[As per basic principles of tariff design, tariff for different category of consumers need to be
aligned around the average cost of supply. The projected cost of supply fer FY 2014-15 has
Increased to Rs, 7.08/kWh from the average cost of supply Rs, 6.12/KWh as approved by
Hon'ble Commission in its Tariff Order dated 32° May, 2013 for FY 2013-14,
‘The aforesaid hike in cost of supply necessitates the increase in tari forthe Reta Consumers,
Further under the Financial Restructuring Pla for UP State Discom’s a hke o 10.30% has been
‘considered inthe Retail Tariff for FY 2014-15, The FRP has got in-princple aproval from UPERC
‘on 19.03.2013.
Based on projected expenses for FY 2014-15 at exiting tariff there is 2 consolidated revenue gap
‘of Rs. 7,725 crore for 4 Discom’s namely MVVNI, DVVNL, PVVNL & PUVVNL which necessates
a hike in retail tariff of around 25%. However to prevent any kind of tariff shock to the
consumers, a hike in retal tariff of 10.13% only has been proposed whichis ine withthe tariff
hike considered under FRP. The proposed taif hike would improve the total cost coverage
{rom 70% to 77%.
‘The note also briefly discusses the logics and arguments behind few ofthe structural changes in
‘the Rate Schedule as outlined below:
Ufetine Consumers:
The Tarif Policy contemplates that the consumptions norms for lifeline corsumers should be
restricted to 30 units per month. Most ofthe States have designed ther tai structure forthe
lifeline category in ine wth the tariff policy except Punjab which has a consumption norm of up
10-200 units / month but the Punjab Govt. provides 100% subsidy for this purzose. However, no
subsidy is provided by the Govt. of UP for this particular category of consumers. The Thru rate
for this eategory is around Rs, 2.73/kWh against cost of supply of Rs. 7.09 / kWh which results
In huge uncovered revenue gap. Accordingly the consumptions norms for the Lifeline Category
Consumers have been aligned with Other States and in Compliance with Tariff Policy.

‘Therefore, to ensure that only genuine lifeline consumers gets the benefit of his ate slab and
also in accordance with the provisions of tariff polcy, the celing consumption range has been
reduced from 150 units per month to 50 units per month. However to provide additonal relief
10 such consumers the energy rate per unit has been reduced from 2.20 per kWh and 2.60 per
kwh toa single rate of Rs. 2.00 per kWh,‘Time of Day (100) Tariff
‘The Time of Day taif (ToD) is a widely accepted Demand side Management (CSM) measure for
energy conservation by price. The ToD structure prompts the consumer to change their
consumption profile so as to shift thelr loads during off peak hours when the power i relatively
cheaper.
Tob tariff encourages the distribution licensees to move towards separation of peak and off-
‘beak tarifs which would help n reducing consumption as well as costly power purchase atthe
peak time.
“The Tarif is set in such a way that it inherently provides incentives and disincentives forthe use
of electricity in iferent time periods.
The basic objective of implementing Time of Day tari to flatten the load curve over a period
‘of a day resulting in a reduction inthe peaking power requirement and also to enhance power
requirement during off peak period.

'As observed, during the winter season, the peak occurs between 18:00 hrs to 24:0 hrs and
between 05:00 hrs to 12:00 hrs in the morning. The off-peak hours are during the day between
12:00 hes to 18:00 hrs. Similary In the summer season, the peak occurs between 20:00 hrs to
(02:0 hrs. The off-peak occurs between 07:00 hrs to 10:00 hrs and 15:00 hrs to 18:00 hs,

ieneFrom the load curves is seen, thatthe system is experiencing peaks during evening and night
hhours. The reasons behind peaks during night hours is because UPPCL endeavours to supply
‘energy to domestic consumers as much as possible during the night hours so that they are able
to rest and sleep peaceful after hard days' work
“This would however require extra supply to domestic consumers during night nours, which can
be achieved by having some kind f deterrent onthe industry.
‘Accordingly, in view of already existing peaks and the need to supply more pewer to domestic
consumers during night hours, UPPCL proposes that existing TOD structure be reviewed and
‘existing peak rebate during night hours should be done away.
From the load curves provided by the SLDC, it may further be seen that system has slightly
shifted peak and off peak hours during summer and winter seasons.
Based on above facts UPPCL proposes separate TOD structures for the Surrmer and Winter
seasons which are as below

In the present scenario of UP, the supply to rural consumers is scheduled at 10 hrs per day
However there has been constant demand for increase in power over the yess frm the rural
consumers. Therefore with view to match the demand ane to supply more power to the rural
consumers the UPPCL has planned to increase the supply by 40% Le upto 14 hes per day from
February, 2014. This increase in power supply wil adversely affect the cashflows due to low
tariffs for the rural consumers, therefore to meet the required cash gaps UPPCL has taken 2
View to decrease the rebate allowed for rural consumers in the tariff rates frm 15% to 7.5%.
Billable Demand Multiple
‘Most ofthe States have designed their tariff structure restricting the billable demand multiplier
at 85% ofthe contract demand, whereas in Uttar Pradesh the same has been designed at 75%.
Therefore the same being proposed tobe aligned with Other States and tobe set at 85%. This
will in turn ensure better predictability of demand, better load management and efficient
procurement of power.

