The Export-Import Bank of India [hereafter Exim Bank, or the Bank], on behalf of the
Government of India (GOI), extends from time-to-time, concessional credit facilities under the
Indian Development and Economic Assistance Scheme (IDEAS) to overseas governments/
their nominated agencies in developing countries for financing projects involving
procurement of goods, civil works, consultancy and non-consultancy services to be contracted
to Indian entities.
These Lines of Credit (LOCs) are governed by the Guidelines issued by the GOI from time-to-
time. As per the extant guidelines issued vide letter No. 21/3/2015-IDEAS dated December 7,
2015, the Bank is required to carry out a prequalification exercise and provide a list of
prequalified bidders to the Borrower for invitation of bids for specific contract packages under
the project(s) financed by the LOCs.
In pursuance to the above, the Bank invites Applications from eligible Indian consultants for
prequalification for preparation of the Detailed Project Report (DPR) for road projects (I)
Kimbe to Hoskins and (II) Madang to Baiyer in Papua New Guinea under a Line of credit
extended to the Government of the Papua New Guinea.
An upfront and non-refundable Processing Fee of INR 25,000 plus applicable GST (presently
18%) is payable through NEFT transfer as per details given below:

This Part includes a summary description and other data on this prequalification
process and of the prospective project to be contracted by the Borrower
Government/ Procuring Entity subsequent to this prequalification.
This Part includes specific provisions that supplement Part II, Instructions to

to determine how Applicants shall be prequalified and later to be invited to bid by

Part I: Scope of Consultancy Services
The Export-Import Bank of India (Exim Bank or the Bank), on behalf of the Government of
India (GOI), has approved financing of road projects out of a Line of Credit (LOC) extended to
the Government of the Papua New Guinea (PNG) for connecting (a) ‘Kimbe’ to ‘Hoskins’ in
the West New Britain province of PNG and (b) ‘Madang’ to ‘Baiyer’, connecting the Western
Highlands province to the Madang Province in PNG. A part of the LOC shall be utilized for the
preparation of Detailed Project Report (DPR) for which Exim Bank now seeks applications for
prequalification of eligible Indian Consultants. Refer ITA-4 of Part-II for eligibility criteria.
The Department of Works (DOW), Government of Papua New Guinea (PNG) (the “Project
Authority”) is implementing a number of highway projects that will help meet the
infrastructure development objectives of the Government of PNG. The major works involves
design, rehabilitation and construction of the highways. The roads from (a) ‘Kimbe’ to
‘Hoskins’ in the West New Britain province of PNG (approximate length 43 kms) and (b) from
‘Baiyer’ to ‘Madang’ connecting the Western Highlands province to the Madang Province in
PNG (approximate length - 240 kms), are critical links in PNG’s road network. The
Government of PNG is desirous of constructing these roads to provide an efficient transport
mode for faster movement of people and goods. The above road projects will provide
immense benefits to the local communities and provide an impetus to the economic
development in the region through significant reduction in travel time leading to faster
movement of goods, commodities etc.; connecting various parts of the country; significant
reduction in vehicle operating cost; improved trade and commerce; greater access to
healthcare and education, etc.
(a) ‘Kimbe’ to ‘Hoskins’ Road Project (approximate length - 43 kms) : This section covers
a total of 42km of road that links the Kimbe Town with the Hoskins Airport. This
section of the road is currently a two lane sealed road. Kimbe is the capital of the
province of West New Britain Province, which is a travel destination in Papua New
Guinea and is well known for its world-class scuba-diving and game fishing. Kimbe is
a port town located on the Kimbe Bay and is the third largest port in Papua New Guinea.
Kimbe is served by Hoskins Airport located about 42km from the Town. This route
services two key intersections viz, Mosa and Mai Junction.
(b) ‘Baiyer’ to ‘Madang’ Road Project (approximate length - 240 km.): The ‘Baiyer’ to
‘Madang’ road is an alternate highway to the existing Highlands Highway, and when
fully developed will be the shortest possible route to reach Madang Province in
comparison to the existing Highlands Highway to Madang. When fully developed, the
road will link the highlands provinces to the coastal township of Madang, via the Ruti
Valley, Simbai Area and the Middle Ramu River Basin.

