Lab Technician) Under Apprentices Act 1961 – Reg.

Applications are invited through online only in the website “ www.rrcmas.in ” from
eligible candidates for engagement as Act Apprentices under Apprentice Act 1961 for the year
2018-19 in the following units of Southern Railway.
1. NUMBER REQUIRED AND RESERVATIONS
Number of candidates proposed to be trained as Act Apprentices in the above
units/ various designated trades / Reservation for the communities of each department are
indicated below.
i) The number of training slots mentioned herein are only approximate and may vary
subject to concurrence by Associated Accounts. The number of training slots may be revised for
administrative reasons.
ii) The seats reserved for SC/ST may be interchanged for want of eligible SC/ST
candidates. Similarly the seats remaining unfilled by OBC Candidates will be filled by
unreserved Category. (Railway Board’s letter No.E (MPP) 2002/6/10 dt.17.06.2011).

2. Educational Qualification:

3. Age Limit as on 14/12/2018.

c) The upper age is relaxable up to 3 Years for OBC candidates, 5 Years for SC/ST
candidates and 10 Years for Persons with disability (PH).
4. PERIOD OF TRAINING:-
a) Fresher Category

b) Ex.ITI Category
In respect of Ex.ITI candidates, rebate will be given in the duration of training to the extent of
training undergone by them in the designated trades in ITI as per Apprentices Act 1961.
5) RATES OF STIPEND:-
a) During the first year of training Rs.5700/-
b) During the second year of training Rs.6500/-
c) During the third and fourth year of training Rs.7350/-
For Diesel Mechanic Trade
a) During the first year of training Rs.5900/-
b) During the second year of training Rs.6700/-
c) During the third year of training Rs.7550/-
The period of training undergone in the ITI shall be taken into account for the purpose of
determining the rate of stipend payable.
6) STANDARD OF MEDICAL FITNESS:
A person shall be eligible for being engaged as an apprentice if he satisfies the minimum standards of
physical fitness specified in Schedule-II (Enclosed) of Act Apprentices rules 1992.
Selected candidates shall have to bring Medical Certificate at the time of document verification in the
prescribed format as per Apprentices Act 1961 and Para 4 of Apprentices rules 1992 (as amended
from time to time).
The Medical Certificate should be signed by Government Authorised Doctor (Gaz.) not below the rank
of Asst.Surgeon of Central/State hospital.
*Provided further that the standards of fitness specified for item (4) relating to "EARS" and item (6)
relating to “SPEECH" of schedule II shall not apply in the case of a person who is deaf or dumb or
deaf and dumb for the following trades, namely:-
1. Carpenter.
2. Painter (General).
3. Fitter
4. Turner.
5. Machinist
6. Welder (Gas and Electric)
7. Wireman.
8. Electrician
9. Electronics Mechanic

**Provided further that the standards of fitness specified for item (3) relating to “Eyes” shall not apply
in the case of a person with low vision (Low vision means a person with impairment of vision of less
than 6/18 to 6/10 with best correction in the better eye or impairment of field in any one of the
following categories : i) Reduction of fields less than 50 degrees, ii) Heminaopia with macular
involvement, iii) Altitudinal defect involving lower fields) for the following trades namely:-
1. Fitter
2. Turner.
3. Machinist
4. Electrician
5. Wireman
6. Winder (Armature)
7. Carpenter
8. Refrigeration and Air-Conditioning Mechanic
9. Mechanic Diesel
10. Painter (General)
**Provided further that the standards of fitness specified for item (11) relating to “skeletal system” will
be relaxed in the case of a Orthopadically handicapped person for the following trades as mentioned
against each trade, namely:-

can be accommodated forboth hands
09 Mechanic Motor Vehicle Upper limb partially damaged (Little finger and Ring Finger)
can be accommodated for both hands.
Lower limb partially damaged only one side can be
accommodated
10 Electronics Mechanic Without legs or leg.
11 Painting General One upper & lower limb partially damaged.
7. APPLICATION
a) Applicants should apply online only in website “ www.rrcmas.in “
b) Processing fees of Rs.100/- to be paid online via Debit card or Internet banking. Account

c) SC/ST/PWD/Women Candidates are exempted from the payment of Processing Fee.
d) Candidates should submit only one application irrespective of the number of trades/units
applied for.
e) Candidates shall apply only one category of Fresher category, Ex.ITI or MLT.

