1. Railway Recruitment Cell, Northeast Frontier Railway (RRC/NFR) invites ONLINE applications from
eligible candidates for engagement as Act Apprentices for imparting of training under the Apprentices
Act 1961 in designated trades in workshops and units in the jurisdiction of Northeast Frontier Railway
against 5647 slots.

2. Applications are to be submitted ONLINE only through the following link provided in RRC/NFR’s website
- www.nfr.indianrailways.gov.in --> General Info --> Railway Recruitment Cell GHY

3. Candidates will be shortlisted on the basis of their academic results (as explained below in para 4) and
their document verification (DV) – which will be held in the divisions/units, as per choice mentioned in
their applications. Candidates must note that no centralized merit list will be formed.

4. MODE OF SELECTION:

4.1 Apprentices will be selected on the basis of unit-wise, trade-wise and community-wise merit position.
The merit list for each unit will be based on percentage of marks obtained in Matriculation (with
minimum 50% aggregate marks) + ITI marks in the trade in which Apprenticeship is to be done. The final
panel will be on the basis of average of marks in matriculation and ITI.
4.2 However, for Laboratory Technician (Pathology) and Laboratory Technician (Radiology), merit lists will
be prepared on the basis of percentage of marks obtained in Matriculation (with minimum 50%
aggregate marks) + 12th Science (in Physics, Chemistry & Biology).
4.3 For the purpose of calculation, the marks obtained by the candidates in all the subjects in
Matriculation/ Higher Secondary (where applicable). In other words, the calculation will not be on the
basis of marks of any one or a group of select subjects - like ‘best of five’ etc.
4.4 Similarly, for ITI, the average marks mentioned in the consolidated statement of marks for all semesters
of the trade applied / marks mentioned in the provisional National Trade Certificate issued by
NCVT/SCVT, will only be reckoned. Any false/wrong declaration of marks, will lead to summary
disqualification of the candidate.
4.5 NOTE: When there are two or more candidates having equal marks, the older candidate in age, shall be
ranked higher. In case their date of birth is also same, then the candidate who passed matriculation
exam earlier shall be considered first.
4.6 The final merit lists will be prepared unit wise, trade wise and community wise, equal to the number of
slots in descending order of percentage of marks as stated above. Shortlisted candidates, thus enlisted
for respective units, will be called for document verification to the extent of 1.5 times of the notified
vacancies.
4.7 Candidates finally enlisted would be subject to verification of their original testimonials and production
of medical certificate as per annexure attached.

5. IMPORTANT: During submission of ONLINE application, a Registration Number will be issued to


each applicant and it must be preserved and mentioned during further stages of the selection process/
correspondence with RRC. Similarly, candidates must not change their registered mobile numbers and
registered email addresses during the entire process of selection for necessary correspondence.

NOTE: To avoid last minute rush and network related issues, candidates are advised to submit their
ONLINE applications early. RRC shall not accept any responsibility for candidates not being able to
submit their applications within the last day due to any reason whatsoever.

7.2 NOTE: For Medical Laboratory Technician (Pathology) & Medical Laboratory Technician (Radiology),
the candidate must be Class 12 pass (under 10+2 system) with Physics, Chemistry and Biology with
minimum of 50% marks. Copies of mark sheet & pass certificates of Class 10 and Class 12 (with Physics,
Chemistry & Biology) must be uploaded for the above two categories of Medical Laboratory
Technicians.
7.3 For all other categories, the candidate must –
(a) have passed Matriculation or its equivalent (under 10+2 system) with minimum 50% marks (in
aggregate) from a recognized board and
(b) also possess National Trade Certificate (ITI) in the notified trade issued by the National Council

for Vocational Training OR Provisional Certificate issued by National Council for Vocational
Training / State Council for Vocational Training.
7.4 NOTE: The minimum requirement of 50% aggregate marks in Matriculation is not applicable to
candidates belonging to SC/ST/PwBD categories.
7.5 MANDATORY DOCUMENTS: The following documents must be uploaded with the online application -
(a) Mark sheet & Pass certificates of Matriculation (Class 10),
(b) Provisional Certificate/ National Trade Certificate (NTC) issued by NCVT/SCVT in the case of ITI and
(c) Final ITI mark sheet
(d) Mark sheet & Pass certificates of Class 10 and Class 12 (with Physics, Chemistry & Biology) must
be uploaded in the case of Medical Laboratory Technicians

IMPORTANT: Only completion of the course is not sufficient. Candidates MUST have the prescribed
qualification and be in possession of their ITI pass certificate/NTC/STC as on the date of this notification.

