I. In the reference 1st cited, an application was submitted to the Board seeking Consent for
Establishment (CFE) to produce the following products with installed capacities as mentioned
below, with a project cost of Rs.293.34 Crores.

II. As per the application, the above activity is to be located at Plot No. 5 & 6, Sy.Nos. 56P, 60P,
61P, 62P, 64P & 67P of MPSEZ, Menakur, Dwarakapuram (V), Naidupet (M), SPSR Nellore
District in an area of 14 acres.
III. The above site was inspected by the Assistant Environmental Engineer, A.P.Pollution Control
Board, Regional Office, Nellore on 04.08.2018 and observed that the site is surrounded by
North : Internal road
South : APIIC plot
East : APIIC plot
West : APIIC internal road
IV. The Board, after careful scrutiny of the application, verification report of Regional Officer and
recommendations of the CFE Committee, hereby issues CONSENT FOR ESTABLISHMENT to
your activity Under Section 25 of Water (Prevention & Control of Pollution) Act 1974 and
Section 21 of Air (Prevention & Control of Pollution) Act, 1981 and the rules made there under.
This order is issued to manufacture the products as mentioned at para (1) only.
V. This Consent order issued is subject to the conditions mentioned in the Annexure.

VI. This order is issued from pollution control point of view only. Zoning and other regulations are
not considered.
VII. This order is valid for period of 7 years from the date of issue.

SCHEDULE–A
1) Progress on implementation of the project shall be reported to the concerned Regional
Office, A.P. Pollution Control Board once in six months.
2) Separate energy meters shall be provided for ETP, STP, RO, MEE & ATFD and Air
Pollution Control equipments to record energy consumed.
3) The industry shall obtain Consents for Operation from APPCB, as required under sec.
25/26 of the Water (Prevention & Control of Pollution) Act, 1974 and under Section 21/22
of the Air (Prevention & Control of Pollution) Act, 1981 and Authorization under Hazardous
and Other Wastes (Management, Handling & Transboundary Movement) Rules, 2016
before commencement of the activity, including trial production.
4) Notwithstanding anything contained in this conditional letter or consent, the Board hereby
reserves its right and power under Section 27 (2) of Water (Prevention & Control of
Pollution) Act, 1974 and under Section 21 (4) of Air (Prevention & Control of Pollution) Act,
1981 to review any or all the conditions imposed herein and to make such alternation as
deemed fit and stipulate any additional conditions by the Board.
5) The Consent of the Board shall be exhibited in the factory premises at a conspicuous place
for the information of the inspection officers of different departments.
6) Compensation is to be paid for any environmental damage caused by it, as fixed by the
Collector and District Magistrate as civil liability.
7) The Rules and Regulations notified by Ministry of Law and Justice, Government of India,
regarding the Public Liability Insurance At, 1991 shall be followed.
8) If the industry is aggrieved by this order made by A.P. Pollution Control Board under
Section 25 of Water (Prevention & Control of Pollution) Act’ 1974 and Section 21 of Air
(Prevention & Control of Pollution) Act’ 1981 he may within 30 days from the date on
receipt of the order prefer an appeal to Appellate Authority, Hyderabad - 500 004.
SCHEDULE - B
Committee recommendations:
The Consent for Establishment Committee in its meeting held on 14.08.2018 examined the CFE
application and the verification report submitted by Regional Office, Nellore. The representative
of the industry attended the meeting and explained the manufacturing process and the pollution
control measures proposed. The Committee observed that i) the industry proposed to produce
Freeze Dried Coffee – 13,200 kgs / day by using Green coffee beans as raw material, with a
project cost of Rs.293.34 crores and comes under Red Hazardous category, ii) the
manufacturing process involves procurement of green coffee seeds processed by expelled /
screening method to remove dust and twigs etc.; a cyclone dust collector is proposed to collect
the expelled dust; the processed green seeds are roasted in a roaster furnace of about 250 kgs
/ hr capacity; LPG is proposed to used to generated hot air in the furnace; chimney is proposed
to install to collect the process dust; roasted seeds are grained by rollers into pieces; hot water
extraction is done to extract the concentrate liquid coffee; aroma recovery is done at this stage;
again re-concentration of liquid coffee is done as per market requirement; the liquid coffee is
cooled and freeze dried under vaccume with vaccume freeze drier of 515 kgs / hr aroma is
added back; sublimation is carried out where vapour is collected and freeze dried coffee is
collected, packed and marketed, iii) the industry proposed to utilize 350 KLD of water for
process & washings, 140 KLD of water for boiler makeup, 360 KLD of water for cooling tower
makeup and 42 KLD of water for domestic, totaling 892 KLD, iv) the industry proposed to
generate 360 KLD of process & washings, cooling tower blow down waste water and 33 KLD of
domestic waste water, v) the industry proposed to construct ETP with a capacity of 500 KLD
which consists of collection tank, equalization cum settling tank, primary settler, UASB feed
tank, aeration tank, secondary settler, sludge beds, ultra filtration, RO (20 m³/ hr.), MEE (10 m³/
hr.) followed by ATFD (1 KL /hr) and proposed for ZLD system, vi) the industry also proposed to
construct STP with a capacity of 50 KLD which consists of bar screen, oil & grease trap, settling
chamber, equalization tank, aeration tank, tube settler, sludge drying beds, chlorine dosage,
disinfection tank, filter feed tank, dual media filter, activated carbon filter, treated water tank for
treating the domestic waste water, vii) the industry proposed to install Boiler – 25 TPH with
Electro Static Precipitator (ESP) as air pollution control equipment (APCE) and also proposed to
install Roaster furnace – 250 kgs / hr. with Cyclone Dust collector as air pollution control
equipment (APCE), however, viii) the industry has to pay balance CFE fee of Rs.1,76,000/- if
considered under Red category. The representative of the industry informed that i) they are

