4. REFERENCES:
a, Republic Act No. 6975, known as “An Act Establishing the Philippine
National Police under a Reorganized Department of Interior and Local
Government, and for Other Purposes”, as amended by RA 8551,
known as “The PNP Reform and Reorganization Act of 1998 and
further amended by RA 9708, known as an “Act Extending for Five (5)
Years the Reglementary Period for Complying the Minimum
Educational Qualification for Appointment to the PNP and Adjusting the
Promotion System Thereof’;
b. Republic Act No. 6713, known as the “Code of Conduct and Ethical
Standards for All Public Officials and Employees”; and
c. PNP Peace and Order Agenda for Transformation and Upholding the
Rule of Law (P.A.T.R.O.L) Plan 2030,
2. PURPOSE:
This Command Memorandum Circular (CMC) shall provide guidelines for the
institutionalization of the “PNP Integrity Initiative” which include the “Integrity
Enhancement Program” and the “Integrity Pledge” to ensure total commitment of
every PNP personnel to live according to the highest standards for public officials and
employees set forth in Republic Act No. 6713, known as the “Code of Conduct and
Ethical Standards for All Public Officials and Employees.” This ensures effective and
efficient performance of their respective duties and responsibilities in pursuit of the
mission and functions of their respective units as welll as the whole PNP organization
The CMC also aims to underscore top and unit leadership's vital role in
‘Teading by example’ and in accordance with the principle of command ‘responsibility’ by
ensuring that their respective personnel strictly abide with the provisions of RA 6713
This promotes strict observation of ethical practices and good governance on the
established PNP Ethical Doctrine at all times in dispensation of their respective duties
and responsibilities. These guidelines also aim to promote professionalism and ‘Culture
of Integrity’ and prevent misconduct of personnel to restore or enhance public
confidence in the PNP.
3. SITUATION:
The PNP is endowed with the mission to enforce the law, prevent and control
crimes, maintain peace and order, and ensure public safety and internal security with
the active support of the community. In order to carry out these missions, the police
have certain powers, namely the power to arrest and detain, the power to use force,Power to investigate, and the power to regulate use of firearms and explosives, among
the few, these powers require adequate control mechanisms to ensure that these are
consistently used in the interest of the public. These in tum entail a high degree of
professionalism, observance of ethical practices, and good govemance to prevent the
abuse of such powers.
‘The PNP recognizes the hard work and sacrifices of its predecessors in
building a professional police organization which is being challenged In this era of
perceived lack of integrity tamishing the good image of the institution, slowly eroding the
‘rust and confidence of the people and communities we have swom to serve and
protect, and interfere with our continuing effort to attain reall and lasting transformation.
4, MISSION:
The PNP shall launch the “Integrity Pledge" for all PNP leaders and
individual personnel as part of the PNP Integrity Enhancement Program to ensure strict
‘adherence to the established PNP Ethical Doctrine and Code of Professional Conduct
‘and Ethical Standards and to conscientiously practice the concepts of honesty, integrity
and professionalism in the delivery of police services.
&. EXECUTION:
‘a. Concept of Operations
This CMC shall apply to all PNP personnel (Uniformed and Non-
Uniformed), from the top management level down to the individual personnel of every
PNP officefunit nationwide. All PNP personnel shall sign their individual and leaders’
“Integrity Pledge” which shall symbolize their utmost commitment to ethical practices
‘and good govemance in the performance of thelr specific duties and responsibilities
towards the attainment of the PNP’ vision of becoming highly capable, effective, and
credible police service.
In the attainment of the above-stated purposes, the following guidelines
shall be implemented:
4) All PNP personnel at the National Headquarters, National Support
Units, and all Police Regional Offices down to the Police Stations shall
sign the “Integrity Pledge";
2) For uniformity, “Integrity Pledge” formats for Leaders and Individuals
are described in Annexes “A” and “B” respectively; and
3) The “Integrity Pledge” must be accomplished in triplicate copies for the
parsonnel, his/her present office and IAS as the repository of all “Integrity
Pledges."
b. Tasks:
1) 1G,1AS
a) Overall OPR in the implementation of this CMC;
b) Monitor the proper implementation and compliance of this CMC;
©) Perform other tasks as directed.
