1) In the reference 1 cited above, an application was submitted to the Board seeking Consent to
Establishment (CTE) order to set up a plant to manufacture the following product with an
installed capacity as mentioned below, with a total project cost of Rs.4.85 Crores (Rupees
Four Crores and Eighty-Five Only).

2) As per the application, the above activity is to be carried out within the existing premises at
Sy.No.167-4 (Pt), 167-9 (Pt), 168-7(Pt), 168-8A (Pt) & 170-2 (Pt), Plot No.19,
Ammavaripalli (V), Penukonda (M), Sri Sathya Sai District.
3) The above site was inspected by AEE, A.P. Pollution Control Board, Regional Office,
Ananthapuramu on 19.08.2024 and found that it is surrounded by:

4) The Board, after careful scrutiny of the application, hereby issues CONSENT TO
ESTABLISHMENT (CTE) to your industry under section 25 of Water (Prevention & Control
of Pollution) Act, 1974 and under Section 21 of Air (Prevention & Control of Pollution) Act,
1981 and the rules made there under. This order is issued to manufacture the products
mentioned at para (1) only.
5) This order is issued from pollution control point of view only. Zoning and other regulations
are not considered.
6) This consent order is valid for a period of 7 years from the date of issue.
7) This Consent Order now issued is subject to the conditions mentioned in Schedule ‘A’ and
Schedule ‘B’.

SCHEDULE – A
1. The proponent shall obtain Consent to Operate (CTO) from APPCB, as required Under
Section 25/26 of Water (P & C of P) Act, 1974 and under Sec 21/22 of the Air (P&C of P)
Act,1981, before commencement of the trail runs.
2. The applicant shall install or provide separate energy meters for Effluent Treatment Plant
(ETP) and Air Pollution Control equipments to record energy consumed. An alternative
electric power source sufficient to operate all pollution control systems shall be provided.
3. The industry shall construct separate storm water drains and provide rain water harvesting
structures. No effluent shall be discharged in to the storm water drains.
4. Progress on implementation of the project shall be reported to the concerned Regional
Office, A.P. Pollution Control Board once in three months.
5. Separate energy meters shall be provided for Effluent Treatment Plant (ETP) and Air
Pollution Control equipments to record energy consumed.
6. Notwithstanding anything contained in this conditional letter or consent, the Board hereby
reserves its right and power under Sec.27 (2) of Water (Prevention & Control of Pollution)
Act, 1974 and under Sec.21 (4) of Air (Prevention & Control of Pollution) Act, 1981 to
review any or all the conditions imposed herein and to make such alternation as deemed fit
and stipulate any additional conditions by the Board.
7. The Consent of the Board shall be exhibited in the factory premises at a conspicuous place
for the information of the inspection officers of different departments.
8. Compensation is to be paid for any environmental damage caused by it, as fixed by the
Collector and District Magistrate as civil liability.
9. The Rules and Regulations notified by Ministry of Law and Justice, Government of India,
regarding the Public Liability Insurance At, 1991 shall be followed.
10. If the proponent is aggrieved by this order made by A.P. Pollution Control Board under Sec.
25 of Water (Prevention & Control of Pollution) Act’ 1974 and Sec. 21 of Air (Prevention
& Control of Pollution) Act’ 1981 he may within 30 days from the date on receipt of the
order prefer an appeal before concerned Authority.

7. The proponent shall ensure compliance of the National Ambient Air Quality standards
notified by MoEF, GoI vide notification No.GSR 826 (E), dt.16.11.2009 during construction
and regular operational phase of the project.
8. The proponent shall comply with emission limits for DG Sets upto 800 KW as per the
Notification G.S.R.520 (E), dated 01.07.2003 under the Environment (Protection)
Amendment Rules, 2003 and G.S.R.448 (E), dated 12.07.2004 under the Environment
(Protection) Second Amendment Rules, 2004. In case of DG Sets more than 800 KW shall
comply with emission limits as per the Notification G.S.R. 489 (E), dated 09.07.2002 at
serial No.96, under the Environment (Protection) Act, 1986.
9. The generator shall be installed in a closed area with a silencer and suitable noise absorption
systems. The ambient noise level shall not exceed 75 d(B)A during day time and 70 dB(A)
during night time.
Solid Waste:
10. Proper handling and storage and disposal of all the solid waste/hazardous waste should be
ensured.

Other Conditions:
11. The industry shall store the raw material in a closed shed and shall carryout entire
manufacturing activity under the closed shed only to avoid nuisance to the surroundings.
12. The industry shall maintain good housekeeping in the premises.
13. The industry shall develop thick greenbelt along the boundary of the industry and in the
vacant areas within the premises and greenbelt shall be developed in minimum 33% of the
total site area. Green belt development shall be started along with the construction activity.

14. Concealing the factual data or submission of false information/fabricated data and failure to
comply with any of the conditions mentioned in this order and attract action under the
provisions of relevant pollution control acts.
15. Notwithstanding anything contained in this conditional letter or consent, the Board hereby
reserved to it the right and power under section 27 (2) of the Water (Prevention & Control of
Pollution) Act, 1974 and under section 21 (4) of the Air (Prevention & Control of Pollution)
Act, 1981 to review any or all the conditions imposed herein above and to make such
alternation as deemed fit and stipulate any additional conditions or revoke the order in the
interest of environment protection.
16. Any person aggrieved with this order may within thirty days from the date on which the
order is communicated to him, prefer an appeal as per Andhra Pradesh Water Rules, 1976
and Air Rules 1982, to the Appellate Authority constituted under Section 28 of the Water
(Prevention and Control of Pollution) Act, 1974 and Section 31 of the Air (Prevention and
Control of Pollution) Act, 1981.