RETAILTARIFFS FOR FINANCIAL YEAR 2016-15.
(GENERAL PROVISIONS:
‘These provisions shall aply to all catgories unless specified otherwise and are integral
part of the Rate Schedule.
1. NEW CONNECTIONS:
(i) All new connections shall be given 2s per the applicable provisions of
ectricty Supply Code and stall be released in multiples of KW only,
‘excluding consumers of Rate Schedule MV & LM Further, for arf
application purposes fractional KW loads (if any) of already existing
‘consumers shal be treated as next higher kW load;
(W)New connection of 10 KW & above and 13.4 BHP & above loads shall be

3. GILLING WHEN METER 1S NOT ACCESSIBLE OR NOT READ (NA / NR GILLS -
PROVISIONAL PAYMENT}:
[As per the provisions of applicable Electrcty Supply Code wih a provision of
penalty of RS, 300 / KW / month or as decided by the Commision through an
lorder forthe purposes of Clause 62) of applicable Electricity Supply Code.
BILLING IN CASE OF DEFECTIVE METERS:

converted into appropriate VA and kVA by multiplying Fixed / Cemand Charges

{85% ofthe contracted load, whichever Is higher. The contacted load In KW shall

Ifa consumer falls to pay his electricity bil bythe due date specified therein, a
late payment surcharge shall be levied at 1.50 % per month. Late payment
surcharge shall be calculated proportionately for the number of days for which
‘the payments delayed beyond the de date specified inthe bland levied onthe
unpaid amount of the bill excluding surcharge. Imposition of this surcharge i
without prejudice to the ight ofthe License to disconnect the supply or take any
‘other measure permisiole under the law.
(i) CHARGES FOR EXCEEDING CONTRACTED DEMAND:
If the masimum demand in any month ofa consumer having TVM/ TOD / Demand
recording meters dose not exceed the Contracted Demand beyond 10% then such
‘excess demand shall be levied at normal rate as charged for exceeding contacted
{éemand apart from the demand charge recovery as per the maximum demand
recorded by the meter
However, if the demand exceeds the contracted demand by mare than 10%; then
such excess demand shall be levied at twice the normal rate apart from the
demand charge onthe maximum demand indicated bythe meter
‘This additonal charge shal be without prejudice tothe License's right to take
such other appropriate action incuding disconnection of supply, as may be
deemed necessary to restrain the consumer from exceeding his contacted loa,
‘any surcharge / penalty shall be over and above the minimum charge, ifthe
consumption bill ofthe consumer Is being prepared on the basis of minimum
charge.
POWER FACTOR SURCHARGE:
(0) Power factor surcharge shall not be levied where consume is being bile

factor of more than 0.85 during any biling period. No new connections of
‘motive power loads / Inductive loads above 3 kW, other than under LMV-

Licensee may also Intate action under the relevant provisions of the
Electricity Act, 2003, 8 amended from ime to time.
Notwithstanding above the Licensee also has aright to disconnect the
power supply ithe power Factor falls below 0.75.
Power factor surcharge shall however, not be levied durrg the period of
Aisconnection on account of any reason whatsoever
PROVISION RELATED TO SURCHARGE WAIVER SCHEME FOR RECOVERY OF
BLOCKED ARREARS:
‘The Ucensee may, on 3 decision by its Board of Directors, launch a
Surcharge Waiver Scheme (One time Settlement Scheme) In any {Wo
‘months of a financial year for recovery ofits blocked arrears by waving of
surcharge tothe extent not exceding 50% of overall surcharge for which,
no approval ofthe Commission shall be required,
Provided tha the Impact of such surcharge waiver shall not be allowed a5
ass through in the next ARR / Tariff or true-ups. In this regard, the
LUcensees would have to submit the certfieate duly verified by the
statutory auditor, of te surcharge waived for any previous year along
withthe ARR / Tarif Petition ofthe ensuing yar.
Further, the Licensee may launch a sucharge waiver scheme without any
restrcions on quantum of surcharge walver provited the State
Government provides an advance subsidy to compensate the complete /
fullloss ofthe Lcensee arising out of surcharge waver.

below 45 KW and instalation of automatic meter reading systems for loads above

4, PROVISIONS RELATED TO SEASONAL INDUSTRIES:
Seasonal industries willbe determined in accordance wit the ereria lad down
below. No exhaustive ist can be provided but some examples of industries
exhibiting such characterstis are sugar, Ie, rice mil and cold storage. The
Industries which operate during certain period of the year, i, have seasonality of
‘operation, can aval the benefits of seasonal industries provided:
1) The load of such industry is above 13.4 BHP (for mative power lads) & 10
W (other loads) and have Trivector Meters / TOD meters installed at

1. MAINTENANCE CHARGE:
In addition tothe "ate of Charge" mentioned above, a sum of RS. 10.00 per light
point per month wil be charged for operation and maintenance of streetlights.
‘This Maintenance Charge will cover only labour charges, where all quired
‘materials are supplied by the local bodies. However, the local bodies will have an
option to operate and maintain the publc lamps themselves and in such case, no
‘maintenance charge shall be recovered. This charge shall nat apply to the
consumers with metered supply.
2. PROVISION OF LAMPS:
Streets where distribution mains already exist, the Licensee will provide 2
separate single-phase, 2owire system for the streetlights Including light iting
and incandescent lamps of rating not exceeding 100 Watts each, tn case the
‘above malntenance charge is being levied, the labour involved in replacements or
renewal of lamps shall be provided by the Ucensee. However, ll the requited
materials shall be provided by the local bodies. The cost of al other types of
street light ftngs shal be paid bythe local bodies.
The cost Involved In extension of streetlight mains (including cost of sub
stations, f any) in areas where distribution mains ofthe Licensee have not been

3. VERIFICATION OF LonD:
