Competency-based Training and
Assessment at ICAO
• 2006 – ICAO introduced MPL
– MPL qualifies licence holder to perform co-pilot duties
– MPL training programmes are ab initio
• First competency-based ICAO licence
– Focus on achieving specific competencies vs. hour requirements
– Makes use of training technologies & methodologies
• ICAO published PANS-TRG to support MPL implementation
• 2013 – ICAO introduced EBT provisions in PANS-TRG

hours or time

requirements in the relevant licensing disciplines

categories of aircraft

Conclusion
