SCENARIO NO. 03

Emergency Response Guidelines

FIRE EMERGENCY

A. OVERVIEW

Fire is one of the worst enemies of people and business. Anything combustible will
turn to ashes and nothing can be recovered especially documents, materials and
equipment. Fire emergency oftentimes results to injury and death if contingency
measures are faulty and people who are tasked to prevent or contain it fails to
follow prescribed policies and procedures formulated for its purpose. This Plan is
therefore designed to address this particular hazard. It has two (2) major
components, namely life prevention and fire suppression.

B. OBJECTIVES

This fire emergency plan specifically aims to:

1. Define and describe acceptable management procedures to be followed in fire


prevention and fire suppression.
2. Avoid confusion, panic and injury or death in case of fire and subsequent
evacuation, and,
3. Define specific tasks and responsibilities of plant personnel in the prevention
and suppression of fire.

C. TASKS / RESPONSIBILITIES.

1. Branch Manager

a. Require all employees to attend the training on fire prevention and


suppression;
b. Monitor employees’ security and safety practices and procedures by
personal observations and through periodic interviews.
c. Ensure that the bank is equipped with all necessary fire prevention and
suppression devices and equipment and that employee are trained on its
proper use and operation and know where to locate them;
d. Must be conversant of every bank employee’s tasks and actions to be
undertaken in the event of fire emergency;
e. Remind employees of the important role they are expected to play in
preventing and suppressing fire. This can be discussed during staff meeting.

2. Security Officer

a. Train management and staff on fire prevention and suppression;


b. Coordinate with concerned government agencies on all matters related to
this Plan;
c. Monitor employees’ security and safety practices and immediately correct
wrong practices to ensure that future actions of employees shall conform to
the instructions cited in this Plan.
d. Conduct frequent inspection of existing security and safety devices to
ensure these are all in good working condition and continually assess their
effectiveness to address fire emergencies;
e. Conduct frequent inspection of all emergency routes and passages to
ensure these will provide safe and orderly evacuation to employees and
clients.

3. Security Guards

a. Attend training and drills on fire prevention and suppression to


ensure faithful compliance of tasks and responsibilities;
b. Be mentally, physically and psychologically prepared to confront
any given situation
c. Provide round the clock building protection to prevent looters and
those who may likely take advantage of the emergency from
carrying out their intention;
d. Assist in determining the condition of evacuation routes and
assembly area.
e. Assist traffic and entry of responding police, fire and emergency
units;
f. Perform respective tasks as defined.

4. Bank Employee

a. Attend training and drills on fire prevention and suppression to ensure


adherence to established procedures;
b. Be mentally and psychologically prepared to confront fire emergency;
c. Perform respectively tasks as defined;
d. Perform other employees tasks when the one designated is unable to
perform;

D.PROCEDURES

1. Before a Fire Emergency

a. Ascertain all evacuation routes and assembly area and ensure there
are no obstructions that will affect safe and orderly evacuation in case
of fire.
b. Ascertain the location of fire extinguishers and other firefighting
equipment or devices and be familiar with their use or application;
c. Be familiar with the tasks of the other employees and be able to
perform them when situation demands;
d. Be familiar with alarms and warning for fire emergency;
e. Be familiar with the instructions or instances when evacuation will take
effects.
f. Be prepared to hand carry important documents, devices, etc., that are
pre-listed for evacuation;
g. Lock all cabinets, drawers, safes, etc., when evacuation is imminent;
h. Prepare to cut off gas and electrical sources when evacuation is
imminent.

2. During the fire

a. REMAIN CALM and evacuate safely and orderly when instructions are
given or instances demands evacuation;
b. Remain at the assembly area for any instructions that will be given out
later;
c. Secure the bank periphery, egresses and ingresses to prevent entry
of intruders or unauthorized persons;

3. After the fire

a. Physically account all personnel and check for injuries and missing
persons and property;
b. Monitor any complaint or report of losses;
c. Preserve and secure affected areas in aid of investigation;
d. Implement recovery operations/reoccupation; and
e. Recheck and reactivate vital and life sustaining equipment and devices.

4. Coordinating Instructions

Fire Prevention

a. Management expects each employee to do everything possible to


safeguard the bank from damage by fire. Each employee can help
prevent such disaster by keeping his/her work area clean and free from
rubbish, and by observing all rules regarding fire prevention.
b. Conduct regular inspection to identify and correct recognizable fire
hazards such as improperly stored combustible and flammable materials,
faulty electrical connections, and the like.
c. Provide sufficient number of firefighting equipment such as fire hoses,
axes and fire extinguisher preferably the ABC type and install them in
strategic locations.
d. Regularly test all fire extinguishers by agitating them to ensure that
chemicals do not settle at the bottom.
e. Inspect and test periodically all emergency lighting to assure good
operating conditions. Designate no smoking areas and ensure strict
adherence to this rule.
f. Provide prescribed receptacle for cigarette butts in designated smoking
area. Proper labeling of smoking and no smoking areas is a must.
g. Identify the address and phone numbers of the local fire department
and emergency units which may be summoned.

Firefighting or fire suppression

a. Grab the nearest fire extinguisher and immediately put off the fire.
Apply the PASS method in the use of fire extinguisher:

P - Pull the pin


A - Aim at the base of fire
S - Squeeze the handle
S - Sweep the fire

b. Stay calm and composed at all times. WALK; do not run.