proposed to generate washings – 20 KLD, evaporator condensate – 100 KLD, extraction blow
down – 80 KLD, ice condensate – 70 KLD, centrifuge cleaning – 20 KLD, boiler blow down – 15
KLD, caustic washings – 20 KLD, process cooling tower blow down – 20 KLD, evaporator
cooling tower blow down – 10 KLD and seal cooling water – 5 KLD, totaling 360 KLD and also
generates 33 KLD of domestic waste water, ii) they are proposed to construct ETP with a
capacity of 500 KLD to treat the process & washings, cooling tower blow down waste water and
proposed for ZLD system consisting of ETP, RO, MEE followed by ATFD, iii) the ATFD salts
generated will be utilized as fuel for the boiler along with spent coffee and husk, iv) they are
proposed to construct STP with a capacity of 50 KLD to treat the domestic waste water, v) they
agreed to provide Multi cyclone dust collectors followed by bag filters as APCE to the 25 TPH
boiler, vi) the industry requested to consider their activity under orange category for which they
have submitted a copy of the letter from the Board Office dt.06.02.2018. After discussion, the
Committee recommended to issue CFE Order to the industry under Orange category with a
condition that the industry shall maintain Zero Liquid Discharge (ZLD) system.
Water :
1) The source of water is ground water and the maximum permitted water consumption is as
follows:

2) The Effluent Treatment Plant (ETP), Sewage Treatment Plant (STP), RO, MEE and ATFD
shall be constructed and commissioned along with the commissioning of the activity. All
the units of the ETP, STP, RO, MEE and ATFD shall be made impervious to prevent
ground water pollution.
3) The domestic effluent shall be treated to on land for irrigation standards, stipulated under
Environment (Protection) Rules, 1986, notified and published by Ministry of Environment
and Forests, Government of India as specified in schedule VI vide G.S.R.422 (E),
dt.19.05.1993 and its amendments thereof, and additional standards / conditions stipulated
by APPCB.
4) The maximum Waste Water Generation (KLD) shall not exceed the following:

Air :
5) The industry shall comply with the following for controlling air pollution.

d) DG Sets – 2 Nos 2 x 1250 KVA Acoustic enclosures.
The proponent shall provide a minimum stack
height (H) to the DG sets as per the following
formula
H = h + 0.2 KVA
KVA = Total generation capacity,
h = Height of building where D.G.Set is installed in
meters.
6) The generator shall be installed in a closed area with a silencer and suitable noise
absorption systems. The ambient noise level shall not exceed 75 dB(A) during day time
and 70 dB(A) during night time.
7) The industry shall not exceed the following Ambient Air Quality standards measured
outside the factory premises at periphery of industry
SO2 – 80 µg/m3, NOx – 80 µg/m3, PM2.5 – 60 µg/m3, PM10 – 100 µg/m3
Noise levels : Day time (6 AM to 10 PM) - 75 dB
Night time (10 PM to 6 AM) - 70 dB(A).
8) The Air Pollution control equipment shall be installed along with the commissioning of the
activity.

