Applying Arun's ideas of effective employee management, we may emphasize the vital role that
Barangay Health Workers (BHWs) play in providing primary healthcare services. In the same way
that effective management in an organizational context increases employee satisfaction and
results, effectively managed BHWs can support the continuity, effectiveness, and community
involvement of primary healthcare programs.
Efficiency
The principles of efficiency outlined by Monitask (2021) directly apply to the work of barangay
health workers. Enhances their ability to deliver primary healthcare services. This, in turn,
contributes to improved health outcomes, resource optimization, and ultimately, the well-being
of the communities they serve. By emphasizing efficiency, barangay health workers can play a
vital role in building healthier and more resilient communities.
S.B No. 232: AN ACT PROVIDING FOR THE MAGNA CARTA OF BARANGAY
HEALTH WORKERS
It is a senate bill introduced by Senator Robinhood Padilla. It is an act providing for the magna
carta of barangay health workers that aims to protect the rights of BHW and laying the
foundation for constitutional governance and the rule of law.
It also discusses the provision of incentives and benefits to the active and performing BHW. This
also seeks to prohibit any form of discrimination against BHWs.
Section 6. Number and Rote of Barangay Health Workers.
Stated that each barangay shall at least have one (1) BHW for every twenty (20) households. As
one of the key partners In a reformed health care delivery system, the DOH and LGUs shall
support the roles of BHWs as:

Disseminator
Coordinator

Primary Health Care
WHO (2021) defines primary health care (PHC) as consisting of three related and
complementary elements:
• Integrated health services to meet people's health needs throughout their lives.
• Address the broader determinants of health through multisectoral policies and actions.
• Hold individuals, families and communities accountable for taking responsibility for their own
health.
Conceptual Framework
The study comprises three key frames. The first frame outlines the study's input that includes the
respondent profiles in areas of Balogo, San Roque, Pagsangahan, Poblacion, Pangulo, Linao, and
their role in delivering Primary Healthcare.
The second frame is the study process, involving the assessment of Barangay Health Worker
effectiveness and efficiency in delivering Primary Health Care through survey-based data
gathering.
The third frame presents the study's output, assessed level of Primary Health Care delivery and
the proposed Micro-Credentialing Program.
The arrows from input to process and output represent the connection and transformation of
these aspects.
Micro-Credentialing Program
Micro-credentials are a framework for delivering competency-based qualifications that are
shorter than a comprehensive certification.
The micro-credential serves as a form of proof that you have mastered the skills related to the
topic.
A Micro-credential is: “Certification of learning or can be credential or degree, that demonstrates
individuals’ proof of learning.
“A micro-credential is a certification of assessed learning that is additional, alternate,
complementary to or a formal component of a formal qualification” (Oliver, 2019, p.19).
A micro-credential is a proof of the learning outcomes that a learner has acquired following a
short learning experience. These learning outcomes have been assessed against transparent
standards.” (European Commission, 2020, p. 10).
Data Gathering and Procedure
In our data gathering and procedures, we consult our proposed questionnaire with the
validators to see if it will be approved to proceed with pilot testing. Second, we conducted our
pilot testing in one barangay here in Odiongan. After the pilot testing, we conducted a reliability
test with our statistician. And after getting the result, we proceed to give a letter of permission
to different barangays in Calatrava if we are allowed to conduct our study in the area. And lastly,
after the approval of letters, we finally conducted our survey.
The research findings indicate that medical supplies are used efficiently by the barangay health
workers, who received the highest ranking in terms of efficiency. While those providing support
for community health challenges ranked lowest.
The conclusion drawn from these findings underscores the importance of addressing disparities
in resource allocation and support mechanisms for BHWs. Specifically, there is a need to
enhance the efficiency of BHWs involved in addressing community health needs.
The recommendation is to optimize resource allocation for Barangay Health Workers (BHWs)
through regular assessments and strategic planning, enhancing their efficiency and effectiveness
in community health interventions.
