NOTIFICATION FOR ENGAGEMENT OF ACT APPRENTICES OVER N. F. RAILWAY


FOR THE YEAR 2023-24 & 2024-25
SCHEDULE

ONLINE applications are invited from eligible candidates for engagement of Act Apprentices for
imparting training under the Apprentices Act 1961 in the designated trades at Workshops/Units in
the jurisdiction of N. F. Railway against 5647 slots. Applications complete in all respects should
be submitted only ONLINE till 22:00 hrs. of the closing date.

1. Candidates should note and take cognizance of the fact that this is a Centralized Notification for
engagement of Act Apprentices under the Apprentices Act 1961 for Northeast Frontier Railway
units and Railway Recruitment Cell, Northeast Frontier Railway (RRC/NFR) has been nominated
as nodal agency for obtaining ONLINE applications from candidates and preparation of their merit
list. No physical copy of the application is required to be sent to RRC/Units. Candidates can submit
their applications ONLINE only on RRC/NFR’s website - www.nfr.indianrailways.gov.in -->

2. After preparation of merit list, the same will be advised to respective Divisions/Units on N. F.
Railway. Document verification will be held in opted Divisions/Units, as per the choice mentioned
in the candidate’s applications.

3. Candidates must note that no centralized merit list will be formed.

4. MODE OF SELECTION:
4.1 Selection will be on the basis of merit list prepared (trade wise, unit-wise, community-
wise). The merit list in each unit will be prepared on the basis of percentage of marks obtained in
matriculation (with minimum 50% aggregate marks) + ITI marks in the trade in which
Apprenticeship is to be done. The panel will be on the basis of average of marks in the
matriculation and ITI.
4.2 For categories of laboratory technician (Pathology) & laboratory technician (Radiology), merit
list will be prepared on the bais of percentage of marks obtained in matriculation ((with
minimum 50% aggregate marks)) + 12th Science ( with Physics, Chemistry, Biology)
4.3 For the purpose of calculation of percentage of matriculation(10th Std)/HS (12th Std, wherever
applicable), marks obtained by the candidates in all subjects will be reckoned and not on the
basis of marks of any subject or a group of subjects like best of five etc.
For the purpose of calculation of percentage of ITI marks, average marks mentioned in
consolidated statement of marks for all semesters of the trade applied/marks
mentioned in the provisional National Trade Certificate issued by NCVT/SCVT, will only be
reckoned.

In case of false/wrong declaration of Marks, the candidature is liable to be cancelled.

4.4 In case of two candidates having the same marks, the candidates with older age shall be
preferred. In case the date of birth is also same, then the candidate who passed matriculation
exam earlier shall be considered first.
4.5 A final merit list will be prepared unit wise, trade wise and community wise, equal to the
number of slots in the descending order of percentage of marks obtained by the candidate, as
stated above. Shortlisted candidates, thus enlisted in respective units, will be called for
document verification to the extent of 1.5 times of the notified vacancies.

4.6 Candidates finally enlisted would be subject to verification of original testimonials uploaded and
production of medical certificate as per annexure attached.

5. During submission of ONLINE application, a Registration number will be issued to each applicant.
Candidates are advised to preserve/note their Registration Number for further stages of
engagement process/correspondence with RRC.
NOTE-I: To avoid last minute rush, candidates are advised in their own interest to submit ONLINE
application much before the closing date, to avoid possible Inability/failure to log on to
the website of RRC on account of heavy load on the internet or website jam during last
days.
NOTE-II: RRC does not accept any responsibility for the candidates not being able to submit their
application within the last day on account of aforesaid reasons or any other reason.

Note: Please go through the available training slots given below vis-à-vis your ITI Trade thoroughly and
select the Units accordingly for ONLINE application. It should not happen that you select a unit where
there is no training slot requirement for your ITI Trade. In such a situation your application may
eventually become meaningless, as you would not be allowed to make any changes after the final
submission. Moreover, you are also not allowed to make subsequently or multiple applications as in
such an eventually, all the applications of yours shall be summarily rejected. No physical copy of
the application is required to be sent to RRC/Units.