C. Scope of Work
The tasks to be undertaken by the Consultant are divided into two (2) phases :
Phase-1.
Carry out feasibility study: The Consultant shall carry out the required survey and
investigation, safeguards (environmental and resettlement) assessments, and feasibility
study of various options for the road construction. The feasibility study shall include technical
analysis, scope of the project, concept designs, cost estimates, risk and situation assessment,
environmental and social impact assessments. The main purpose of this exercise is to come
out with various options for construction of roads to provide a link between ‘Kimbe’ to
‘Hoskins’ and ‘Baiyer’ and ‘Madang’, to make the road passable and for movement of traffic.
The various options will take into account : (i) type of road to be constructed i.e., whether
paved or unpaved road (dirt road/track road) ; (ii) types of bridges and culverts to be
constructed; (iii) geometrics/gradient of the road and (iv) specifications/standards for
construction of road within the available funding.
Phase-2.
Preparation and submission of Detailed Project Report: After a particular option has been
selected by the Project Authority as may be suggested by the consultant during Phase-1, the
Consultant shall prepare the following:
(a) Detailed Engineering Designs (DED): Based on its survey and investigation
reports/data, the Consultant shall prepare the DED, complete in all respect including
all drawings, technical specifications, BOQ, and method of measurement, etc. in
accordance with the relevant road design standards of DOW.
(b) Safeguard Documents (Environmental and Land Acquisition and Resettlement): The
Consultant shall prepare the environmental and land acquisition and resettlement
safeguard documents in accordance with applicable laws of PNG;
D. Other Deliverables
As part of the assignment, the Consultant shall assess the following which shall be included in
the final Detailed Project Report (DPR) of the Consultant based on the alternative selected by
the project authority:

(c) Requirement and availability of skilled and unskilled human resources in the region, as
may be required during construction of the roads;
(e) Attainability of the minimum Indian content of 75% value of the contract. If not, how
much relaxation will be required and the cost of the project with minimum Indian
content (75%) and with suggested relaxation.
(f) The DPR consultant, while arriving at cost estimates, should also mention about
feasible transport routes for material from India and associated costs.
(h) Requirements in connection with EIA (Environment Impact Analysis) studies and
applicable regulations.
(a) All available documents, reports, data and all other information related to the proposed
assignment.
(b) Counterpart staff to work with the consultant (this will be identified at the time of
contract negotiations or contract implementation).
(c) Provide any letters or assistance required by the consultant in obtaining all necessary
permits and authorizations for carrying out the services.
(d) Provide assistance for the international personnel in obtaining necessary visa, for their
stay in PNG.

G. GOI Guidelines
As per the GOI guidelines, goods, works and services for minimum 75% value of the contracts
covered under these Lines of Credit, must be sourced from India. Applicants are advised to

Part II. Instructions to Applicants
A. General
1. Background 1.1 The Export-Import Bank of India (hereinafter called “the Bank”), on
behalf of the Government of India (GOI), extends from time-to-time,
concessional credit facilities (hereinafter called “Lines of Credit”)
under the Indian Development and Economic Assistance Scheme
(IDEAS) to overseas governments or their nominated agencies
(hereinafter called “Borrower or Employer”), for financing projects
to be executed by Indian entities. Payment by the Bank to the Indian
exporters will be made only at the request of the Borrower and upon
approval by the Bank, and will be subject, in all respects, to the terms
and conditions of the credit (or financing) agreement.
2. Scope of 2.1 With reference to the Invitation for Prequalification (IFP) indicated
Prequalification in Part III, Data Sheet (DS), this Application Document (“Application
Document”) is being issued by the Bank to prospective applicants
(“Applicants”) interested in submitting applications (“Applications”)
for prequalification as per the scope described in Part I, Scope of
Consultancy Services and subject to the provisions of this
Application Document.
3. Ethics and 3.1 The Bank requires Applicants to participate in this prequalification
Integrity process with the highest standards of ethics and integrity. It is strictly
forbidden to the parties involved in the prequalification process, by
themselves or by a third party, to offer, ask or accept for itself or for
a third party, financial or non-financial advantage or even direct or
indirect promise or any other acts1, as offsets for prequalification or
bidding or contract award and execution as applicable, if susceptible
of being qualified as criminal unlawful acts in accordance with
national laws of any party involved.
3.2 In pursuance of ITA 3.1 above, Applicants shall permit the Bank to
inspect all accounts, records and other documents relating to the
submission of the Application, bid submission (in case prequalified),
and contract performance (in the case of award), and to have them
audited by auditors appointed by the Bank.
3.3 If, in accordance with the administrative procedures of the Bank, it
is demonstrated that an Applicant in this prequalification process,

