Duties of Electrical Inspector:

The Electrical Inspector is the administrative head of the division. He looks after the
administration and general technical control of the in-charge officers of the department
within his division.

1. Inspection of various categories of electrical installations and grant the permission and
no objection certificate as per the provisions of Central Electricity Authority (Measures
relating to safety & electric supply) Regulations 2010.

i) Periodical inspection of electrical installations above 11 KV to 33 KV including


33 KV.
ii) Inspection, approval and grant no objection certificate for temporary electrical
installations at public places.
iii) Inspection and permission for charging of electrical installation of consumers and
licensee under regulation 43 of Central Electricity Authority (Measures relating
to safety & electric supply) Regulations 2010.
a) Approval to the plan submitted by owner/consumer/supplier is to be
accorded by electrical inspector on receipt of online application and the
payment of prescribed fees on Mahaonline portal. Inform the
shortcomings if any.
b) On resubmission of plan after compliance the same is to be approved.
c) On completion of installation work and submission of necessary
documents along with test reports from licensed electrical contractor,
inspection at the site is carried out after receipt of online application and
the payment of prescribed fees on Mahaonline portal.
d) If on inspection, the said installation is found satisfactory according to
Central Electricity Authority (Measures relating to safety & electric
supply) Regulations 2010, permission is granted.
2. Inspection and grant of permission for energizing generating units :

Conventional Energy Units (Capacity above 200 Kilowatt to 2 Megawatt) under regulation
32 of Central Electricity Authority (Measures relating to safety and electric supply)
Regulation 2010.

i) Approval to the plan for energizing generating units submitted by


owner/occupier/supplier is to be accorded by electrical inspector on receipt of online
application and the payment of prescribed fees on Mahaonline portal. Inform the
shortcomings if any.
ii) On resubmission on plan after compliance the same is to be approved.
iii) On completion of installation work and submission of necessary documents along with
test report from license electrical contractor, inspection will be carried out after
receipt of online application and the payment of prescribed fees on Mahaonline
portal.
iv) If on inspection, the said installation is found satisfactory according to Central
Electricity Authority (Measures relating to safety & electric supply) Regulations 2010,
permission is granted.
3. Inspection and grant of permission for energizing electrical installation of multi-storeyed
building having height more than 15 metres.
i) Approval to the plan for energizing generating units submitted by
owner/occupier/supplier is to be accorded by electrical inspector on receipt of
online application and the payment of prescribed fees on Mahaonline portal.
Inform the shortcomings if any.
ii) On resubmission on plan after compliance the same is to be approved.
iii) On completion of installation work and submission of necessary documents
along with test report from license electrical contractor, inspection will be
carried out after receipt of application for charging of installation.
iv) If on inspection, the said installation is found satisfactory the permission to
commence and use of energy in multi-storeyed (more than 15meters in height)
building under provisions of regulation 36 of Central Electricity Authority
(Measures relating to safety & electric supply) Regulations 2010 shall be granted
by the electrical inspector.

Note: The plan approval and permission for charging the electrical installation after
successful submission of online application on Mahaonline portal with prescribed fees is 30
days separately. The period of 30 days shall be considered only for that application in which
no defect is observed by the office of Electrical Inspector.

All these above mentioned works are inspected by the concerned electrical inspector
or his subordinates.
4. Inspection and issue no objection certificate to commensurate electrical supply to the
electrical installations of :
i) Cinema talkies – permanent/quasi permanent/temporary
ii) Video Talkies
iii) Circus/Public Entertainment places.
5. Appeal cases :
i) Deciding appeal filed by consumer of single phase supply against final
assessment order under section 126 of electricity act by the supplier as per
section 127 of Electricity Act 2003.
ii) Erection of or alteration to buildings, structures, etc.– regulation 63 of Central
Electricity Authority (Measures relating to safety & electric supply) Regulations
2010 states that if any person proposes to erect a new building or any other
work of addition or alteration in the vicinity of overhead line, he should give
notice to the supplier and electrical inspector. The supplier should examine the
line under reference was lawfully laid and whether the person was liable to pay
the cost of alteration, and send notice to concerned with estimated cost of
alteration of the overhead line within 30 days. If dispute arises for the estimated
cost of alteration or the responsibility to pay such cost, the matter should be
referred to electrical inspector concerned.
6. Investigate the electrical accidents and provide it’s report to the electricity supply
company, police and judicial department as and when necessary as per section 161 of
Electricity Act 2003.
7. To issue the electrical supervisor license and electrical contractor license if the owner of
the firm possess the electrical supervisor certificate.
8. To receive, scrutinise supervisor and wireman examination forms and assist the
examination process.
9. To observe and execute the functions as per government resolution and notification in
respect of Electricity Duty Act 2016.
