UDC 1.0 SCOPE This procedures shall cover provisions to prevent injury, loss of life and loss of property from fire or explosion as a result of hot work. Races 2.0 PURPOSE This procedure shall provide minimum requirements for all persons who manage, request, authorize, perform or supervise hot work. Seu Rane) 3.0 APPLICATION This procedure shall apply to the following hot work processes: 3.1 Welding and allied processes (3.2 Heat treating 3.3 Grinding 3.4 Thawing pipe 3.5 Torch-applied roofing 3.6 Similar applications producing or using a spark, flame, or heat 4.0 RESPONSIBILITY FOR HOT WORK Contractor's management team, engineers or coordinator shall be responsible for the safe operations of hot work activity. 4.1 Contractor engineers shall ensure that all equipment is examined to ensure itis in a safe operating condition. When found to be incapable of reliable safe operation, the equipment shall be withdrawn from service and tagged out of service. 4.2 Contractor engineers shall ensure that only approved apparatus, such as torches, manifolds, regulators or pressure reducing valves, and acetylene generators, are used. 4.3 Contractor engineers shall ensure that all individuals involved in the hot work operations are familiar with the provisions of this hot work procedure. UDC 4.4 Individuals involved in hot work operations shall be trained and third (3) party certified in the safe operation of their equipment and in the safe use of the process. 4.5 Individuals involved in hot work operations shall have an awareness of the inherent risks involved and understand the emergency procedures in the event of a fire. 4.6 Contractor engineers and supervisors shall advise all workers about site specific flammable materials, hazardous processes or conditions, or other potential fire hazards. 4.7 contractor engineers and supervisors shall inspect the area while the hot work permit is in effect to ensure that itis a fire-safe area, 4.1 HOT WORK OPERATOR / WELDER The hot work operator shall handle equipment safely and use it as follows so as not to endanger lives and property: 4.1.1 The operator / welder shall have third (3°) party certificate third party certification company/ies. sued by the government approved 4.1.2 The operator / welder shall have the hot work permit approval before starting hot work operations. 4.1.3 All equipment shall be examined to ensure it is in a safe operating condition; if found to be incapable of reliable safe operation, the equipment shall be withdrawn from service. 4.1.4 The operator shall cease hot work operations if unsafe conditions develop and shall notify management, project manager/coordinator, engineer or supervisor for reassessment of the situation. 4.2 FIRE WATCH 4.2.1 The fire watch shall be trained and third (3") party certified to understand the inherent hazards of the work site and of the hot work. 4.2.2 The fire watch shall ensure that safe conditions are maintained during hot work operations. 4.2.3 The fire watch shall have the authority to stop the hot work operations if unsafe conditions develop. 4.2.4 The fire watch shall have fire-extinguishing equipment readily available and shall be trained in its use. 4.2.5 The fire watch shall be familiar with the facilities and procedures for sounding an alarm in the event of a fire. Ube 4.2.6 The fire watch shall watch for fires in all exposed areas and try to extinguish them only when the fires are obviously within the capacity of the equipment available. Before starting any hot work, contractors and their clients shall discuss the planned project completely, including the type of hot work to be conducted and the hazards in the area. 4.2.8 Mutual Responsibility. Construction Management Team, contractors, the fire watch, and the operators shall recognize their mutual responsibility for safety in hot work operations. SSRN SSN erase VS ORM OS 5.0 ISSUANCE AND APPROVAL OF WORK PERMIT FORM 5.1 The receiver requests work permits from the operations supervisor (issuer) of the fac 5.2 The issuer will issue the work permit after he (or his designated representative) has visited the Site. 5.3 The issuer's and receiver's signatures plus any other approvals and signatures must be on the completed form. 5.4 The issuer and receiver are jointly responsible for the safety of people and equipment in the area. The issuer is responsible for specifying precautions so the work can be done without incident. The receiver is responsible for performing the work in accordance with the conditions and requirements agreed upon with the issuer and written on the work permit. 5.5 When there is any doubt about whether a hazard e) ts, the joint site inspection must be made SECTION 6 : RIGHT TO STOP WORK AND CANCEL PERMITS 6.0 RIGHT TO STOP WORK AND CANCEL PERMITS 6.1 The issuer may stop a job and withdraw a work permit if he feels that safety of the job does not meet with conditions specified on the work permit. 