SOUGHT INFORMATION UNDER RTI
1. Provide the copy of any rules / regulations /notifications/ circulars or else of Govt of Odisha or
any Court’s judgement which circulated to Govt of Odisha or to GA&PG department as Head
of all department of Govt, regarding “One Time relaxation or measure” in methods of
recruitment rule to Regularize Contractual employees of Non sanctioned post to Regular
Sanctioned post.
2. Provide the copy of any rules / regulations /notifications/ circulars or else of Govt of Odisha or
any Court’s judgement which circulated to Govt of Odisha or to GA&PG department as Head
of all department of Govt, regarding “One Time relaxation or measure” in methods of
recruitment rule to Regularize Contractual employees of sanctioned post to Regular
Sanctioned post.

of all department of Govt, regarding “Absorption rule” in methods of any recruitment rule to
absorb Contractual employees of any Non sanctioned post to any Sanctioned post.
4. Provide the copy of any rules / regulations /notifications/ circulars or else of Govt of Odisha or
any Court’s judgement which circulated to Govt of Odisha or to GA&PG department as Head
of all department of Govt, regarding “Absorption rule” in methods of any recruitment rule to
absorb Contractual employees of any or same sanctioned post to Regular Sanctioned post.
5. Provide the information that is there any rules/ provisions/ regulations/ or anything else to
draft any recruitment rule by the any administrative department for both absorb and selection
(promotion) in regular job against sanctioned post for the employee of any contractual staff
of non-sanctioned post and is it valid or void as per law?
6. If any recruitment rule made under Article 309 of the constitution contains the provisions for
illegal appointment (The term illegal appointment mentioned under OFFICE MEMORANDUM
No. 10682 dated 19.04.2022), then such appointment will be valid or invalid in the eye of law
and can such recruitment rule be repealed?
7. If any recruitment rule made under Article 309 of the constitution contains the provisions for
irregular appointment (The term irregular appointment mentioned under OFFICE
MEMORANDUM No. 10682 dated 19.04.2022), then such appointment will be valid or invalid
in the eye of law and can such recruitment rule be repealed?
8. Through absorption method with one time measure term, can any contractual employee of
any cadre of non-sanctioned post will be absorbed in regular sanctioned post of any cadre and
will it valid or void in the eye of law?
9. Provide the information that can any recruitment to regular sanctioned post made without
following due procedure of selection by mere mentioning in recruitment rule u/a 309 of
constitution for “one time measure” valid or invalid in the eye of law?
10. Provide the copy of base guidelines or letters or circulars or any thing else of GA&PG
department of Govt of Odisha on the basis of which all Administrative Department of Govt of
odisha mentioning in their recruitment letter the term “One time Measure/relaxation”
11. Provide the copy of all concurrence letter of finance department who concurred regarding the
Accountant-cum-DEO of Panchayat Raj & DW department of odisha since 2022 to 2024 Feb 28
along with all the request letters of respective Administrative department which issued to
obtain concurrence from finance department.
12. Provide the copy of Odisha Accountant-cum-Data Entry Operator (Method of recruitment
and conditions of service) Rules, 2022, 2023 and 2024
13. Provide the copies of Notification_ GA&PG Draft I and II regarding Accountant-cum-DEO
recruitment.
14. Provide the copies of Noting 269 and 284 of the file GAD-SC-RULES-0001-2022.
15. Provide the copies of all letters of Panchayat raj & DW department, finance department,
GA&PG department and Governors approval letter or order which in the file PR-PADM-ESTT-
0009-2020.
16. Provide the copy of base letter/circular/ govt order/ memorandum/ any court’s judgement on
the basis of which Panchayat Raj and Drinking water Department insert a provision of One
time Measure in recruitment rule of Accountant-cum-DEO to induct GRS (which is contractual
post of substantive in nature) into Sanctioned Regular post.
17. Provide the information that whether Post of Gram Rozgar Sevak(GRS) in every GP is a
sanctioned post or not. If not which type of Post is GRS
18. Provide the information that whether the GRS is eligible to be absorbed in Regular sanctioned
post as a one time measure in accordance with Umadevi Judgement or not.
19. Provide the information that are Umadevi Cases applicable to GRS who deployed in every
Gram Panchayat for regularization?
20. Provide the information that in which category or types of employees are GRS as per Letter
number 7210(e) of GA&PG department on dated 03.03.2021.
21. Provide information that total number of recommended by every district for recruitment of
ADEO by way of direct recruitment as per letter number of 16358 of PR&DW on dated
24.07.2024. ( data available with State PR department)