or during the subsequent bidding for the contract(s) has violated
the provisions stated in ITA 3.1 above, the Bank, inter alia,
a. shall reject any Application for prequalification or proposal
to award a contract in connection with the subsequent
procurement process, as applicable; and/or
b. may declare an Applicant, temporarily or permanently,
ineligible to be awarded future contracts under Bank
funding.
4.2 For the purpose of applying the eligibility criteria listed in this
article 4, “Applicant” would include the single entity or in case of a
joint venture (“JV”), each member of the JV, involved or intended
to be involved with this prequalification process (as mentioned in
Form A.1.2 Applicant’s/ JV Member’s Information Form), for any
part of the prospective contract(s) including related services.

of time as the sanctioning authority shall have determined. In case
the Applicant is blacklisted/ debarred/sanctioned post the
prequalification process (i.e. including during bidding process and
Project implementation phase), the Applicant shall immediately
inform Exim Bank of such blacklisting/ debarment/sanction and
reasons thereof. This may lead to cancellation of prequalification /
contract.
4.6 The list of debarred firms and individuals by certain leading MDAs
is available as specified in the DS. This may not be an exhaustive
list of debarred entities but those which are made available
centrally on the respective MDA’s website. Additionally, there
could be lists of debarred entities issued by various government
departments/ procuring entities/ corporations and maintained
offline.
5. Contents of this 5.1 This Application Document consists of the Parts indicated below, and
Document which should be read in conjunction with any Corrigendum issued in
accordance with ITA 7.

5.2 Unless obtained directly from the Bank, the Bank shall not be
responsible for the completeness of the document, responses to
requests for clarification, or Addenda to the Application Document
in accordance with ITA 7. In case of any discrepancies, documents
issued directly by the Bank shall prevail.
7. Corrigendum of 7.1 At any time prior to the deadline for submission of Applications, the
Application Bank may amend the Application Document by issuing a
Document Corrigendum.
8. Cost towards 8.1 The Applicant shall bear all costs associated with the preparation
Application and submission of its Application. The Bank will in no case be
responsible or liable for those costs, regardless of the conduct or
outcome of the prequalification process.

9. Language 9.1 The Application documentation and printed literature that are part
of the Application, if in another language, shall be accompanied by an
accurate translation of the relevant passages in English language,
which shall be the governing language.
11. Application 11.1 The Applicant shall complete an Application Submission Form as
Submission Form provided in Part V (Forms). This Form must be completed without any
alteration to its format.
12. Documents 12.1 To establish its eligibility in accordance with ITA 4, the Applicant shall

Applicant’s Form and Forms A.1.1 and A.1.2, included in Part V (Forms).
Eligibility
13. Documents 13.1 To establish its qualifications in accordance with Part IV,
Evidencing the Prequalification Criteria and Requirements, the Applicant shall
Applicant’s provide the information requested in the corresponding Forms
Qualifications included in Part V without any alteration to the format. Applicant
shall also complete the Questionnaire included in Part VI without
any alteration to the questions. Each Form included in Part V and the
Questionnaire in Part VI shall be duly signed by the authorized
representative of the Applicant. In case of JV, authorized
representative of the respective member shall sign. Non-compliance
with this clause may result in summary rejection of the Application.
(a) Exchange rates shall be taken from the publicly available source
identified in the DS. Any error in determining the exchange rates
in the Application may be corrected by the Bank during
evaluation;
(b) For data related to financial statements, the amounts shall be
mentioned in Indian Rupees (INR). Equivalent amount in USD
shall be arrived at using the exchange rate as on 31st March of
respective financial year as specified in the DS;
(c) for data related to contracts signed in the current financial year,
unless otherwise specified in the DS, the exchange rate
prevalent as on the working day preceding the date of Invitation