NB: PWD means person with Disability and ESM means Ex. Servicemen. Seats of PWD and Ex-
Servicemen in the above tables are not separate, but included in the total number of seats.

The number of training slots shown in this Notification are provisional and the same are liable
to increase or decrease depending upon the actual needs of the administration at the time of
finalization of select list.

When the prescribed number of persons belonging to the Scheduled Castes is not available, it
will be filled by ST candidates. For ST slots, in case ST candidates are not available, they will be
filled by SC candidates. If the prescribed training slots for SC/ST candidates cannot be filled
even in the above given manner, then the training slots so lying unfilled will be filled by
persons not belonging to the Scheduled Castes or the Scheduled Tribes i.e. Unreserved
candidates. Similarly, the seats remaining unfilled by OBC/EWS candidates will be filled by
candidates of unreserved category.

8.2 For the categories of Medical laboratory Technician (Pathology) & Medical Laboratory Technician
(Radiology), the candidate must have passed 12th class Examination(under 10+2 system of
education) with physics, chemistry and biology with minimum of 50% marks.

Copies of mark sheet & Pass certificates of Class 10th std and 12th std (with physics, chemistry &
biology) must be uploaded for the two categories of Medical laboratory Technicians.

8.3 For all other categories, The candidate must have passed 10th class examination or its equivalent
(under 10+2 system of education) with minimum 50% marks, in aggregate, from recognized Board
and also possess National Trade Certificate (ITI) in the notified trade issued by the National
Council for Vocational Training or Provisional Certificate issued by National Council for Vocational
Training/State Council for Vocational Training.
8.4 Minimum 50% Marks in Class 10th Std is not applicable for SC/ST/PWD Candidates.

8.5 Copies of mark sheet & pass certificates of matriculation (10 std), provisional certificate/National
trade certificate (NTC) certificate issued by NCVT/SCVT in the case of ITI and ITI Final Mark-Sheet
must be uploaded. Mere completion of course is not sufficient. Candidates should have already
passed the prescribed qualification on the date of issue of notification and ITI pass

certificate/NTC/STC should be available with them.

9. ELIGIBILITY CONDITIONS:

9.1 The candidates should have completed 15 years of age and should not have completed 24 years
of age as on 01.08.2024.
9.2 Upper age limit is relaxable by 05 years in case of SC/ST candidates, 3 years in case of OBC
candidates.
9.3 For persons with Disability, upper age limit is relaxed by 10 years.
9.4 Upper age limit is relaxable by up to additional 10 years for ex-servicemen to the extent of
service rendered in Defense Forces plus 03 years provided they have put in a minimum of 6
months service at a stretch, except Ex-servicemen who have already joined the Govt. service on
Civil side after availing the Ex.servicemen status for the purpose of their engagement. However,
regardless of community, Ex. serviceman will be considered against the Ex. Servicemen quota, if
available. If UR vacancies are not available then only Ex. Serviceman belonging to those particular
communities where vacancies are available will be considered against the ex. servicemen quota.
9.5 The candidates, who want to avail the benefit of reservation of SC/ST, must upload
his/her Caste certificate on Central Government format only issued by appropriate authority
according to Annexure-I at the time of online application. Similarly, the candidates who want
to avail the benefit of reservation of OBC, must upload Caste certificate and Non-Creamy
Layer certificate issued on or after 1/4/2024 on Central Government format only by
appropriate authority as per sample Annexure-II at the time of online application. These
certificates are required to be produced in original at the time of document verification
also. The list of authorities empowered to issue SC/ST/OBC certificates are indicated below:-
a. District Magistrate/ Additional Magistrate/Collector/Deputy Commissioner/ Additional Deputy
Commissioner/Deputy Collector/1st Class Stipendiary Magistrate/ Sub-divisional
Magistrate/Taluk Magistrate/Executive Magistrate/ Extra Assistant Magistrate (not below the
rank of 1st Class Stipendiary Magistrate).
b. Revenue Officer not below the rank of Tahsildar.
c. Sub-divisional Officer of the area where the candidate and or his family resides
9.6 In terms of Railway Board Letter No. 2019-E(SCT)1/25/1 dated 07.02.2019(RBE 21/2019), there is
10% reservation to EWS (Economically Weaker Section) candidates. Those who want to avil the
benefit of reservation of EWS, must upload certificate issued on or after 01/04/2024 by
appropriate authority as per sample Annexure-IV.