8. ELIGIBILITY CONDITIONS:

8.1 Age Limit: Not below 15 and not above 24 years of age as on the closing date mentioned in this
notification.
8.2 Upper Age Relaxation for candidates belonging to specific categories:
(a) 05 (five) years for SC/ST
(b) 03 (three) years for OBC
(c) 10 (ten) years for PwBD
(d) 10 (ten) additional years for ex-Servicemen (ExSM) to the extent of service rendered in Defense
Forces plus 03 (three) years provided they have put in a minimum of 6 months service at a
stretch, except those ex-Servicemen who have already joined another Govt. Service on Civil side
through ExSM reservation. Ex-Servicemen will be considered against ExSM quota, regardless of
their community. If UR vacancies are not available then ExSM belonging to those particular
communities whose vacancies are earmarked, will be considered against ExSM quota.
8.3 Reservation for SC/ST & OBC (NCL) Candidates: SC/ST and OBC (NCL) candidates seeking benefit of
reservation must upload their caste certificate (as per Annexure-IX & Annexure-X respectively) with
their online application. These certificates must be produced in ORIGINAL during document
verification. The list of authorities empowered to issue SC/ST/OBC certificates are indicated below:

8.4 Reservation for EWS Candidates: In terms of Railway Board’s letter No. 2019-E(SCT)1/25/1 dated
07.02.2019 (RBE 21/2019), there is 10% reservation for EWS (Economically Weaker Section)
candidates. EWS candidates seeking benefit of reservation must upload certificate issued on or after
01.04.2024 as per Annexure-XII.

8.5 Reservation for Ex-Servicemen (ExSM) Candidates: Candidates selected under reservation quota for
ExSM, shall be shortlisted against their respective communities viz., UR/SC/ST/OBC.
Ex-servicemen, their children and children of armed forces personnel will be engaged for
apprenticeship in order of priority mentioned below:
(a) Children of deceased/disabled ex-Servicemen including those killed/disabled during peace
time.
(b) Children of ex-Servicemen
(c) Children of serving Jawans
(d) Children of serving officers
(e) Ex-Servicemen

9. APPLICATION FEE:
9.1 Non-refundable fee of ₹ 100/- (Rupees one hundred) only will have to be paid online through payment
gateway link given in the notification.
Note:
(a) Once the online application is complete in all respects, candidates will be directed to the
payment gateway link in RRC/NFR’s website www.nfr.indianrailways.gov.in.
(b) Once the payment is successful, candidates will be redirected to the website to complete the
remaining application process and download the application form.
(c) In case candidates face any problems related to payment of fees, due to which they are unable
to download their application, please click on “Verify Payment” button to reconfirm the same
from the payment gateway.

9.2 FEE EXEMPTION:


(a) SC, ST, PwBD, EBC & women candidates are exempted from payment of application fee.
(b) Candidates seeking fee exemption as Economically Backward Class (EBC) must fulfill the criteria of
having family income of less than ₹ 50,000/- per annum and must upload certificate issued on or after
01-04-2024 as per Annexure-XVI.

9.3 APPLICATION MODIFICATION: In case a candidate wishes to modify or make corrections in his/her
online application after submission, he/she may do so on payment of Rs. 50/- (fifty rupees only) for each
occasion. However, the candidate will not be allowed to modify any detail submitted for registration.

10.1 For the purpose of Visually Handicapped (VI) candidates, definition of VI disabilities is as under:
a) Blindness refers to a condition where a person suffers from total absence of sight OR visual acuity
not exceeding 6/60 or 20/2000 (snellen) in the better eye with correcting lens and limitation of the
field of vision subtending an angle of 20 degrees or worse.
b) Low vision (VH) means impairment of visual functioning even after treatment or standard
refractive corrections but the person uses or is potentially capable of using vision for the planning
or execution of a task with appropriate assistive device.
10.2 Persons with Disability (PwBD) seeking to avail benefit of reservation must produce a disability
certificate issued by a competent authority (i.e., Medical Board duly constituted by the Central or State
Government including one specialist in the particular field for assessing disability) as per Form II, III and
IV as attached as Annexures - XIII, XIV & XV.
11. HOW TO APPLY
11.1 Candidates should visit www.nfr.indianrailways.gov.in and follow the instructions for filling up ONLINE
applications available on the website.
11.2 Candidates will first have to register themselves and then log in accordingly. A candidate is allowed to
submit only one application. Submission of more than one application shall summarily disqualify the
candidate.
11.3 Candidates shall be responsible for the correctness of the information filled in their online application.
Any false information shall lead to immediate disqualification.
11.4 Candidates must take printout of their online application after final submission for record. If found
eligible, he/she will be called for Document Verification.

12. SCANNED PHOTOGRAPH/SOFT COPY OF PHOTOGRAPH


12.1 Candidates must upload their colour photograph as per specifications mentioned on the website with
clear front view without wearing cap and sunglasses. Candidates may note that RRC may, at any stage,
reject applications with old/unclear photograph or for any significant variations between photograph
uploaded in the Application Form and the actual physical appearance of the candidate. Candidates are
advised to keep two additional copies of the same photograph ready with them for bringing at the time
of Document Verification.
13. SCANNED SIGNATURE/SOFT COPY OF IMAGE OF SIGNATURE
Candidates are also required to upload their signature as per specifications mentioned on the website.
14. DOCUMENTS TO BE UPLOADED
Candidates are required to upload legible scanned copies of following documents:
(a) Mark sheet and Pass Certificate of Matriculation (Class 10) or its equivalent.
(b) Mark sheet and Pass Certificate of Senior Secondary (Class 12) or its equivalent with Physics,
Chemistry & Biology for the two categories of Medical Laboratory Technicians.
(c) Certificate for proof of date of birth if it is not mentioned in (a) above.
(d) Consolidated mark sheet for all ITI semesters of the relevant trade OR Provisional National Trade
Certificate indicating marks.
(e) National Trade Certificate issued by NCVT or Provisional Trade Certificate issued by NCVT /SCVT.
(f) Caste certificate for SC/ST/OBC candidates.
(g) Certificate for EWS candidates.
(h) Disability certificate, in case of PwBD candidates.
(i) Discharge certificate / Serving certificate, in case of candidates applying against ex-Servicemen
quota.
(j) Certificate for Economically Backward Class (EBC) candidates seeking Fee Exemption.