2) DCPSM ;
a) Assist IAS in monitoring the effective implementation of this CMC;
and
b) Perform other tasks as directed.3) TOPCR
a) Promote awareness of the PNP’s Integrity Enhancement Program
to internal and external stakeholders; and
b) Perform other tasks as directed.
4) TOC
a) Provide necessary fund support for the implementation of this
CMC; and
b) Perform other tasks as directed.
5) TOHROD
a) Shall Monitor the conduct of training and Police Information
Continuing Education (PICE) in accordance with the PNP's
Integrity Enhancement Program; and
b) Perform other tasks as directed.
6) Directors, D-Staff and P-Staff
a) Ensure compliance to this CMC in their respective
Directorates/offices;
b) Conduct PICE on RA 6713, known as the “Code of Conduct and
Ethical Standards of All Public Officials and Employees” in relation
to this CMC and the “Integrity Pledge”; and
c) Perform other tasks as directed.
7) Directors, NSUs, RDs, PROs, and other Heads of Offices/Supervisors
a) Supervise and monitor the proper implementation of this CMC in
their respective AORs;
b) Conduct PICE on RA 6713, known as the “Code of Conduct and
Ethical Standards of All Public Officials and Employees’ in relation
to this CMC and the “Integrity Pledge";
¢) Prepare and submit compliance report, through channels, to TCDS
through IG, IAS two weeks after implementation of this CMC; and
4) Perform other tasks as directed.
. Coordinating Instructions:
1) Heads of Offices/Units and Supervisors shall make sure that the
“Integrity Pledge” shall be signed by all personnel,
2) The “integrity Pledge," shall form part of the PNP 201 File. A copy shall
be maintained by the Chief, ARMD of the office/unit and another copy
is submitted to IG, IAS;
3) Ensure strict compliance of the “Integrity Pledge" format provided to
ensure standard;
4) Cascading of “Integrity Pledge" policy guidelines is enjoined; and
5) Lateral coordination is authorized.
6. EFFECTIVITY:
This CMC shall take effect immediately.

than ever ~ to the Almighty; to Me; to my Family; to our organization - the Philippine National Police;
beloved country — the Philippines; and to the well-being of our fellowmen.

1, To ensure that all personnel under my supervision will strictly adhere to the established PNP Ethical Doctrine
and Code of Professional Conduct and Ethical Standards and conscientiously practice the concepts of honesty,
integrity, and professionalism in the delivery of police services;
. To encourage personnel to act or behave with integrity and professionalism in all their dealings whether ‘on or
off- duty’ as Police Officers living the PNP Core Values: Maka-Diyos, Maka-Bayan, Maka-Tao and Maka-
Kalikasan and to always act for the good of everybody and put the interest of the organization above personal
interest;
|. To prohibit and never engage nor tolerate corrupt practices committed by co-workers, subordinates,
supervisors, managers, suppliers, or anyone dealing with the PNP in any form in all activities and ensure to
report without delay such practices to appropriate authorities, within and outside my Office/U
|. Tom accurate and transparent financial reporting and establish appropriate internal systems and
controls to prevent unethical conduct;
‘To conduct training programs and lead in the creation of key measures, control mechanisms and activities to
promote transparency, honesty, integrity, accountability and ethical practice in the exercise of our duties and
responsibilities and as part and parcel of my and my unit’s personnel balanced scorecard;
To establish and maintain channels by which personnel and stakeholders can raise ethical concerns and report
suspicious circumstances in full confidentiality and without risk of reprisal; designate an officer to conduct
investigation; and, strictly implement disciplinary sanctions as warranted;
To strictly abide by the provisions of Republic Act 9184 when dealing with procedures relating to the bidding
and procurement of supplies, materials, equipment, construction and services, and will refrain from engaging
with parties that are ‘blacklisted’ or those who have demonstrated unethical business practices; and,
}. To support the PNP Integrity Enhancement Program and help promote the good image of the PNP at all times
and in all places.
