- Administrative Order No. 111 (November 08, 2004), authorizes the Vice President
and Chairman of HUDDC to perform all powers and functions necessary to implement the
resettlement and relocation programs to clear the rail Rights-of-Way of the Philippine
National Railways lines.

Tagging and Census Operation is composed of the following components:
1. TAGGING (methodical process of undertaking an inventory of all structures, regardless of use, of an area or project
by assigning tag cards for identification and control of new/illegal constructions.)
2. MAPPING (is the process of laying-out the structures, landmarks, infrastructures and boundaries of an area or project
with the use of drawings, symbols, and descriptive markings that are commonly understood by the end users through
the use of mapping symbols.)
3. HOUSEHOLD LISTING (fast-paced orderly approach of gathering basic information on the structure and its present
household occupants.)
4. CENSUS (systematic process of gathering data and other socio-economic information through house-to-house visit and
one-on-one personal interview with the household head or any household member with sufficient age and discretion,
preferably 18 years old and above.)
