AN ORDER REORGANIZING THE BARANGAY ANTI DRUG ABUSE COUNCIL
(BADAC ACTIVATION) OF BARANGAY AGA
WHEREAS, Drug-related incidents have been constantly present in our country and resulted in multiple
crime incidents. Despite the efforts of the PNP and other law enforcement agencies of the government, their
lingering presence threatens the peace and order in communities nationwide.
WHEREAS, DILG issued Memorandum Circular No. 2015 – 63, dated June 16, 2015, to emphasize to local
authorities, especially barangay officials, their principal responsibilities in support of overall government efforts to
address peace and order, particularly to curb illegal drugs and other substances;
WHEREAS, DILG-DDB Joint memorandum Circular No. 2018-01 dated May 21, 2018 provided the
implementing guidelines on the functionality and effectiveness of Local Anti-Drug Abuse Councils;
NOW, THEREFORE, I, Hon. Den Jeoprey B. Sumague, Punong Barangay of Barangay Aga, Nasugbu,
Batangas, do hereby order that:
Section 1. ORGANIZATION and COMPOSITION. The Barangay Anti-Drug Abuse Council (BADAC) of Barangay Aga,
Nasugbu, Batangas is hereby organized and shall be composed of the following:

Section 2. POWERS and FUNCTIONS. The BADAC shall have the following functions:
a) Create a BADAC Plan of Action to be submitted to be submitted to MADAC, copy furnished the DILG
Municipal Field Office;
(1) Set quarterly targets to reduce level of drug affectation and ultimately achieve drug-free status and
maintain the status of drug cleared and un-affected barangays;
(2) Empower the community in reporting drug related
b) Organized the BADAC Auxiliary Team and orient them of their roles and functions in formulation a plan of
action to address the drug problem;
c) Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in formulation a plan of
action to address the drug problem;
d) Identify drug-affected places (i.e. workplace, house clusters and streets) within their respective barangays
where there are violations of RA 9165 and immediately report the same to the PNP or PDEA;
e) Determine and maintain record of the names and other pertinent information of residents, and likewise,
record, update and monitor all drug-relates incidents/cases reported or filed and its effect on the peace and
order situation in the barangay including listings of suspected drug users and peddlers;
f) The BADAC, through its chairperson, shall consolidate all information gathered from all sources, related to
any illegal drug activities within the barangay, to include names of users/peddlers, marijuana cultivation,
clandestine drug laboratories and submit immediately to MADAC and local PNP for validation and
formulation of watch list;
g) Ensure existence and operation of barangay rehabilitation referral system though the Barangay
Rehabilitation and Referral Desk intended for drug users and dependents who voluntarily surrendered;
h) Assist PWUD who surrendered to Barangay Rehabilitation and Referral Desk and refer to MADAC and other
institutions for appropriate action;
i) Monitor individuals who are undertaking Community based Rehabilitation Treatment and Rehabilitation
though their attendance and completion of CBRP requirements;
j) Conduct regular and consultative meetings at least once a month and call for a special meetings with
organizations in the barangay, such as, the Parents Teachers Community Association (PTCA), youth groups,
Boy and Girl Scouts, religious organizations, senior citizens, homeowners, and neighborhood associations,
puroks, Tricycle Operators and Drivers Association (TODA) and other groups existing in the community to
ensure their commitment to assist in curbing the drug menace in the community, whenever necessary;
k) Formulate prevention education programs and ensure implementation of the same in coordination with
various associations stated in paragraph (j), using funds which shall be derived from the Local School Board
and other available sources;
l) Conduct an Information Education Campaign (IEC) on illegal drug demand reduction;
m) Extend assistance to law enforcement agencies during the conduct of anti-drug abuse operations. The
BADAC Chairman or any elected official present during the anti-drug operations should sign the inventory of
seized drugs and paraphernalia as witness;
n) Submit all monthly reports to MADAC not later that the 5 th day of every month, copy furnished the DILG
Municipal Field Office;
o) Submit annual Accomplishment Report and Fund Utilization Report to the MADAC not later than the 20 th day
of January, copy furnished the higher Peace and Order Council and the DILG Field Office;
p) Submit the following reports on the implementation of BADAC Plan of Action (drug clearing operations)
using the following schedule:

