EXECUTIVE ORDER NO. 02 SERIES OF 2023

ESTABLISHMENT OF BARANGAY BIDS AND AWARDS COMMITTEE (BBAC)

WHEREAS; there is a need to formalize and regulate the procurement


processes within the Barangay to ensure transparency, fairness and efficiency;

WHEREAS; the Barangay Bids and Awards Committee plays a crucial role in
ensuring fairness, competitiveness and integrity in the procurement processes;

NOW, THEREFORE, I, ANDRES BENDULA PANGASIAN, by virtue of the


powers vested in me as the Punong Barangay of Barangay Langapod,
Labangan, Zamboanga del Sur, do hereby order the establishment of Barangay
Bids and Awards Committee (BBAC) as follows:

Section 1. Creation of the BBAC

There shall be a Barangay Bids and Awards Committee (BBAC) created to


oversee and manage the procurement activities of the Barangay in accordance
with applicable laws and regulations.

Section 2. Composition of the BBAC

The BBAC shall be composed of the following members:

Section 3. Responsibilities of the BBAC

The BBAC shall be responsible for the following:

a. Formulating guidelines and procedures for the procurement of goods,


services and infrastructure projects within the barangay.
b. Conducting competitive bidding processes in accordance with applicable
laws and regulations.
c. Ensuring transparency and fairness in the procurement process.

Section 4. Term of Office.

The members of the Barangay Bids and Awards Committee shall serve a term
concurrent with their respective official positions.

Section 5. Meetings and Quorum

The Barangay Bids and Awards Committee shall convene regular meetings to
discuss and decide on procurement matters. A quorum shall be constituted by
the majority of its members.

Section 6. Effectivity

This executive order shall take effect immediately.

Let copies hereof be furnished to all concerned for information, reference and
guidance.