8. SUBMISSION OF APPLICATIONS
a) The access of online server gets closed on 13.01.2019 by 17.00 Hrs.
b) Applicants can’t apply beyond the cut off time.
9. SELECTION
The selection will be on the basis of Merit List prepared in respect of all the eligible
candidates who apply against the Notification. The Merit List will be prepared by the Committee
nominated for this purpose by following the procedure mentioned as under:
a) Fresher Category :- Marks obtained in Matriculation will be converted for 200 and merit
list will be drawn based on the converted marks duly ensuring Minimum 50% in
aggregate marks in Matriculation.
b) Ex.ITI :- Marks obtained in Matriculation will be converted to 100 marks ( duly ensuring
Minimum 50% marks in aggregate) + ITI marks duly converted to 100. Total marks put
together will be calculated for 200 marks and merit list will be drawn based on the
converted marks giving equal weight age to both.
c) MLT :- Marks obtained in Higher Secondary (with Physics, Chemistry, Maths & Biology)
will be converted for 200 and merit list will be drawn based on the converted marks duly
ensuring Minimum 50% in aggregate marks in Matriculation.
d) For SC/ST, Ex.servicemen and PWD ( PH quota) candidates the minimum percentage
of 50% marks in aggregate in Matriculation is not insisted upon.
e) In case of two candidates having the same marks, the older candidate will be preferred.
In case the dates of birth are also same, then the candidate who has passed
Matriculation Examination earlier will be considered.
10. OTHER CONDITIONS:
a) The candidate should submit one application only for all the Trades/Units. He/She
should apply either for Fresher , Ex.ITI category or MLT Category.
b) Administration reserves the right to allot the selected candidate to any of the units.
Units/Trades once allotted will be final and request for change will not be entertained.
c) Academic/Technical qualifications acquired through recognized Boards/Institutes will
only be considered.
d) Diploma Holders/Degree holders/ Engineering Graduates/Course Completed Act
Apprentices will not be considered.
e) Candidates applying for Ex.ITI category should possess ITI qualification in the relevant
trade at the time of applying itself. The applications of the candidates without attested
copy of SCVT/NCVT certificate in the relevant ITI trade will be rejected.
f) Candidates are advised to fill all the columns correctly.
g) Selected candidates should produce all original Certificates for completion of qualifying
examination at the time of verification of certificates. Transfer Certificate with higher
qualification (Degree/Diploma/Engineering Degree) will not be considered.
h) Candidates selected for training will not be allowed to withdraw from training except for
reasons, which are beyond their control. Before commencement of training, the
candidates should execute a contract of Apprenticeship. Also they should submit
Indemnity bond in the prescribed format.

i) Those who willfully absent themselves are liable to refund the whole cost of their training
as well as the amount paid as stipend as determined by the Central Apprenticeship
Adviser. Also their Apprenticeship will be terminated as per extant rules under
Apprentices Act 1961.
j) The engagement and training are strictly in compliance with the provisions of
Apprentices Act 1961 and there is NO GUARANTEE FOR EMPLOYMENT to the
Apprentices on successful completion of training.
k) Every Apprentice on completion of the period of training and on passing a test ( to be
conducted by National Council for Training in Vocational Trade to determine his
proficiency in the Designated Trade ) will be given a Certificate of Proficiency in the
trade by the National Council.
l) The selected candidates should abide by the rules and regulations framed by the
Administration from time to time.
m) If any information furnished by the candidate is found to be false, his/her candidature will
be cancelled at any stage.
n) The selected candidates will not be given any Hostel Accommodation (or any other
facility). They will have to make their own arrangements for their stay during the training
period.
o) Such of those applications which are not complete in all respects and received without
signature or without attested Photo or attested copy of certificate in proof of Date of
Birth, Academic/Technical qualification/Community/Disability will be rejected.
p) Applications without Processing Fee will be summarily rejected without any intimation in
this regard. However SC/ST/PH/Women candidates are exempted.
q) Applications from the candidates who do not fulfill the conditions prescribed in this
Notification will be summarily rejected without any intimation in this regard. No
correspondence will be entertained in this matter.
r) The decision of Administration in regard to acceptance or otherwise of any application or
in regard to selection of the candidates and their training even without assigning any
reason will be final.
