I. Rationale:
Section 13, Article II of the constitution, declares that, “The state recognizes the vital role of the
youth in nation building and shall promote their physical, mental, moral, spiritual, and social
well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their
involvement in public and civic affairs.”

Section 30 of RA 10742 also known as the Sanguniang Kabataan Reform Act of 2015, mandates
the Annual Conduct of Linggo ng Kabataan in every barangay, municipality, and province with
this year’s theme: “Transforming Food Systems: Youth Innovation for Human and
Planetary Health”.

Amidst the COVID-19 pandemic, the Sangguniang Kabataan of España continues its mandate to
actively engage the youth in nation building by working closely with the Sangguniang Kabataan.

The Linggo ng Kabataan aims to celebrate the youth in the Barangay of España and to provide
an avenue for them to raise awareness, develop skills and talents, promote environmental
protection and be better capacitated youth.

For this year’s observance of the Linggo ng Kabataan, adheres to the Minimum Public Health
Standards set by the Department of Health (DOH) as a peremptory health requirement for the
community’s safety.

II. Objectives:
 To provide an avenue where the youth can develop their talents in culture and
arts.
 To develop an awareness on the advocacy campaign against Anti-Drug Abuse and
Terrorism (KKDAT) and to bring awareness regarding on health related issues
among the youth.
 To promote environmental protection
 To promote camaraderie among SANGGUNIANG KABATAAN in the barangay
and other youth organizations.
