Sub: Revision of Scales of Pay and Allowances of Officers holding
posts below- Board Level.
It has been decided to revise the Scales of Pay and Allowances of
the officers holding posts below board level in the manner indicated below:
1.0 APPLICABILITY:
1.1. The revised pay structure shall be applicable to all officers who
were on the rolls of the society as on 31 st December, 2006 and continue
to be in service on the date of issue of these orders for implementing the
revised pay structure.
1.2. The officer’s who ceased to be in the services of the society due
to retirement on superannuation or death while in service or on account
of resignation duly accepted by the society after 1.1.07 will also be
entitled to arrears upto the date of cessation of service unless otherwise
specifically debarred.
1.3. The benefits of pay revision will not be allowed to those
employees who have abandoned the service of IFFCO or whose
services have been terminated on account of misconduct.
1.4. Officers who have been engaged on deputation or on fixed
tenure contracts etc. would be governed by the terms and conditions
already agreed. The deputationists who have opted for pay scales and
allowances of IFFCO will be allowed the revised pay scales and
allowances with effect from 1st January, 2007 or the date of their joining
IFFCO, whichever is later, subject to the concurrence of their parent
department .
1.5. IFFCO officers who have gone to other organizations on lien or
deputation will be governed by the terms and conditions already agreed
to between the two organizations.
2.0 DURATION:
2.1 The revised pay structure will be valid for a period of ten years
with effect from 1.1.2007 to 31.12.2016 and shall continue to remain
in force until replaced by a fresh order. Various benefits of this pay
revision will be effective from the date(s), as mentioned under the
respective headings.
3.0 PAY SCALES:
The existing scales of pay shall stand revised, as under, with effect
from 1st January, 2007.

4.0 DEARNESS ALLOWANCE
5.1 100 % DA neutralization will be applicable to all employees of
IFFCO w.e.f 01/01/2007. Thus DA as on 01/01/2007 will become zero with
link point of All India Consumer Price Index (AICPI) 2001=100, which is
126.33 as on 01/01/2007. The DA payable w.e.f. 1 st April, 2007 to 30.6.09
shall be as per table given below. The payment of DA shall be reviewed
quarterly as per the existing procedure.

5.0 FITMENT METHOD.
5.1 The fitment method for fixing the basic pay in the revised scale in
respect of officers who were on the rolls of the society as on
31.12.2006 would be as under.
i. Basic pay in the pre-revised scale as on 31.12.1996 Plus
ii. Personal pay, if any, as on 31.12.1996 Plus
iii. The Dearness Allowance at 78.2%
iv. 30% of above (I, ii, and iii).
5.2 The aggregate amount arrived at 4.1 above shall be rounded off
to next multiple of Rs 10 to arrive at new basic pay in the revised
scales of pay as on 1.1.2007.
5.3 Whereas executives drawing pay at two or more consecutive
stages in an existing scale get bunched then, for every two stages so
bunched, benefit of one increment shall be given
5.4 The officers, who joined the services of IFFCO on or after 1 st
January, 2007 aat the minimum of scale shall be deemed to have
been appointed at the minimum of the revised scales of pay. The
officers who were allowed advance increments , the amount of
increment shall be converted in to increment and the exceeding
amount shall be personal pay. In case the value of advance increment
is less than the revised increment then the same shall be personal pay.
6.0 ANNUAL INCREMENT
6.1 The dates of annual increment of individual officers, will not be
altered while switching over to the revised scales.
6.2 In cases, where the annual increment falls due on 1 st January,
2007, the same shall be allowed in the revised scale of pay.
7.0 HOUSE RENT ALLOWANCE / RECOVERY:
HRA will be as under:

b) All State Capitals – Ahemdabad, Kanpur @ 25% of Basic Pay

Cochin, Jammu and Guwahati
c) All other places @ 15% of Basic Pay
W.e.f 1.4.2009 the minimum rate of HRA will be @ 20% of Basic
Pay.

7.1 Subject to the provisions of the rules for payment of HRA, as notified from
time to time, employees staying in rented accommodation / own house will
also be entitled to HRA at the applicable rates.
7.2 In case of Self Lease and Society’s Leased accommodation,
recovery @ 10% of revised basic pay with effect from 1 st January,
2007 will be made towards of house rent.
7.3 The Licence Fee recovery for Society’s provided accommodation
will continue at the existing rates and MD may take suitable decision
regarding its revision at appropriate time.
7.4 Other terms and conditions for payment of HRA shall be
regulated by the rules notified in this regard from time to time.
7.5 Instructions in vogue with regard to payment of HRA in such
cases where both husband and wife are employed in IFFCO but
none of them has been provided with accommodation and in cases
where an employee residing in an accommodation allotted to his/her
spouse by IFFCO or any other Government/Semi Government
Department, autonomous body, cooperative society, may be decided
by the iffco Management from time to time.
8.0 LEASED ACCOMMODATION FOR KEY OFFICIALS:
8.1 The monetary ceilings for leased accommodation / self leased
accommodation for key officials holding posts below board level
would stand revised as under, w.e.f. 1st April, 2009.

