What is COMPSTAT?
COMPSTAT stands for Comparative Statistics. In a weekly meeting of police command
staff, divisional supervisors and other personnel, all parties discuss recent Part I criminal
activity and proposed strategies to address the situation.

Each meeting covers a three week period, and rotates between the three patrol divisions
North, Southwest, Southeast. All three Divisions provide maps, tracking activity in seven
different crime types, but only one division presents per week.

Other divisions also report - Criminal Investigations Division, Crime Reduction Team,
Special Investigations, Gang Violence Task Force. Those divisions reports are not included
in this report because they may contain sensitive law enforcement information.

Glossary and Notes

Part I Crime- The FBI standard for its Crime in the United States report, issued each fall.
Part I violent crimes are murder or non-negligent homicide, rape, robbery, and aggravated
assault. Part I property crimes are burglary, larceny, and auto theft.

Red text indicates data increase. Blue text indicates data decrease.
Data highlighted red represents the highest total within that offense category.

**The numbers in this report are preliminary and may change due to reclassification after
further investigation.**

Disclaimer
NOTE: The data in the five year average column has been revised to correct a previous
data error that was identified on November 11, 2020. The change does not affect current
year crime data.

Territory Realignment: On November 3, 2020, territories within the City of Syracuse were
realigned and some beat numbers were updated as part of the redistricting project. These
changes are reflected on this CompStat presentation.

 1. Represents a comparison between the current year and 
prior year for each category of incident.

2. Represents the percentage change vs. prior year. Red 
indicates an increase in the current year, blue represents a 
decrease. 

3. The City is divided into three districts (North, Southeast, 
and Southwest) and further broken down into 22 territories.

4. The territories within each district are labeled by 400’s 
(North District), 500’s (Southeast District), or 600’s 
(Southwest District). 

5. The overall incident numbers are broken down by district 
and then by each territory with a district. The territory within 
each district with the highest number of incidents for each 
category is highlighted in a red background.

6. Patrol officers work in three shifts or “Watches” throughout the day. Watch times are 
staggered to ensure continuous coverage throughout the day. Watches run as follows: 
• A Watch shifts start at 10 or 11 PM and end at 6 or 7 AM 
• B Watch shifts start at 6 or 7 AM and end at 2 or 3 PM 
• C Watch shifts start at 2 or 3 PM and end at 10 or 11 PM 

7. The highlighted red and purple regions are POP areas. POP areas are geographical regions 
in the city that are identified, through analysis, as having historically high gun crime over a 5‐
year period.

withdrawn prior to being dispatched. A percentage of calls cannot be accurately assigned to an SPD district due to ‘un-mappable’
addresses, i.e. highways. Additionally, 2015 and 2016 address data contain a slightly higher percentage of ‘un-mappable’ addresses.
