Maintenance Cost Working Group Preface


The CRJ Maintenance Cost Working Group (MCWG) has been in operation since October 1997. The group consists of
representatives from Operators and associated Bombardier departments such as Maintenance Engineering, In-Service
Engineering, Supplier Liaison, Spares, and Warranty, and selected Bombardier Suppliers. It is the MCWG’s intention in
this, and future ISARs, to publish information on ways to help reduce the cost of operating the aircraft.
Specific cost reduction issues contributed by Maintenance Engineering
are identified with a “$” symbol preceding the subject title.

From the Editor !


The featured Operator for this issue of the CRJ ISAR is China Yunnan Airlines
of the Peoples Republic of China. The airline, based in Kunming in China’s
Yunnan Province, was established in 1992. The CRJ200 aircraft will
complement China Yunnan’s larger aircraft on domestic, inter-provincial routes.
They will also be used to develop new markets. China Yunnan has placed firm
orders for six CRJ200 aircraft, two of which have already been delivered.
Bombardier front line support for China Yunnan is currently provided by Gary Guthrie (Customer
Service Account Manager) and Yong Yi Lu and Tim McHale (Field Service Representatives). The
photographs of this colourful airplane, compliments of Yong Yi, were taken at Kunming Airport.

Subject: Cold Weather Operation Recommendations

Winter, in the northern hemisphere, is the time of year when flight crew and maintenance personnel
must pay particular attention to the hazards imposed by this season. The purpose of this ISAR article
is to remind Operators of the precautions to take when operating in cold temperatures.
To prevent any delay or flight hazards, Bombardier Aerospace suggests Operators pay special
attention to the following guidelines:
" ENSURE ALL CRITICAL SURFACES ARE CLEAR OF ICE, SNOW, AND SLUSH - INCLUDING AILERON
SERVO IN WHEEL WELL AND FLAP ACTUATOR.
" ENSURE ENGINE INLETS ARE CLEAR OF ICE AND SNOW.
" ENSURE PITOT HEADS AND STATIC PORTS ARE CLEAR OF ICE AND SNOW.
" ENSURE FUEL TANK VENTS ARE CLEAR OF ICE, SNOW, AND SLUSH.
" ENSURE AIR CONDITIONING INLETS/EXITS ARE CLEAR OF ICE, SNOW, AND SLUSH.
" ENSURE LANDING GEAR DOORS ARE CLEAR OF ICE, SNOW, AND SLUSH.
" ON LAST FLIGHT OF DAY, MAINTENANCE PERSONNEL SHOULD DRAIN WATER SYSTEM TO
PREVENT ANY DAMAGE TO WATER SYSTEM COMPONENTS IF AIRCRAFT WILL BE PARKED IN SUB-
ZERO DEGREE ENVIRONMENT.
In the event that ice, snow or slush is found to be present, maintenance personnel should take the
appropriate actions to clean the area affected and/or report the condition to the flight crew and
Maintenance office.

Subject: Cabin Pressure Acquisition Module (CPAM) Clarifications

The Cabin Pressure Acquisition Module (CPAM) is a microprocessor-controlled pressure measuring
unit that transmits an Arinc 429 data output to the data concentrator units. It gives various
information concerning the cabin pressurization system, such as cabin altitude, rate of climb/descent,
and differential pressure (Delta P).
On a CRJ aircraft that still has the REF/A/ CPAM installed, which does not have Vendor Service
Bulletin AMETEK VSB 10275-21-02 incorporated, the altitude range is limited to -1500 to +45,000
feet. Therefore, when pressurizing the aircraft per AMM Task REF/C/ up to 4.0 psi, on the ground in
manual mode, it is only possible to have a visual indication of the Delta P up to 1.8 psi on the EICAS

ECS synoptic page. Beyond that value, REF/A/ CPAM was not designed to be able to send any data,
it is therefore read as No Computed Data (NCD) by the Data Concentrator Unit (DCU), and the
EICAS indication will then turn to dashes. Meanwhile, the aircraft continues to pressurize but there
is no indication of the differential pressure available on the EICAS. In this case, if it is required, a
pressure gauge can be installed at the ground external air supply panel to monitor the differential
pressure.
In the newer model CPAM, REF/B/, the range has been improved to -8000 to +45,000 feet. The
modified CPAM now has the capability of displaying the Delta P up to a value of approximately 4.0
psi at sea level, so the AMM Task can be performed without the loss of differential pressure
information.
A Manual Change Request (MCR01981) has been forwarded to Technical Publications to add a note
in the AMM stating that a loss of Delta P indication will occur on the EICAS at 1.8 psi on
aircraft equipped with the REF/A/ CPAM.