for Prequalification (IFP) shall be used to arrive at the USD
equivalent; and
(d) for contracts signed prior to the current financial year, the
exchange rate as on 31st March of the respective financial year
in which the contract was signed shall be used to arrive at the
USD equivalent as specified in the DS.
14. Authorized 14.1 The Applicant shall prepare one original of the documents
Signatory and comprising the Application as described in ITA 10 and clearly mark it
Number of Copies “ORIGINAL”. The original of the Application shall be typed or written
in indelible ink and shall be signed by a person duly authorized to sign
on behalf of the Applicant. In case the Applicant is a JV, the Application
shall be signed by all members of the JV.
15. Preparing the 15.1 The Applicant shall enclose the original Application in a sealed
Application envelope that shall:
Envelope (a) be addressed to the Bank, as per ITA 16.1;
(b) mention the name and address of the Applicant; and
(c) mention the specific identification of this prequalification
process indicated in the DS ITA 2.1.
15.2 The Bank will accept no responsibility for not processing any
envelope that was not prepared as required in ITA 15.1 above.
16. Application 16.1 Applicants must submit their Applications in dual mode (on-line as
Submission well as off-line). Applications shall be received by the Bank at the
Deadline address and no later than the deadline indicated in the DS.
16.2 The Bank may, at its discretion, extend the deadline for the
submission of Applications by amending the Application Document
in accordance with ITA 7.
17. Late Applications 17.1 Applications received after the deadline for submission of
applications shall not be admissible, and if received, shall be
returned unopened to the Applicant.
18. Opening of 18.1 The Bank shall open all Applications at the date, time and place
Applications specified in the DS. Applicants’ representatives may be present
during opening.
19. Evaluation to be 19.1 Information relating to the Applications, their evaluation and result
Confidential shall be confidential and will not be disclosed to Applicants or any
other person(s) not officially concerned with the prequalification
process until the official notification of prequalification results is
made in accordance with ITA 25.

19.2 From the deadline for submission of Applications to the time of
notification of the results of the prequalification in accordance with
ITA 25, any Applicant who wishes to contact the Bank on any matter
related to the prequalification process (except as specified in ITA
20.1 below), may do so only in writing. Canvassing in any form will
be grounds for disqualification.
20. Clarifications during 20.1 During the evaluation of Applications, in case of ambiguity, the Bank
Evaluation may, at its discretion, ask an Applicant for a clarification of its
Application, to be submitted within a stated reasonable period of
time. Any request for clarification from the Bank and all clarifications
from the Applicant shall be in writing. Any clarification submitted by
an Applicant that is not in response to a request by the Bank may
not be considered.
21. Determination of 21.1 The Bank may reject any Application which is not responsive to the
Responsiveness of requirements of the Application Document and may not
Applications subsequently be made responsive by correction of the causes of
non-responsiveness or by substitution or resubmission of the
Application or part thereof.
22. Evaluation of 22.1 The Bank shall use the criteria and requirements defined in Part IV,
Applications Prequalification Criteria and Requirements, to evaluate the
qualifications of the Applicants, and no other methods, criteria, or
requirements shall be used. The Bank reserves the right to waive
minor deviations from the prequalification criteria if they do not
materially affect the technical capability and financial resources of
an Applicant to perform the contract.

22.4 The qualification and experience of the Applicant for execution of
contracts in-house or for a parent/ promoter/ group concerns or for
Special Purpose Vehicles (SPVs), set up by the Applicant or its group
companies, shall not be considered.
23. Bank’s Right to 23.1 The Bank reserves the right to accept or reject any Application, and
Accept or Reject to annul the prequalification process and reject all Applications at
Applications any time, without thereby incurring any liability to the Applicants.
24. Prequalification of 24.1 All Applicants, whose Applications substantially meet or exceed the
Applicants specified qualification requirements, will be prequalified by the
Bank.
25. Notification of 25.1 The Bank shall notify the result of the prequalification process
Prequalification through a letter to the prequalified Applicants and to the applicants
not meeting the prequalification criteria.
25.2 Applicants that have not been prequalified may write to the Bank no
later than 7 calendar days after the date of intimation by the Bank, of
the result of prequalification, to request clarifications regarding the
grounds on which they were not prequalified.
26. Subsequent 26.1 The Bank shall forward the list of prequalified firms to the Borrower
Invitation for Bids for subsequent invitation of Proposals.
