Republic of the Philippines Department of the Inte ‘National Police Co: Makati City 2000 MEMORANDUM CIRCULAR NO. 97-07, DIRECTING THE PHILIPPINE NATIONAL POLICE ‘TO SUBMIT TO THE, NATIONAL POLICE COMMISSION PERSONNEL TRANSACTION DOCUMENTS ‘WHEREAS, under Section 16 of the Rules and Regulations Impelemeting the DILG Act of 1990 "administrative control" has been already defined to encompass, but is not limited to, the promulgation of policies, standards, plans and programs, the ieview, approval, approval or modification of plans and programs relating to personnel, organization, financial requirements, logistics, discipline, benefits, training and education, and operations, the couduct of management audit, performance evaluation and inspection to determine compliance with policies, standards and guidelines and the adoption of measures to ensure that the PNP is managed effectively, efficiently and economically in the pursuit of its mandated goals; WHEREAS, Napolcom Memorandum No. 94-018 issued on July 27, 1994 defined the scope and extent of the National Police Commission's power of "administration controlover the: PNP on certain specified matters; | WHEREAS, Napolcom Memorandum Circular No. 95-010 issued on April 28, 1995, provides the guidelines in the preparation of quarterly reports of accomplishments; WHEREAS, Section 3 of said Memorandum Circular provides that all PNP personnel actions, such as appointment, designation, transfer and promotion are subject to review and approval by the Commission before these are endorsed to approptiate agencies for final disposition; WHEREAS, it has come to the attention of the Commission that some PNP support, units are prescribing promotional qualification standards over and above those prescribed under Resolution No, 93-030 as amended and which are specific to various functional and support units and that promotional quota for distribution and functionaljsupport group are allocated by the NHQ; NOW THEREFORE, the Commission in the exercise of its constitutional and statutory functions of administration and control over the PNP, hereby orders and directs the PNP to submit the following for the Commission's review and approval, to wit: | a, All appointments of PNP personnel whether original, promotional, lateral and whether pesmanent or temporary for endorsement to the Civil Service Commission; b. Promotional qualification standards for various functional/support groups, over and above the general qualification standards for promotion as specifed under Napoleon Resolution No, 93-030 and CSC Memorandum Circular No.4, series of 1997; : c. Promotional quota by rank, geographical distribution and functional/support i group before the start of budget execution phase of each fiscal yeat; and d. Quarterly report on the number of PNP members by rank, geographic jurisdiction and functional ‘assignment and the resulting promotional vacancies, i FINALLY, the Commission shall be regularly provided with copies of all internal personnel policy issuances and guidance implementing policy issuances of the Commission on recruitment and selection program, promotional program, human resource development program, and such other personnel related programs which are being implemented by the PNP.
