Increase in contribution of agricultural sector through government programs

“The total contribution of agriculture and its allied sector has increased 26.8% - from Rs
16,09,198 crore during 2013-14 to Rs 20,40,079 crore during 2020-21 - in terms of value”, said
Narendra Singh Tomar, Union Agriculture minister while responding to a question in Lok Sabha
on the role of research in development of agriculture sector.
“Despite the Covid-19 crisis, food grain production reached a record level of 305.4 million
tonnes in 2020-21. The total agricultural exports have also shown continuous rise and the total
value of the export of agricultural and allied commodities during the period 2013-14 was Rs
2,62,778.52 crore and in 2020-21 Rs 3,10,338.47 crore, showing an increase of 18.1 percent. The
export of agriculture and allied products has increased by 34% during the year 2020-21 to USD
41.24 billion," he added.
Thousands of farmers from Northern India have been camping at Delhi’s borders for more than
seven months in protest against the end to state procurement of crops at MSP. In response, the
minister said these laws will facilitate remunerative prices direct buying from farmers by traders
through competitive pricing and reduction in the supply chain. The government has so far held
11 negotiations with agitating farmers’ unions and is open to further discussions with the farmers
in case of any objections to resolve the issues, he reiterated.
The government is continuously working towards the improvement of the rural population. It
aims to double farmer income by 2024, by adopting a multi-pronged approach to support
farmers.
The Indian Council for Agricultural Research (ICAR), along with its network of 700+ Krishi
Vigyan Kendras (KVKs) in the country has been at the forefront of providing information and
resources to farmers. This includes dissemination of information regarding soil testing, R&D and
production of new seeds, modern agricultural techniques, skill upgradation and capacity
development, providing farm advisories using ICT and other media means on varied subjects of
interest to farmers. ICAR also relies on cloud ERP technology equipped to handle procurement,
accounting, auditing, HR, payroll etc, seamlessly.
The Indian Farmers Fertilizer Cooperative Limited (IFFCO) has been advising farmers on
beneficial cropping patterns using real-time data about demand and supply of agricultural
produce. The government has also launched the electronic National Agricultural Market (eNAM)
to eliminate middlemen and enable farmers to sell their produce directly to consumers.
The government is also exploring the use of artificial intelligence and machine learning to enable
virtual assaying of produce, in an attempt to automate quality control and create a digital
marketplace. To address air pollution and to subsidize machinery required for in-situ
management of crop residue, a Central Sector Scheme, 100% funded by the Central Government,
has been implemented since 2018-19. Under this scheme, over 1.5L machines have been
delivered to the individual farmers and custom hiring centres during the last 3 years.
In conclusion, agriculture has been progressing in terms of the food security and large-scale
employment it provides, through accelerating its digitization process.
