ensure that the required
level of logistical support is considered during the planning
process, and provides sufficient sustainment for all assigned
units.

7. CRF will also operate where designated assets are vulnerable
to attack from land, seaward, air, and inland waterway
approaches in ports, at anchorages, in harbors or other near
shore littoral areas. Waterborne and ground operations are
conducted in all environmental conditions, but may become
limited during severe and extreme weather conditions.
Dismounted patrols in the green or brown water environment are
limited to terrain that allows effective coverage by the CRF
craft. To the maximum extent possible, movement ashore of
dismounted personnel must remain under the continuous umbrella
of protection provided by vehicle-borne, crew-served weapons.
The commander must take into account these variations in water
conditions in the planning process.
8. Peacetime operations in near shore littoral areas are also
very demanding. These operations are frequently characterized
by confined and congested air, land, and maritime space occupied
by friendly forces, unidentified contacts, and neutral assets.
This environment makes identification and coordination
profoundly difficult and reaction time critical. The unit
commander will leverage all available assets (assigned,
adjacent, and supporting) to provide the maximum protection of
CRF personnel, civilian traffic, friendly vessels, and critical
infrastructure in the near shore littoral environment. Most
operations in the littoral environment will be conducted in a
joint, allied, combined, or multi-national scenario.

1. ROC symbols are used to specify the desired level of
achievement of readiness or other work for or during a
particular readiness condition. Readiness normally applies to
operations and or evolutions, while other work refers to non-
watch activity such as performing maintenance or training.
    a.   Capabilities
        (1) "F" = "Full.” The capability is to be fully
achieved. For operational functions this means that installed
equipment or systems will be fully manned to design capability.
For support functions, sufficient manning is provided to ensure
effective accomplishment of all included tasks. The capability
is to be sustained for the duration of the condition or
operation unless modified by an "A" or "E."
        (2) "L" = "Limited.” The capability is to be only
partially realized. (Note: "P" for "Partial" is no longer an
annotation.). Even though only limited capability is realized,
it is to be sustained for the duration of the condition or
operation unless modified by an "A" or "E." A limiting
statement specifying the limitation must support every "L".
    b.   Modifiers
        (1) "A" = “Augmentation." The capability is to be
either fully or partially achieved for a limited time during the
condition. The capability is achieved by using off-watch or
off-duty personnel to achieve the required degree of capability.
This symbol is always associated with an "F" or "L" and
establishes requirements for personnel to be trained, available
and on call to augment existing watch stations as required.
        (2) "E" = "Special Team." The    capability is to be
either fully or partially achieved for   a limited time during the
condition. The capability is achieved    by using off-watch
special teams or details. This symbol    is always associated with
an "F" or "L" and denotes a capability   that does not require

supplement or replace all or part of the existing watch

2. Unit's Own and External Personnel Resources. Normally,
using an "A" or an "E" requires no amplifying statement, as
their meanings are predefined. However, for host platforms or
detachments which routinely embark external resources, the
meaning may not be clear as to whether the augmentation should