Solid Waste :
9) The industry shall comply with the following :

10) The following rules and regulations notified by the MOE&F, GOI shall be implemented.
a) Hazardous and Other Wastes (Management and Transboundary Movement) Rules,
2016.
b) Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989.
Special Conditions :
11) The industry shall properly collect 360 KLD of process & washings, boiler blow down,
cooling tower bleed off waste water and treat the waste water in the biological ETP
followed by RO, RO permeate and MEE condensate shall be recycled for cooling tower
makeup, RO rejects shall be sent to MEE and MEE concentrate shall be routed through
ATFD. The ATFD salts shall be utilized as a fuel for the 25 TPH boiler along with spent
coffee and husk and shall maintain ZLD system.
12) The industry shall properly collect 33 KLD of domestic waste water and treat the waste
water in the STP. After treatment, the treated wastewater shall be utilized for on land for
irrigation within the premises duly meeting the Board’s standards.
13) The industry shall not discharge treated / untreated waste water outside the factory
premises under any circumstances. In case, the industry discharges either treated /
untreated waste water outside the premises, the industry will be issued closure orders,
without any further notice, in view of the pollution potential of the industry.
14) The industry shall provide digital flow meter with totaliser facility at inlet and out of ETP,
STP, RO, MEE & ATFD, so as to measure the quantity of wastewater routed through the
ETP, STP, RO, MEE & ATFD and maintain log registers.
15) The industry shall provide separate energy meters to ETP, STP, RO, MEE & ATFD and
maintain log registers.
16) The industry shall provide digital flow meter with totaliser facility for measuring the water
consumption and maintain log registers.
17) The industry shall provide air pollution control equipment (APCE) i.e. Multi cyclone dust
collectors followed by bag filters attached to the Boiler - 25 TPH, so as to meet the Board’s
emission standard of SPM-115mg/Nm³. The industry shall not use wood as fuel under any
circumstances.
18) The industry shall provide air pollution control equipment (APCE) i.e. Cyclone dust
collector attached to the Roaster furnace – 250 kgs / hr., so as to meet the Board’s
emission standard of SPM-115mg/Nm³. The industry shall not use wood as fuel under any
circumstances.

19) The industry shall provide air pollution control equipment (APCE) i.e. Cyclone dust
collector attached to the process section, so as to meet the Board’s emission standard of
SPM-115mg/Nm³.
20) The industry shall provide dedicated energy meters to the Multi cyclone dust collectors
followed by bag filters attached to the boiler - 25 TPH, cyclone dust collector attached to
the roaster furnace – 250 kgs / hr., dust collector attached to the process section and
maintain log registers.
21) The industry shall properly collect ATFD salts and shall be utilized as a fuel for the 25 TPH
boiler along with spent coffee and husk.
22) The industry shall not dispose any solid waste outside the factory premises under any
circumstances.
23) The industry shall not cause any water pollution / air pollution / noise pollution / odour
nuisance to the surrounding environment under any circumstances.
24) The industry shall develop green belt in all the vacant places. In future, excess green belt
over and above 33 % of total area can be utilized for industrial activity as per requirement
of industry. In any case, the minimum greenbelt shall be 33% of the total area.
25) The industry shall not operate the industry without obtaining CFO of the Board.
26) The industry shall comply with all the directions issued by the Board from time to time.
27) Concealing the factual data or submission of false information / fabricated data and failure
to comply with any of the conditions mentioned in this order may result in withdrawal of this
order and attract action under the provisions of relevant pollution control Acts.
28) The Board reserves its right to modify above conditions or stipulate any additional
conditions including revocation of this order in the interest of environment protection.
29) This Order is issued without prejudice to the rights and contentions of this Board in any
court of law.