Subject: Avionics Cooling System EICAS Messages


Reference: Wiring Manual Chapters 21-24-00 & 52-70-00

Operators have difficulty troubleshooting some EICAS messages (e.g., “OVBD COOL FAIL”, “INBD
COOL FAIL”, and “OVBD COOL”) related to the avionics cooling system.
The following are troubleshooting tips for any one of these EICAS messages:
# WITH PASSENGER AND SERVICE DOORS CLOSED, INBOARD EXHAUST SOV SHOULD BE OPENED
AND OVERBOARD EXHAUST SOV CLOSED. WITH EITHER DOOR (PASSENGER OR SERVICE) OPEN,
INBOARD EXHAUST SOV SHOULD BE CLOSED AND OVERBOARD EXHAUST SOV OPENED.
$ IF STEP 1 IS TRUE, PROBLEM IS NOT RELATED TO VALVE OPERATION (I.E., VALVE, RELAY OR
DOOR CONTROL SWITCH) BUT MOST LIKELY RELATED TO DOOR INDICATION SWITCH. REFER TO
FOLLOWING FIGURE AND TABLE TO DETERMINE WHICH PSEU DISCRETE INPUT SHOULD BE
CHECKED, BASED ON MESSAGE DISPLAY. DOOR INDICATION SWITCH WILL TEST “GOOD” WHEN
ITS SPECIFIC PSEU DISCRETE INPUT CHANGES FROM “FAR” STATE (DOOR OPEN) TO “NEAR”
STATE (DOOR CLOSED).
% IF STEP 1 IS FALSE, PROBLEM IS MOST LIKELY TO BE RELATED TO VALVE OPERATION (I.E.,
VALVE, RELAY OR DOOR CONTROL SWITCH). PROBLEM COULD BE DUE TO DEFECTIVE
OVERBOARD EXHAUST SOV V2HK, INBOARD EXHAUST SOV V3HK, WOW RELAY (K8HK), DOOR
LOCKED RELAY K9HK, DOOR CONTROL SWITCH S3HK (SERVICE DOOR INNER HANDLE) OR
S102MB (PASSENGER DOOR OUTER HANDLE). FURTHER TROUBLESHOOTING USING WIRING
MANUAL CHAPTERS 21-24-00 AND 52-70-00 IS REQUIRED TO DISCOVER REASON WHY VALVE IS
NOT MOVING TO PROPER POSITION.

TOPIC: Technical Steering Committee


NOTES: Discussions included appointment of new Chairman due to K. Mercier’s departure from CRJ
operations.
Pilot participation at alternate meetings was decided. W. Dudley has offered to be the TSC liaison for
pilot communications and reliability issues. If pilots become a part of the TSC, it was agreed that there
should be representation from North America and Europe. As a guideline, pilots will be required at
every second meeting, but have an open invitation to participate at all meetings.
J. Whitmore advised that he will be replaced by Guy Nadeau as a TSC member.
Absent TSC members were later conferenced-in for selection of a new Chairman, Eric Kavicky, who
accepted the role effective immediately.
ACTION: Distribute the TSC mandate to Chairs of Working Groups.

TOPIC: MMEL
NOTES: The MMEL meeting (in the second week of November) at Bombardier still had many outstanding
issues (maintenance technical inputs which were not addressed). Many issues were restricted because
AFM supplements were not available to Operators. The TSC agreed that Bombardier needs to be
better prepared for FOEB (Flight Operations Evaluation Board), and needs to have higher visibility to
ensure priority and support for MMEL changes.
A general concern was raised about the awareness of the TSC mandate by other working groups. A
request was made to send other groups a copy of the TSC Mandate, advising them of the TSC
authority (in which other working groups can push issues requiring priority up through the TSC).
Action items from the previous meeting were reviewed; most were being addressed by presentations
later in this meeting.
ACTION: The TSC is to send a letter regarding MMEL support to Bombardier senior management.