b. ROLES AND RESPONSIBILITIES
1. Identify and report to BADAC, drug dependents, suspected drug personalities, illegal drug
laboratories within their respective areas;
2. Assist in the conduct of IEC;
3. Help facilitate in the preparation and distribution of information materials in collaboration with
the school, neighborhood association, etc.;
4. Report existing community-based rehabilitation programs
5. Conduct neighborhood activities to prevent drug addiction.
PRE - OPERATIONS
a. Conduct basic drug prevention and control seminars, giving emphasis to collection and analysis of
drug-related information and prevention education;
b. Organize house clusters with designated cluster leader who shall submit a compliance report
through the concerned MLGOO;
i. Functions of a Cluster Leader
1. Attend BADAC Meetings, upon instruction of the Punong Barangay;
2. Maintain or prepare a list of individuals or residents in every house within
the assigned cluster;
3. Immediately report to the Punong Barangay/BADC Chairman any incident
that transpired within the cluster involving illegal drug personalities,
PWUD, and/or activities;
4. Perform other functions as may be assigned by the BADAC Chairman.
c. Submit consolidated information report to MADAC and Local Police Unit by the BADAC Chairman;
d. Support the Local PNP Unit in the determination of priority drug-affected barangays;
e. Established a Rehabilitation and Referral Desk (BADAC Desk) in every barangay;
f. Designate a Barangay Rehabilitation and Referral Desk Duty Officer.
POST-OPERATIONS
a. Implement support projects for PWUD who surrendered, their families, and the community as a
whole and prepare the barangay for reintegration of drug personalities;
b. Mobilize Auxiliary teams to ensure the sustainability of the status of the barangay as drug
cleared;
c. Conduct seminar and implement measures towards drug prevention.

b. ROLES AND RESPONSIBILITIES
Coordinate and collaborate with other institutions in the barangay, if any, (i.e. Barangay
Intelligence Network (BIN), “The Eye in the Barangay,” Barangay Peacekeeping Action Team
(BPAT), etc.) in implementing programs and projects on anti-illegal drug abuse;
Conduct consultative meetings with organizations in the barangay, such as the Parents
Teachers Community Association (PTCA), Youth Groups, Boy and Girl Scouts, religious
organizations, senior citizens, homeowner associations, neighborhood associations, puroks
and Tricycle Operators and Drivers Association (TODA) and other organizations existing in the
community to get their commitment to assist in curbing the drug menace in the community;
Strengthen the family by promoting values, parental care and guidance that will prevent
children from attempting to and/or use of prohibited drugs;
Strengthen the linkages of the Barangay Officials with the community, higher LGUs, local
police and PDEA on anti-illegal drug campaign;
Conduct necessary seminars for the community on the dangers of illegal drugs in coordination
with the PNP;
Empower the community in reporting drug related cases through an award/commendation
system, and
Identify and implement sustainable livelihood projects as a reintegration program to former
drug pushers and drug addicts.
Section 4. SANCTIONS. All concerned local authorities are hereby advised that:
a. Failure of the concerned local officials to appropriate a substantial portion of their respective Annual
Budgets to assist in or enhance the enforcement of RA 9165, as mandatory required by Section 51 of RA
9165 in all budget preparations in addition to those already mandatory required under Section 324 of
the Local Government Code, shall be a ground for disapproval of the Annual Budget on review and can
be a ground for possible administrative case of dereliction of duty pursuant to Section 60 of the Local
Government Code.
b. Failure of the local officials to take appropriate measures to enforce the pertinent provision of RA 9165
after being made aware by the PDEA and/or PNP and other law enforcement agencies that illegal drug
sale, delivery and use is rampant within their LGU; or shabu and other illegal drug laboratories and
marijuana plantation have been uncovered within the area of their jurisdiction shall be considered as
prima facie evidence for administrative charge(s) for gross negligence or dereliction of duties, as may be
warranted by evidence.
c. Any local official engaged in the manufacture, sale, delivery, transportation and use of illegal drugs or
who may have benefited there from shall be dealt with criminally and administratively pursuant to the
provisions of RA 9165.
Section 5. REPEALING CLAUSE. All previous issuance's which are inconsistent herewith are hereby repealed
or modified accordingly.
Section 6. EFFECTIVITY. This Order shall take effect immediately.

REVITALIZATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) AND THEIR ROLE IN
DRUG CLEARING OPERATIONS.
WHEREAS, the constitution mandates that the government shall promote quality of life of the people;
WHEREAS, drug-related incidents have been constantly present in our country and resulted in multiple
crime incidents;
WHEREAS, despite the efforts of the PNP and other law enforcement agencies of the government, their
lingering presence threatens the peace and order in our communities;
WHEREAS, the barangays as the first line of defense, should lead the fight against illegal drugs through the
campaign, “ Mamamayan, Sugpuin ang IligalnaDroga”;
WHEREAS,Memorandum Circular No. 2015-63 enjoins all Punong Barangay to revitalized the Barangay Anti-
Drug Abuse Council;
NOW THEREFORE, I Hon. Den Jeoprey B. Sumague, Punong Barangay of Barangay Aga, Nasugbu, Batangas
by virtue of the power vested in me by law do hereby order;

3. Organize the BADAC auxiliary team to compose an ideal number of 25 members per 2,000 population of
the barangay representing streets, puroks, subdivisions or sitios;
4. Orient the BADAC Auxiliary team of their roles and functions and in formulating plan of action to
address the problem;
5. Equip the BarangayTanods and BADAC Auxiliary Team on their roles and functions in the campaign
against street-level illegal drug trade through seminars or trainings;
6. Coordinate and collaborate with other institution implementing programs and projects on drug
abuse prevention at barangay level;
7. Continuously gather and update data on all drug related incidents and its effects on the peace and order
situation in the barangay including listing of suspected drug users and pushers;
8. Submit a monthly report to the Municipal Anti-Drug Abuse Council copy furnished the DILG
Municipal Filed office;
9. Refer suspected drug users to the MADAC and other institutions for corresponding counselling
and/or rehabilitation;
10. Conduct an Information, Education Campaign (IEC) on illegal drug demand reduction;
11. Monitor disposition and progress of drug related cases; and
12. Perform other related functions.

