Cireular Nor 92-016 dated November 26, 1992, on the subiects “Providing Specific Policies/Rules on Fremotion of — PNP Uniformed Personnel", completion of officers training course is a mandatory requirement for promotion to the differen rank levels in the PNPY WHEREAS, it is noted that the application of — this mandatory training course requirewant as ore of the criteria for promotion for Doctors, Dentists, Nurses, — Engincers, Arrountants and Priests, and other Officers holding technical positions doas net gontribute to higher levels of morale eiticiency anc work perfarmance, and in fact, — appear ivretevant and unreatishie considering the nature of their functions and responsibilities WHEREAS, aindfal of the foregoing, there is nee and urgency to Correct this deficiency in our rules on personnel actions Now FORE, the Commission in furtherance of its furstian under Seetion 14(e), RA No. 6979, hereby resolves as 1k is resolved, to issue the following guidelines appurtenant theretos That doctors, dentists, nurses, engineers, accountants, priests, and other officers holding technical positions an the PNP. who are eligible fer promotion are exempted fram tha mandatory officers training bourse requirement under Napoleom Plemorarvetir Circular No. 92-014, such as completion ef reqular Basic, Advance, OSEC and NNSA; PROVIDED, That thoy have essed the corresponding BRoard & their respective fields of specialization; mination 50 2. That PNP officers who were recruited for, er presently holding technical positions, shall be prohibited from being assigned, detailed or transferred to positions which are non-technical in character or genevally reserved for regular line or fiald officers, such as Regional Director, District Director or Director.. That PNP officers holding technical positions will he required to take career service courses relevant to their cespective fields of specialization ta enhance their professional advancement and service efficiency: 4, That to pursue the professional development of its technical services, the PNP shall, in coordination with the Philippine Public Safety College and subject to the approval of this Commission, formulate and conduct the appropriate progressive caresr courses of technical personnel specifically tailored to meet the needs of each technical specialty which shall thereafter serve as basis for the mandatory training requirement for promotion thereof; and 5.