10. EX-SERVICEMEN
10.1 An Ex-servicemen candidate selected under the reservation provided for them is to be placed in
the appropriate category viz. UR/SC/ST/OBC to which he belongs. Ex. servicemen, their children
and children of Armed Force personnel will be engaged for Apprenticeship as per details
mentioned below:
a) Children of deceased/disabled Ex. servicemen including those killed/disabled during
peace time.
b) Children of Ex. servicemen
c) Children of Serving Jawans
d) Children of Serving Officer
e) Ex. Servicemen
11. PAYMENT OF FEES
11.1 Application fees (Non-refundable) –Rs.100/- (Rupees one hundred only)
11.2 Fee payment will have to be made online through payment gateway as part of online application
process as under:
- Once the online application is complete in all respects at RRC/NFRs website
www.nfr.indianrailways.gov.in candidates will be directed to payment gateway to make payment.
- Once the payment is successfully done, candidates will be redirected to RRC/NFRs website to
complete the application process and download the application form.
- In case the candidates tried to make payment before and come across some issues like loss of
internet connection due to which the fee amount has been deducted from their
Account/Debit/Credit Card but still unable to download the application, please click on “ Verify

Payment” button to reconfirm the same from the payment gateway.
11.3 After ensuring the correctness of the particulars of the application form candidates are required
to pay fees through the payment gateway integrated with the online application. No change/edit
will be allowed thereafter.
11.4 The payment can be made by using debit card/ credit card/internet Banking etc. by providing
information as asked on the screen. Transaction charges for online payment, if any, will be borne
by the candidates.
11.5 On successful completion of the transaction, e-receipt with the date entered by the candidate
will be generated which should be printed and retained by the candidate.
11.6 If the online transaction is not successfully completed, please login again and make payment
online.
11.7 No fee is required to be paid by SC/ST/PWD/Women candidates.
12. STANDARDS OF FITNESS FOR THE PERSON WITH DISABILITY (PWD)
12.1 Only Loco motor or Cerebral palsy who suffers from not less than 40% of relevant disability and
Hearing Impaired (HH) having 60 decibels or more in the better ear in the conversational range
of frequency are eligible to apply.

12.3 For the purpose of visually handicap (VI) candidates, definition of VI disabilities are as under:
a) Blindness
“Blindness” refers to a condition where a person suffers from any of the following condition,
namely:
Total absence of sight, or
Visual acuity not exceeding 6/60 or 20/2000 (snellen) in the better eye with correcting lens;
Limitation of the field of vision subtending an angle of 20 degrees or worse.

b) Low vision (VH)


“Person with low vision” means a person with impairment of visual functioning even after

treatment or standard refractive corrections but who uses or is potentially capable of using
vision for the planning or execution of a task with appropriate assistive device.
12.4 Person with Disability (PWD) who wants to avail the benefit of reservation must produce a
disability certificate issued by a competent authority (i.e. Medical Board duly constituted by
the Central or State Government including one specialist in the particular field for assessing
disability). Disability certificate should be strictly as per Form II, III and IV as attached.

12.5 Other than abovementioned Persons with Disabilities (PWD) candidates as mentioned against
the relevant trades should not apply as PWD, and, they will not be eligible for such

13. HOW TO APPLY
13.1 Candidates are required to apply ONLINE by visiting www.nfr.indianrailways.gov.in detailed
instructions for filling up ONLINE applications will be available on the website.

13.2 Candidates are required to log on to the RRC/NFR website www.nfr. indianrailways.gov.in
provided for filling ONLINE applications and fill up the personal details/BIODATA etc.

