However, inthe ease of IS 10673, the issue quoted above shall apply unless otherwise sated, 3% DEFINITIONS - The following definitions shall apply. 3.1 APPROVALAUTHORITY- Reference to the Approval Authority for Electronic Components shall_ mean the Blevionic Components Standardisation Organisation (LCSO) on behalf of Electronics Standardisation Sub - committee (LSSC). 32 BATCHACCEPTANCETESTS- Tests tobe applied to approved standard ‘components before they ean be accepted against a contactor one. 33. CAPACITY ASSESSMENT - Examination of the diclarations of the ‘manufacturers and their production set ~ up facilities, 1o assess thit they have the ‘manufacturing fectites and Quality Assurance Organisation essential to produce components in bulk with the quality requized by the relevant Joint Services Specifications 34 MANUFACTURER - An organisation situated at a given location, which carries out such stages in the manufactue of electonic components enabling it to accept responsibilty for the quality of components, produced 35 QUALIFICATION APPROVAL (QA) - The slats given to a manufacturer recognizing their capability to produce the component (s) covered by the Qualification Approval Certificate conforming to the requirements of the appropriat> style (8) of the relevant Joint Services Specification. The format for Qualification Approval Cerificate is tiven at Appendix “A” 36 IMITED APPROVAL- Format forthe Limited Approval Certfiate is given al Appendix "B'. This eovers either or bth of the following two cases (@) Limited Performance Approval - The status given @ manufacturer recognizing eapabilty to produce the component (3), which meets the services’ ‘needs, although it doesnot satisfy all the requirements (8) ofthe appropriate style (6) of the relevant Joint Servies Specitiction, (©) Limited Test Approval - The status given toa manufscturer recognizing capability to produce the components), which meet the services” needs, although certain tests could not be conducted due to lack of est feiiis 3.7 TESTLABORATORY- The test laboratory that conducts Qualification ‘Approval tess initiated by LCSO. 38 __LISTOF APPROVED ELECTRONIC COMPONENTS - A ist of components approved to the requirements specified in the zelevant Joint Services Specifications for ‘components. This lst is published in JSG 50102. oO” JSS 5999 -10 2015, ‘Revision No.2) SECTION-2 PROCEDURE FOR QUALIFICATION APPROVAL OF ELECTRONIC ‘COMPONENTS 4 INTRODUCTION 41 This section includes the conditions and procedures for Qualification Approval of| Components, 42 Qualification Approval activites may sometime result in the grant of Limited ‘Approval Hence the Procedure for Qualification Approval given in this document applies to Limited Approval also, 5 QUALIFICATION APPROVAL OF COMPONENTS. 5. Qualification Approval of component is accorded on flfilment ofthe following conditions (2) Successful Capacity Assesment (Gee clause 3.3) of the manufacturer's production facility, in accordance with JSG O15 - 03 (Assessment and Registration of Suppliers for Defence’), conducted by a team from LCSO. A "Capacity Assessment Centficat’ (format given at Appendix’), shall be issued to the manufacturer, on successful capacity assessment. Validity of the Capacity ‘Assessment Cerificate shall be three years. (&) Successful evaluation of the performance of the components as per the relevant Joint Services Specification in a test laboratory (ee claute 52.1), 52 CONDITIONS FOR ACCORDING QUALIFICATION AEPROVAL 52.1 The tests for Qualification Approval (QA) and Maintenance of Qualification ‘Approval (MQA) shall be conducted at (@)___A government owned test laboratory (such as CQAL, Bargalore ; ETDC’s OFERTL's ete), of (©) A test Laboratory forming pat ofa PSU (such as QA Div. of BEL), or (©) A ‘test Laboratory (public sector or private sector) acredited by the National Accreditation Board for Laboratories (NABL) (Govt. of India, Dept of Science & Technology). Testing charges shall be bore by the manufacturer. The samples required forthe tests shall be supplied fee of cost by the manufacturer. A copy of cureatly valid NABL ‘Accreditation Certificate granted othe test laboratory at which the QA / MQA tests intended — 4135990102018 6 (Revision No. 2), & tobe conducted, shall be submitted bythe electronic component manufacturer while applying 10 LCSO for QA / MQA ofthe components. 