8.2 In case of Self Lease and Society’s Leased accommodation for
Key Officials, House Rent Recovery will be made @ 10% of revised
basic pay with effect from the above monetary ceiling.
9.0 CITY COMPENSATORY ALLOWANCE:
City Compensatory Allowance will be discontinued w.e.f. 1st April,
2009.
10. ALLOWANCES: The following allowances will be payable on monthly
basis on revised Basic Pay w e f 1.1.2007:-
10.1 WASHING ALLOWANCE @ 3 % of Basic Pay.
10.2 EDUCATION ALLOWANCE 2% of Basic Pay
10.3 REIMBURSEMENT OF EXPENSES FOR NEWSPAPER AND
PERIODICALS @ 3 % of Basic Pay .
10.4 CANTEEN SUBSIDY @ 7 % of Basic Pay .
10.5 TRANSPORT ALLOW @ 3 % of Basic Pay.
10.6 CONVEYANCE ALLOWANCE / Reimbursement of FLTE
limited to 12 % of Basic pay .
11.0 LEAVE TRAVEL ASSISTANCE (LTA) LTA shall be payable
annually limited to 20% of Basic Pay of preceding 12 months .LTA on
revised Basic Pay will be payable w e f 1.1.2009 . LTA already paid on
Dearness Pay w e f 1.1.2007 shall not be recovered.
12.0 FURNISHING ALLOWANCE TO CERTAIN KEY OFFICIALS :
The Key Officials in the rank of Joint General Manager and above will
be paid furnishing allowance @ 15% of basic pay w.e.f.1.1.2007.
13 .0 NON- PRACTICING ALLOWANCE (NPA)
The Non- Practicing Allowance to medical Officers shall be @ 15% of
Basic Pay w e f 1.1.2007
14 CASH HANDLING ALLOWANCE: w e f

16.0 HILL COMPENSATORY ALLOWANCE / REMOTE LOCALITY
ALLOWANCE :
There is no change in the existing rates of system of payment of Hill
Compensatory Allowance / Remote Locality Allowance.
17.0 ALLOWANCE FOR LONGER WORKING HOURS :
With effect from 1.1.2007 an amount equivalent to 5% of initial Basic
Pay limited to Rs1500/- P.M will be paid as allowance for longer
working hours to all those officers who are posted in plants and are
required to work for 48 hours in a week.
18.0 PERFORMANCE RELATED PAYMENTS :
The performance related payments shall not exceed five percent of
distributable profit of the society for the relevant financial year.
19.0 PAYMENT OF ARREARS :
19.1 Arrears on account of revision of Pay, Dearness Allowance,
House Rent Allowance, leave Encashment, other Perks & allowances
etc. shall be worked out for the past period, as per the effective dates
as mentioned above, against each item and subject to other terms
and conditions.
19.2 In respect of eligible Ex-employees, payment of arrears shall
be made by the Accounts Department of the concerned unit, after
ensuring that no dues are recoverable from them.
19.3 Payment of arrears will be made after making necessary
recoveries / adjustments, wherever applicable.
19.4 The pay of officers who have been transferred from one unit /
division to another unit / division during the past period of revision will
be fixed in the revised scale by the unit/division in which the
employee was working on 01.01.2007. Such unit /division will
thereafter send the calculation sheet and payment advice to the unit
where the officer is presently posted. It may, however, be ensured by
unit / division eventually making the payment that no double payment
is made.
20.0 RECOVERIES :
20.1 Adhoc relief paid in the form of Dearness Pay and
consequently benefits thereon except Leave Travel
Concession/encashment already paid to officers against this Pay
revision will be fully adjusted against the arrears payable on account
of revision of Pay Scales.
20.2 Deductions towards Contributory Provident Fund, Income Tax
etc. shall be made at the applicable rates, as per the laws and rules,
as may be in force from time to time.
21.0 GENERAL :
21.1 Errors and Omissions occurred while calculating the arrears
are subject to rectification and correction. Over payments made, if
any, shall be recovered from any amount that may become payable/
due to the officers concerned.
21.2 In case of any doubt / clarification with regard to
implementation of any clause(s) of this circular, the same may be
referred to the undersigned for clarification before implementation.
21.3 The management reserves the right to change / alter / modify /
add / delete any of the provisions of this circular.