NOTE-I: Candidates should be in possession of Aadhaar Card. At the time of registration,


candidates have to fill 12 digits Aadhaar Card number. The candidates not having
Aadhaar number and have enrolled for Aadhaar but have not received Aadhaar Card
can enter 28 digits Aadhaar Enrolment ID printed on the Aadhaar Enrolment slip.
This provision is applicable to the candidates of all states and Union Territories except
the state of Jammu and Kashmir, Meghalaya and Assam.
Applicants from these states can enter in the online application form, their voter ID
number, valid passport number, driving license number or any other valid Government
identity card at the time of online application.
Candidates have to produce original Aadhaar card or document mentioned above, at
the time of document verification.
NOTE-II: Candidates should ensure their name, father’s name, date of birth should
exactly match as recorded in Matriculation or equivalent certificate. Any deviation
found during Document Verification will lead to cancellation of candidature and also
debarment.
NOTE-III: Candidates are advised to indicate their active mobile number and valid e-
mail ID in the ONLINE application and keep them active during the entire engagement
process as all important messages will be sent by email/SMS which will be treated as
deemed to have been read by the candidates.
13.3 Candidates have to choose only one unit.
13.4 Candidates trying to submit more than one application with different particulars like
Name/Father’s name/Community/Photo (face)/ educational and/or technical qualification etc.
or with different Email ID/Mobile Number are informed that all such applications will be
summarily rejected.

13.5 Candidates have to keep printouts of their online application. If found eligible, he/she will
be called for Document Verification and the print out of online application is required to be
produced at the time of Document Verification.

14. SCANNED PHOTOGRAPH/SOFT COPY OF PHOTOGRAPH


14.1 Candidates are required to upload their colour photograph as per specifications mentioned on
the website with clear front view of the candidate without cap and sunglasses. Candidates may
note that RRC may, at any stage, reject the applications for uploading old/unclear photograph
or for any significant variations between photograph uploaded in the Application Form and the
actual physical appearance of the candidate. Candidates are advised to keep two additional
copies of the same photograph ready with them for bringing at the time of Document
Verification.
15. SCANNED SIGNATURE/SOFT COPY OF IMAGE OF SIGNATURE

Candidates are also required to upload their signature as per specifications mentioned on the
website.
16. DOCUMENTS TO BE UPLOADED
Candidates are required to upload the legible scanned copy of following documents:
16.1 SSC (Standard 10th) or its equivalent mark sheet and Class-10 Pass Certificate.
16.2 Mark sheet & Pass certificates of 12th std (with physics, chemistry & biology) must be uploaded
for the two categories of Medical laboratory Technicians.
16.3 Certificate for proof of date of birth (Standard 10th or its equivalent certificate or a d m i t
c a r d / mark sheet indicating date of birth or school leaving certificate indicating date of birth).
16.4 Consolidated mark sheet for all semesters of the trade in which applied / Provisional National
Trade Certificate indicating marks.
16.5 National Trade Certificate issued by NCVT or Provisional National Trade Certificate issued by
NCVT /SCVT.
16.6 Caste certificate for SC/ST/OBC candidates, wherever applicable, as mentioned in Para 9.5
above.
16.7 Certificate for EWS candidates, wherever applicable, as mentioned in Para 9.6 above.
16.8 Disability certificate, in case of PWD candidate.
16.9 Discharge certificate / Serving certificate, in case of candidates applied against Ex- Servicemen
quota. Production of original documents, as stated above, on the day of document verification is
mandatory without which they will not be allowed to appear in the document verification.
Certificates in languages other than English or Hindi should be accompanied by an attested
translation in English/Hindi.
17. LAST DATE FOR RECEIPT OF APPLICATION
17.1 The ONLINE application, complete in all respect, can be submitted through ONLINE process as
indicated in the schedule on first page. No physical copy of the application is required to be sent
to RRC. Even if it is received, no cognizance will be given to it.