6.2 All unnecessary personnel whose presence adversely affects the safety of the job must be removed and kept from the job site or work shall be stopped. SECTION 7: HOT WORK PERMIT VALIDITY 7.7 HOT WORK PERMIT VALIDITY 7.7.1 Hot Work Permit is valid only for the job and time frame for which they are issued UDC 7.7.2 Hot Work Permit may be invalidated or canceled under any of the following conditions: {a) Failure to commence work within one (1) day of being issued or if there is an interruption. (b) If the conditions on the permit are not in compliance. (c) Ifthe area or unit conditions change THEN a new Hot Work Permit is required before resuming the work, 773 the responsibility of the contactor to ensure that all permit conditions are complied with at all times. Any deviation, without appropriate authority, shall result in immediate suspension of the permit. 7.7.4 Hot Work Permits are valid only for the time limit specified on the permit. SECTION 9 ; FIRE PREVENTION PRECAUTIONS 9.9 FIRE PREVENTION PRECAUTIONS (HOT WORK PERMIT & FIRE WATCH) 9.9.1 HOT WORK PERMIT 9.9.1.2 Before hot work oper permit shall be required ns begin in any part of The Pearl Qatar areas / location, a hot work 9.9.1.3 Before a hot work permit is issued, the following conditions shall be verified by UDC Security Department. 9.9.1.3.1 Hot work operator / welder third (3") party certificate is provided. 9.9.1.3.2 Fire watcher third (3°) party certificate is provided. 9.9.1.3.3 The hot work equipment to be used shall be in satisfactory operating condition and in good repair. 9.9.1.3.4 Where combustible materials such as paper clippings, wood shavings or textile fibers are on the floor, the floor shall be swept of 36 ft. (11 m) and the following criteria also be met. {a) Combustible floors shall be kept wet, covered with damp sand, or protected by a QCD approved / listed welding blanket, welding pad, or equivalent. (b) Where floors have been wet down, personnel operating arc welding equipment or cutting equipment shall be protected from possible shock 9.9.2 All combustibles shall be relocated at least 35 ft. (11 m) in all directions from the work site, and the following criteria also shall be met: (a) If relocation is impractical, combustibles shall be protected by a QCD approved / listed welding curtain, welding blanket, welding pad, or equivalent. (b) To prevent the entrance of sparks, the edges of covers at the floor shall be tight, including at the point at which several covers overlap where a large pile is being protected. 9.9.3 Openings or cracks in walls, floors or ducts within 35 ft. (11 m) of the site shall be covered or sealed with QCD approved / listed fire-rated or non-combustible material to prevent the passage of sparks to adjacent areas. 9.9.4 If hot work is done near walls, partitions, ceilings, or roofs of combustible construction, they shall be protected by a listed welding curtain, welding blanket, welding pad, or equivalent. 9.9.5 If hot work is done on one side of a wall, partition, ceiling, or roof, the following criteria shall be met: (a) Precautions shall be taken to prevent ignition of combustibles on the other side by relocating the combustibles. (b) If it is impractical to relocate combustibles, a fire watch shall be provided on the side opposite from where the work is being performed. 9.9.6 Hot work shail not be attempted on a partition, wall, ceiling, or roof that has a combustible covering or insulation, or on walls or parlitions of combustible sandwich type panel construction. 9.9.7 Hot work that is performed on pipes or other metal that is in contact with combustible walls, partitions, ceilings, roofs, or other combustibles shall not be undertaken if the work is close enough to cause ignition by conduction, 9.9.8 Fully charged and operable fire extinguishers that are appropriate for the type of possible fire shall be available immediately at the work area. 9.9.9 If existing hose lines are located within the hot work area defined by the permit, they shall be connected and ready for service but shall not be required to be unrolled or charged. 9.9.10 The following shall apply to hot work done in close proximity to a sprinkler head: (a) A wet rag shall be laid over the sprinkler head and then removed at the conclusion of the welding or cutting operation. (b) During hot work, special precautions shall be taken to avoid accidental operation of automatic fire detection or suppression systems (e.g., special extinguishing systems or sprinklers). UDC 9.9.11 The operator and nearby personnel shall be suitably protected against dangers such as heat, sparks, and slag. 9.9.2 FIRE WATCH 9.9.2.1 A fire watch shall be required when hot work is performed in a location where other than a minor fire might develop or where the following conditions exist: (a) Combustible materials in building construction or contents are closer than 35 ft. (11m) to the point of operation. (b) Combustible materials are more than 35 ft. (11 m) away from the point of operation but are easily ignited by sparks. (c) Wall or floor openings within a 35 ft. (11 m) radius expose combustible materials in adjacent areas, including concealed spaces in walls or floors. (d) Combustible materials are adjacent to the opposite side of partitions, walls, ceilings, or roofs and are likely to be ignited. 9.9.2.2 A fire watch shall be maintained for at least half (‘/2) hour after completion of hot work operations in order to detect and extinguish smoldering fires.