IMPORTANT: Candidates must produce the ORIGINALS of all the documents stated above during their
document verification. Certificates in languages other than English or Hindi should be accompanied by an
attested translation in English/Hindi.

15. TRAINING PERIOD & STIPEND


15.1 Apprentices will be paid monthly stipend as per prescribed rates.
15.2 No hostel accommodation will be provided to apprentices during training and they will have to make
their own arrangements. On completion of training, the apprentices will be released.

16. AGREEMENT
Selected candidates shall enter into a Contract of Apprenticeship Training before commencement of
their apprenticeship in the designated trade with the following provisions:
(a) Where the Contract of Apprenticeship is terminated through failure on the part of the employer in
carrying out the terms and conditions of the contract (as notified under the Apprenticeship Rules
1992), the candidate will be paid apprentice compensation as prescribed.
(b) In the event of premature termination of Contract of Apprenticeship for failure on the part of
apprentice to carry out the terms and conditions of the contract (as notified under the
Apprenticeship Rules 1992), the candidate/surety has to pay such amount as is determined by the
Apprenticeship Adviser as and towards the cost of training.
(c) It is not obligatory on the part of the Employer to offer any employment to the passed out trade
Apprentice on completion of the period of apprenticeship training in his/her establishment nor
shall it be obligatory on the part of the Apprentice to accept an employment under the employer.
NOTE: In case the selected candidate is a minor then, his/her guardian shall sign the Contract of
Apprenticeship with the Employer.

17. MEDICAL FITNESS


In terms of Railway Board’s letter no. E(MPP)/2009/6/14 dated 04/12/2018, the candidate shall submit a
medical certificate as per Annexure-XI in the notification at the time of document verification. The
medical certificate should be signed by a Government authorized Doctor (Gaz.), not below the rank of
Asst. Surgeon of Central/State Hospital. No document verification will be conducted without the
medical certificate referred above and the candidature will be liable to be cancelled.

18. HELP DESK


Candidates may refer to the Help Desk tab on the application web page and seek help/clarifications if
needed. For response to queries, they must provide their e-mail IDs.

19. IMPORTANT INSTRUCTIONS: The decision of the Railway Administration in all matters regarding
eligibility, acceptance or rejection of the applications and mode of selection shall be final.

(a) Imparting of training will not confer any right to the Apprentice for absorption or employment
in the Railways after completion of training. In terms of para-10 of Schedule V of the
Apprenticeship Rules, 1992, notified on 15.07.92 by the Ministry of Labour, it shall not be
obligatory on the part of the Employer to offer any employment to the Apprentice on completion
of period of his / her apprenticeship training in his / her establishment. It shall also not be
obligatory on the part of the Apprentice to accept an employment under the Employer. The
Contract of Apprenticeship will stand terminated on completion of training.
(b) Canvassing in any form will disqualify candidature and no correspondence will be entertained in
the matter.
(c) Candidature of the candidate shall be cancelled if he/she fails to produce the required original
testimonials for verification or for any other discrepancy noticed at any stage.
(d) Before applying, the candidate should ensure that he/she fulfills all the conditions of eligibility. If
erroneously engaged, such candidates shall be summarily dismissed without notice at any stage.
(e) The Railway Administration does not undertake any responsibility for replying to candidates not
selected or not called. No correspondence in respect of the application submitted shall be
entertained or replied to by this office to any individual or organization.
(f) No daily allowance/conveyance allowance or travelling allowance will be paid to the candidates
called for document verification.
(g) Candidates need not send any application printouts or certificates or copies to RRC by post. Their
candidature will be considered only on the basis of the information furnished in the ONLINE
application.

1. PwBD means Person with Benchmark Disability and ExSM means Ex-Servicemen. Slots for PwBD and ExSM
in the above tables have been included among the total number of seats.
2. The number of training slots shown in this Notification are provisional and the same is liable to increase or
decrease depending upon the actual needs of the Administration at the time of finalization of the select
list.
3. If the required number of SC candidates is not available, the balance will be filled by ST candidates.
Similarly, if adequate ST candidates are not available, the balance will be filled by SC candidates. In case
the prescribed training slots for SC/ST candidates cannot be filled even in the above given manner, then
the unfilled slots will be filled by UR candidates. Similarly, the unfilled slots for OBC/EWS candidates will be
filled by UR candidates.