522 Only such components which apparently correspond to styles covered in the relevant JSS will be taken up for Qualification Approval testing. Results of the tes ‘conducted in test labortory, on testing initiated by LCSO, on samples randomly picked by [LCSO or their authorized Representative only, shall be considered for grant of Qualification ‘Approval 523 Validity of Approval - ‘The approval accorded is valid for a period of three ‘years. For Maintenance of Qualification on Approval (MQA), the procedure for Qualification ‘Approval has to be repeated. Such approval shall be ffom the date of expiry of previous approval, provided samples are submited well in advance before expiry of QA. The validity ‘of MQA will also be three years 524 Qualification Approval (QA) is accorded in respect of componests manufactured at the same premises, by the same process, using the same raw material as the sample submitted fr tests. The manufacture is required to obtain written consent from LCSO before ‘making any changes ot modification in design material, processes of finish of any approved ‘component. The manufacturer shall also supply adequate evidence to confirm that the modifications do not reduce the quality of the component below the specification requirements. The drawings forthe modified item or the changes necessry inthe earlier ‘drawing shall be provided. CSO TECHNICAL PANELS FOR STANDARDISATION AND QA / MOA ‘ACTIVITIES (2) LCSO Active Components Panel (Semiconductor Devices, Microcircits, (Crystal Components, Inductive Components, Servocomponents) (©) LCSO Passive Components Panel (Resistors, Capacitors Electroacoustic Devices, Panel Indicating Instruments) (©) LCSO Interconnection Components Panel (Connecors, Electro - ‘mechanical Components, Printed Circuit Boards, Cables & Wire, Fibre ‘optie Components) (@)_LCSO Microwave Components Panel (Microwave Tubes, Waveguide ‘Components, Attenuators, Dummy Loads, Terminations) 532. The Chairman ofthe shove Panels shall be nominated by the Offize -in Charge, Leso, ISS 5999 10: 2015, (Revision No. 2) 34 CEDURE FOR THE GRANT OF QUALIFICATION APPROVAL (QA) 54.1 Manufacturer desirous of Qualification Approval of electronic components ‘manufactured by them, shall approach LCSO in writing, enclosing, copy of detailed catalogue / data sheets covering the components manufactured by them, 542 LCSO shall scrutinize the eletrical / dimensional / mechanical specifications in the catalogue / datasheets, fr conformance withthe specifications detailed in the data sheots ‘of corresponding JSS and to confirm the equivalent JSS style Refererces from above documents forwarded by the manufacturer, for compliance of clause 5.22. After ensuring such compliance, the manufacturer shall submit to LCSO Application Form as given at ‘Appendix °C’, together with detailed drawings of the components() ; in case the test laboratory at which the tests are to be conducted fils under clause 5.2.1), a copy of the curently valid NABL Accreditation Certificate shall also be submited. 543 Component Testing Tests are to be conducted on samples randomly Selected by a representative nominated by LCSO, from the manuftettrer's production facility. The manufacturer shall keep atleast wie the quantity required for testing, ready for random selection. The selected samples shal be sealed by the rep, and LCSO shall request the test laboratory to ensure that the seal is in order, before opening the packages (5) for ating the tests. Tests shall be conducted in the test laboratory specified in clause 5.2.1 ‘The test laboratory shall be requested by the manufacturer to conduct the tests as per the relevant JSS. LCSO shall be kept informed ofthe commencement and progress of the tests being conducted 543.1 jsstion and Sequence of Qualification Approval Tests (QA)- The _rouping of fests and the coresponding samples, wil be as specified in the applicable JSS. 5432 Failuwe(@)duringQA/MOA Testing If samples fail to meet the ‘requirements in more than one group, or in case the samples fll in a Growp “0” test in the applicable JSS, then the firm shall eppy afesh for QA approval. However, i the samples fail in one group (other than Group ‘0’, then tht group of tests will be repeated on improved samples. In all these cases, details of improvements carried ou, corrective ection, preventive ‘action taken, and in house tet results to confirm the efectiveness of improvements, shall be submited to LCSO by the manufacturer. S44 TestReport- On successful completion of tests, test report shall be forwarded by the test laboratory to LCSO, in the format given at Appendis ‘D’. In ease the test results have been found satisfactory, LCSO shall inform the manufacturer thatthe approval certificate willbe issued after the test results are considered by the relevant LCSO Panel 54S _LCSO shall intimate successful test results to the Technical Panel for consideration either by circulation or during the ensuing Panel meeting. In case of circulation, 8 period of tree weeks from the date of issue of the circulation letter shall be allowed for receipt of comments from members. The cieulation letter shall mention the last date for oo asso (Revision No.2) receipt of comments, and also that, if no comments are received by tht date, coneurence for rant of Approval shall be presumed, shall proceed with actions specified in clauses 5.4.6 and clause $4.7. The Panel shall consider the test report to decide whether the component (@) Has met the complete requirements of JSS and Qualieation Approval could be granted, or (©) Has not met the complete requirements of JSS and ! or certain tests ‘could not be conducted due to the lack of est Facilities and Limised Approval (See ‘lause 3.6) could be granted NOTE: No Limited Approval shall be granted ifthe limitation ison a primary characteristic of the Component. For example, leakage in a hermetically sled connector, 546 CSO shall inmate to the manufacturer, regarding grant of Qualification [Approval or Limited Approval based on the decision of the Technical Panel 547 LCSO shall prepare the required certificate as in Appendix ‘A’ or Appendix “B 28 applicable. After obtaining the necessary signatures, LCSO shall dispatch the certificate to ‘he manufacturer. ‘NOTES: While preparing the certificate of Qualification Approval or Limited Performance and Test Approval, the following points shall be addressed 1. ‘The address ofthe manufacturer given in the certificate shall be that of the place of manuficture. 