TOPIC: Reliability Presentation


NOTES: B. McCarthy provided a reliability update and overview of Maintenance Engineering, including the
Maintenance Cost Working Group (MCWG).
A suggestion was made that the MCWG should develop cost comparisons with other products on a
cost per flight-hour.
A concern was raised that the various working group meetings were not being co-ordinated with other
Bombardier customer meetings. A request was made to develop a governance structure for co-
ordinating customer meetings to ensure maximum harmonization and elimination of conflicts.
Maintenance Engineering announced its http://mainteng.aero.bombardier.com website
address during the presentation. The website includes Minutes of the CRJ and Dash 8 MRB ISC/WG
meetings, MCWG Minutes and Action Register (CRJ/ Dash 8), EDSE, International Aircraft Data
Standards, and FRACAS.
ACTION: Develop a meeting co-ordination process within Customer Support.

TOPIC: Top 25 Review - #5 Engine Bearing


NOTES: A GE fix is available in production and repair facilities. The chip detector inspection interval of 30
hours is still a concern, and should remain as a top issue on its own.
ACTION: The #5 bearing item is completed - to be closed in the Top 25 list.

TOPIC: Top 25 Review - Air Turbine Starter


NOTES: A briefing was provided regarding Honeywell recommended oil servicing, and comparison with other
aircraft starters. An analysis of the MTBUR determined that no further action was warranted.
ACTION: Remove this item from the Top 25 list.

TOPIC: Top 25 Review - Cargo Door Balance Spring


NOTES: Available for the cargo door balance spring are parts, SB, Production Cut-In, and publications, but the
item should be monitored and will not be closed until demonstrated to be effective. The trial for
monitoring was suggested for a period of six months with selected Operators.
AMM TRs issued in July were 52-238, 52-239, and 52-240.
IPC information was incorporated in Rev.26.
ACTION: Remove this item from the Top 25 and place in “Monitoring”; evaluate and monitor for six months.

TOPIC: Top 25 Review - Windshield Presentation


NOTES: A reliability update was presented for new configuration windshields, indicating a significant
improvement trend.
ACTION: Remove this item from the Top 25 and place in “Monitoring”.

TOPIC: Top 25 Review - APU-3


NOTES: The TSC wants to obtain reliability data from Honeywell to review.
Air Canada will be evaluating new design changes including the inlet screen design and inlet drainage
problem. This item will stay in the Top 25 list until then.
ACTION: Obtain the Honeywell reliability update for the next TSC meeting. Air Canada is to provide details of
problems to ISE.

TOPIC: Pendle Frames Presentation


NOTES: It was suggested that the release of the SB and parts for Pendle frames should coincide with the engine
support beam.
ACTION: Inspection frequency and downtime estimate for Pendle Frame requested.

TOPIC: Aileron Binding


NOTES: This issue was raised as an airworthiness concern by Comair and Air Canada. It was suggested that
this be made a Top 25 item due to the potential fleet impact.
A request was made to provide Comair and Air Canada with a detailed briefing on the status of the
aileron binding issue. It was suggested that Bombardier should consider an interim solution if the fix
is not yet defined.
ACTION: Provide regular status updates to Comair and Air Canada.

TOPIC: Top 25 - New Item Selection


NOTES: Survey results were tabulated and reviewed, as well as some recent significant issues.
New Top 25 items selected were: Nose Landing Gear Swivels, Overboard Cool Message, Rear Engine
Mount, Maintenance Program, Aileron Binding, Jet Pipe Overheat, Display Cool Message, Engine
Support Beam, and structural issues / airworthiness items.
ACTION: Bombardier to harmonize new items and present at next TSC meeting.

TOPIC: Quality Presentation


NOTES: Presentations were provided on manufacturing QA, delivery quality, and service entry quality
findings. Concerns were noted regarding the inspection process not accounting for a critical overview
of major assemblies (i.e., fuselage-to-wing - locating is not observed, only critical tolerances and
measurements), limits for FTPs exceeding AMM limits, as well as processes for capturing quality
defects early - which was not the case with the wing plank. M. Levesque responded to each concern.
A request was made to provide visibility of Supplier quality control.
ACTION: Review Procurement quality control process in a future TSC meeting.
Provide a status update of the Contracts Six Sigma delivery process.
Provide an analysis of QIR drivers from service entry reports.
Provide an update of paint corrective actions.