18. TRAINING PERIOD & STIPEND


18.1 The candidates finally engaged will be provided Stipends at the prescribed rate as per the
provision.
18.2 No Hostel accommodation will be provided and selected candidates will have to make their
own arrangement during their training as per Apprentice Act 1961 and they will be released on
completion of the training.

19. AGREEMENT OF TRAINING


19.1 Before commencement of the Apprenticeship training in the designated trade, the selected
candidate has to enter into a Contract of Apprenticeship Training with the following provisions:
19.2 Where the Contract of Apprenticeship is terminated through failure on the part of the
employer in carrying out the terms and conditions of the contract (as notified under the
Apprenticeship Rules 1992), candidate will be paid apprentice compensation as prescribed.
19.3 In the event of premature termination of Contract of Apprenticeship for failure on the part
of apprentice to carry out the terms and conditions of the contract (as notified under the
Apprenticeship Rules 1992), the candidate/surety has to pay such amount as is determined by
the Apprenticeship Adviser as and towards the cost of training.
19.4 It is not obligatory on the part of employer to offer any employment to the passed out trade
apprentice on completion of the period of Apprenticeship Training in his establishment nor
shall it be obligatory on the part of the Apprentice to accept an employment under the
employer.
20. In case the selected candidate is minor then, his/her guardian has to enter into a Contract of
Apprenticeship with the employer.
21. MEDICAL FITNESS
21.1 In terms of Railway Board’s letter no. E(MPP)/2009/6/14 dated 04/12/2018 candidate has to
bring medical certificate as per the ‘Annexure III’ attached with the notification, at the time of
document verification. “The medical certificate should be signed by Government authorized
doctor(Gaz.), not below the rank of Asst. Surgeon of Central/State Hospital”. Without medical
certificate, as referred above, no document verification will be conducted and candidature is
liable to be cancelled.

22. HELP DESK
22.1 For any problems in submitting the applications online or printing of the application,
candidates may click on the Help Desk button appearing on the application web page and seek
help accordingly. For response to their queries, they must provide their e-mail IDs.

23. IMPORTANT INSTRUCTIONS


23.1 The decision of the Railway administration in all matters relating to eligibility, acceptance or
rejection of the applications and mode of selection shall be final.
23.2 Imparting training in Railway will not confer any right to the candidates for their absorption in
Railway after successful completion of training. In terms of para-10 of Schedule V of the
Apprenticeship Rules,1992, notified on 15.07.92 by the Ministry of Labor, it shall not be
obligatory on the part of the employer to offer any employment to the Apprentice on completion
of period of his/her apprenticeship training in his / her establishment. It shall not be obligatory
on the part of the apprentice to accept an employment under the employer. Imparting Training
in Railway will not confer any right to the candidates for their absorption in Railway after
completion of Training.
23.3 Training in Railway establishments under the Apprentices Act, 1961 does not, by itself, confer
any right, whatsoever, for appointment in railway services by default. Contract of apprenticeship
will be terminated on completion of training. However, there is a provision of 20% of the
vacancies in case of direct recruitment through open advertisements being filled giving
preference to course completed act apprentices.
23.4 No correspondences for engagement will be entertained.
23.5 Canvassing in any form will disqualify the candidature and no correspondence will be
entertained in the matter.
23.6 Candidature of the candidate shall be cancelled if he/she fails to produce the required
original testimonials for verification or any other discrepancy noticed.
23.7 Before applying, the candidates should ensure that he/she fulfills the eligibility and other criteria.
If erroneously engaged, such candidates shall be summarily dismissed without notice at any
stage.
23.8 The Railway administration does not undertake any responsibility for sending reply to the
candidates not selected or not called for. No correspondence in respect of the application
submitted shall be entertained or replied by this office to any individual or organization.
23.9 No daily allowance / conveyance allowance or travelling allowance will be paid to the
candidates called for document verification.
23.10 Candidates need not send any application printouts or certificates or copies to RRC by post.
The candidature of the candidates will be considered only on the strength of the information
furnished in the ONLINE application.
23.11 No request of candidate to change the division/unit will be entertained.
