Sir,
Whereas the installation at the above premises was inspected on 10.08.2017 under
Regulation 30 of Central Electricity Authority (Measures relating to Safety and Electric Supply)
Regulations, 2010, for the year 2017 -2018 and whereas it appears to me that you have not complied
with the CEA ( MSES) Regulations, 2010 in the following respect as detailed below. You are hereby
called upon to comply with the said regulations on or before 27th day of November 2017 and to report
compliance in writing to this office with a copy to the Chief Electrical Inspector to Government,
Chennai.
An appeal may be filed against this order under sub section 2 of section 162 of The Electricity
Act, 2003 within three months of the date on which this order is served or delivered or is deemed to
have been served but this order must be complied with notwithstanding such appeal, unless the
appellate authority namely, the Chief Electrical Inspector to Government, Chennai on or before the
date specified in paragraph 1 above suspends in operation.
DEFECTS
1. The routine maintenance test of Transformer oil - Acidity for 315 KVA Transformer is not done.
These tests should be carried out immediately and the test results entered in a maintenance
register.

2. The fire extinguishers are not provided near the Generator. Adequate number of fire
extinguishers suitable for electrical fire and oil fire and fire buckets filled with dry sand should be
provided as per norms. R 27
3. At all the PDBs & LDBs the following were noticed.
a. Exposed spare ways in the DBs should be provided with dummy tops.
b. Standard danger sticker should be affixed on the front cover of the DBs.
c. Circuit list indicating the fuses load etc., should be painted in the inner side of the
front do’s incomers of the DBs.
d. DBs should be serially numbered and identified. CEAR 12, 18.
4. The unwanted materials are stored inside the MV Panel & server room. All These materials
should be removed and both the room should be kept clean.

5. Wheels are provided for the 20 KVA UPS units. Either the wheels should be removed or the
movement of wheels should be arrested permanently by using stopper block.

6. The following equipments are erected in your installation with out obtaining permission from
this office . Necessary drawing/ documents should be prepared and forwarded to this office for
approval
a) A Hostel Block ( MSB) - 01 No.
b) 1*320 KVA DG Set - 01 No. R 43
7. The Form C2 return with chalan for tax payment should be sent every month for the self
generated units of DG sets without fail. T.N.Electricity Tax Act 2003
All the above defects should be got rectified as per the provisions of Rule 29 (1)
of central Electricity Regulation 2010.