TOPIC: Spares Presentation


NOTES: A presentation was provided by Spares on performance metrics and actions. It was decided that Spares
will not be required at every meeting, only on request.
A request was made to provide parts detail forecasting for major inspections and aging fleet
requirements. Spares advised that they will handle this with individual airlines.
ACTION: n/a.

TOPIC: Customer Scorecard Presentation


NOTES: A summary presentation was provided on scorecard results. A concern was raised regarding the future
scorecard process; the question raised was “who will be targeted within airlines?”. Operators prefer
group survey rather than multi-individual surveys. Comments were also made on the scorecard format.
ACTION: Review other OEMs’ on potential format change to Bombardier’s scorecard format. Consider the use
of group survey only for the next scorecard.

TOPIC: Supplier Liaison Presentation


NOTES: The presentation included Supplier performance metrics and organizational structure.
Warranty start/stop action was addressed.
Details were requested of Supplier contractual requirements to support Operators. What are the
standards/guidelines for Supplier performance? (i.e., minimum turnaround time, spares level,
MTBUR, NFF, etc.).
ACTION: Provide guidelines/standards and contractual agreements for Supplier performance.
Add TSC members to the “Regional Spin” newsletter.

TOPIC: Maintenance Program Presentation


NOTES: The Maintenance Program has been defined as a problem for Operators and has been placed in the
Top 25 list. Items include: repeat intervals for structural items, out-of-phase inspections not aligned
with any relevant intervals, length of time to obtain escalations, and length of time to incorporate
MRM changes.
ACTION: J. Whitmore to provide more details regarding Maintenance Program concerns.

TOPIC: Program Priorities


NOTES: Planned and committed priorities were presented by Program Operations. It was decided that Program
priorities should be presented at the beginning of TSC meetings; included would be category
definition of drivers, support hours shown for Engineering, and details of the Top 6 of 25.
ACTION: Program priorities to be presented as part of future TSC meetings.

TOPIC: Cargo Smoke Detector Commercial Review


NOTES: Operators need relief/assistance for the change. Bombardier will accept responsibility for design
deficiencies, and has provided commercial assistance for deficiencies; however, the cargo smoke
detector change was introduced as a new requirement. A detailed explanation has already been
provided to Operators.
ACTION: Advised no change to commercial policy - item closed.

‘B’ Standards - Part II

‘B’ numbers were introduced in the Bombardier Standards Manual. The new standardization of
numbers is described as follows.
On the basic part number, the first three digits are commonly used as:
B02: Bombardier Fastener Manual ....................... bolts, nuts, washers, rivets, etc.
B03: Mechanical and Fluid System Hardware...... couplings, seals, clamps, bearings, etc.
B05: Extrusion Material........................................ sheet metal, angles, tubing, etc.

New Maintenance Engineering Website

website. Changes made to the website were based on feedback from customers. The new website

The new features and changes are intended to enable users to access information more efficiently.

Introduction
This feature in the ISAR is provided by Modification Services (MS) - a group in Bombardier
Aerospace Regional Aircraft dedicated to supporting Sales, Marketing, Customer Support, and
Program Management. The group offers a means to work with third parties to obtain non-standard
aircraft reconfigurations in a cost effective and expedient manner. Operators are supported through
the production of STCs for enhancement of the aircraft. Inquiries regarding the content of

Approved STCs
The following STCs have been recently completed and are now available.

➨ Photoluminescent Floor Path Lighting System (Luminescent Systems Inc.)


The photoluminescent Floor Proximity Emergency Escape Path Marking System (FPEEPMS),
developed by LSI received Transport Canada STC approval (ref: SA01-13) on December 5,
2001. FAA approval is expected in January 2002.
The STC introduces a photoluminescent emergency egress floor path lighting system. The un-
powered system simply needs to be exposed to general cabin lighting for 15 minutes before
flight. Significant savings in maintenance effort and aircraft weight, combined with improved
dispatch reliability, are the primary benefits of the system. Full system details are presented in
the CRJ STC Catalogue, available from any of the contacts named above.