2._At Serial No, 7 in the certificate, “special features” shall mean the Gistnguishing features of the Component, as reference to them will be ‘made during subsequent acceptance tests. These features are colour, finish, ‘material or any other special physical characteristics not indicated in the JSS or in the manufacturer drawing. ssw WAL OF QUA\ ION APPROVAL, 55.1 Withdrawal of Qualification Approval will be based on the decision of the Components Technical Panel, and shall be published in ISG 50102 with separate intimation to the manufacturer, The details to be considered by the Panel for withdrawal of approval shall be the following (®) The components supplied under @ contract do not past the batch acceptance tests (©) The manufacturer requests that approval be withdrawn, (©) The manufacturer has discontinued the manufacture ofthe components =19;:201 (Revision No.2 (@) The manufacturer does not respond toa tender enquiry / sappy onder. (©) Failure of the manufacturer to notify LCSO of any changes inthe design, processes and place of manuftcture (see clause 5.25). 6 POST QUALIFICATION API 6.1 A pproduet for which Qualification Approval has been accorded stould have a high demand so as to increase its quantity requirement for economic production and maximum user confidence for reliability in its application. The post approval activites are aimed to meet the above objectives during the eureney of the approval certificate. Though these are intertelate, forthe sake of convenience, they are beings listed under separate headings. 62 ACTION BY LCso 62.1 Publish he List of Approved Companents- JSG 50102, every five yeas, and issue amendments periodically. 622 Give wide publicity for approved component. 623 Discuss in the LCSO Technical Panel, the failures reported on approved ‘components and resuls on thet investigation in respect of the factors mentioned at a para 54 tw consider (2) Withdrawal of the approvals accorded (&) Necessity of amending the specification 624 Provisional Extension - In cases where the validity period of Qualification ‘Approval has expired, but the tests for maintenance of Qualiestion Approval are not ‘completed, then the validity period shall be provisionally extended by the secretary of the LLCSO panel. In such eases, care shall be exercised to ascertain thatthe samples under test have reasonable chances of satisfactory performance. However, the extension accorded shall rot exceed six months under any circumstances. Information regarding such provisional ‘extension, shall be disseminated by LCSO to the Chairman and members of the LCSO ‘Technical Panel. Furher, provisional extension shall hve no effect on the date of issue of MQA when granted after successfil test results and approval by the pant, en it will still be effective from the date of expiry of previous approval 63 ACTION BY MANUFACTURER 63.1 Inform LCSO, the following details in respect of each order they received for spproved components (@) Address of indenter, (©) Details of Indent number, date, nomenclature, quantity ete 9 ssgm-yosas ‘ me Oven — (©) Actual date(s) if supply / acceptance by indenter NOTE information wil enable LCSO to assess the user requirements of| ‘an approve component, obtain the user opinion on the maintenance of quality and ‘co ordinate the effects for failure analysis. It may be appreciated that non - submission of the required information by component manufecturer would lead TLCSO to presume thatthe ite for which Qualification Approval was acorded, is not requited by any consumer and, therefore there is no need to conser further approval 632 Take prompt action o investigate and intimate the LCSO the ressons for any rejection of his components, reported either bythe indentor or by LCSO. Such investigation should identify the defess in one or more ofthe following (The quality ofraw materials (©) Thevarables in the production process (©) Calibration of test instruments used (The wrong implementation ofthe laid down inspection procedure 633 In component specifications, if certain special parameters and thir tests have not been adequately covered, bring such cates tothe natice of LCSO with relevant deals. This will enable LCSO to examine the feasibility of incorporating in the specification such parameter and the required methods of testing. 634 Inform LCSO, whenever any changes are effected in the plae of production or