ORGANIZATION OF THE STRUCTURE FOR THE MONITORING MECHANISM IN THE
IMPLEMENTATION OF BARANGAY DRUG CLEARING PROGRAM
WHEREAS, Section (3)(A) of Dangerous Board Regulation No. 2 Series of 2016, mandates the whole process
of voluntary surrender to authorities shall be documented by the Duty Officer (DO) of the Barangay where the
individual surrendered;
WHEREAS, Section (6)(A)(3) of Dangerous Drug Board Regulation No. 3 Series of 2017 provides for the basis
in the organization of house clusters with designated cluster leaders in each Barangay;
WHEREAS, Section (A)(7) of Dangerous Drug Board Regulation No. 3 Series of 2017 further provides for the
establishment of Rehabilitation Referral Desk in every Barangay to endorse Drug Dependents to the duly authorized
representative of DDB pursuant to Article III of RA 9165 and other pertinent issuance of the Board;
NOW, THEREFORE, I, Hon. Den Jeoprey B. Sumague., Punong Barangay of Barangay Aga, Nasugbu,
Batangas, by virtue of power vested in me by law, do hereby organize the mechanism structure in the
implementation of Barangay Drug Clearing Program.
Section 1. ESTABLISHMENT OF BARANGAY REFERRAL DESK
A. Designation of Barangay Duty Office
I hereby designate, RODOLFO Z. ALVAREZ, Information Officer as Barangay Duty Officer.
B. Rules and Responsibilities
1. Man the Referral Rehabilitation Desk
2. Conduct an interview to solicit personal information from the surrenderer.
3. Immediately inform the Punong Barangay in case the surrenderer is included in the
target list, wanted list and watch list personalities of the law enforcement agencies;

ESTABLISHMENT OF BARANGAYREHABILITATION REFERRAL DESK AND DESIGNATING DUTY OFFICER THEREAT
WHEREAS, in consonance with the strong pronouncement of the President to immediately address the
country’s drug problem at the community level, there is an urgency to strengthen our strategies concerning the
present national drug situation;
WHEREAS, to accelerate the drive against illegal drugs in our communities and to promote participation of
local institutions in the suppression of drug trafficking and abuse, Anti-Drug Abuse Councils were created in the
province, city, municipality and barangay;
WHEREAS, Section (3) (A) of DDB Regulation No.2, Series of 2016 entitled: “Oplan Sagip-Guidelines on
Voluntary Surrender of Drug users and Dependents, and Monitoring Mechanism of Barangay Anti-Drug Campaign”
mandates that 1. The whole process of voluntary surrender to the authorities shall be properly documented by the
Duty Officer (DO) where the individual surrendered, 2. Each LGU consequently should provide the names and offices
of Duty officers which shall be forwarded to the DDB and DILG for record purposes;
WHEREAS, Section (A) (7) of DDB Regulation No. 03 provides for the Establishment of Rehabilitation Referral
Desk in every barangay and designating officer thereat to endorse drug dependents to the duly authorized
representative of the Dangerous Drugs Board pursuant to Article VIII of RA 9165 and pertinent issuances of the
Board.
NOW, THEREFORE, I, Hon. Den Jeoprey B. Sumague, Punong Barangay of Barangay Aga, Nasugbu, Batangas
by virtue of the powers vested in me by law, do hereby order:
SECTION 1.
Establishment of Barangay Rehabilitation Referral Desk and Designating RODOLFO Z. ALVAREZ
as the Rehabilitation Referral Desk Duty Officer thereat.
SECTION 2. Functions of Rehabilitation Referral Desk Duty Officer:
1. Man the Rehabilitation Referral Desk;

3. Immediately inform the Punong Barangay in case the surrenderer is included in the Target List,
Wanted List and watch List personalities of Law Enforcement agencies such as but not limited
to PDEA, PNP, and NBI; or has any other pending criminal case;
4. Refer or endorse drug dependents to the Municipal Anti-Drug Abuse Council (MADAC)for
screening using the Alcohol, Smoking and Substance Involvement Screening (ASSIST);
5. Log and maintain a record book containing all personal information of surrenderers;
6. Ensure confidentiality of all information of surrenderers;
7. Monitor progress of surrenderers; and
8. Perform other related functions as may be deemed necessary.
SECTION 3.Effectivity.
This Executive Order shall take effect immediately and any other prior issuances is hereby repealed,
modified and amended accordingly.
