COMPLAINANT: PSMS Pete Maluh, of legal age, single and
bonafide member of Philippine National Police, presently assigned

FACTS OF THE CASE:
That on or about 9:30 A.M. of February 2, 2024 at Brgy Can-
umiang, San Agustin, Romblon, the suspect was apprehended and
confiscated from his possession and control of one (1) unit .38
caliber revolver with serial Nr.784564, loaded with three (3)
pieces ammunitions without pertinent documents.

AFFIDAVIT OF ARREST
We, PSMS Jay Bangis and PSMS Marco Tibay, both of legal
age, and bonafide members of Philippine National Police and
presently assigned at Cabolutan Community Precinct, San Agustin,
Romblon, after having been sworn to an oath in accordance with
the law, depose and say:
That, we arrested SADAM TIRADOR, 24 years old, married
and a resident of Sitio Salingsing, Calatrava, Romblon for violation
of “Illegal Possessions of Firearms” “R.A. 8294 as amended by R.A.
10591 (Comprehensive Firearms and Ammunition Regulations
Act). Apprehension took place on or about 9:30 A.M. of February
2, 2024 at Brgy Can-umiang, San Agustin, Romblon.
That, while our team conducted foot patrol at the above-
mentioned date, time and place the suspect was walking towards
us at more or less seven (7) to ten (10) meters. When he saw that
we were approaching towards him, suddenly he turned back and
ran away.
That, we identified ourselves as police officers and ordered
the suspect to stop but the suspect ignored us and continued
running that prompted our team to chase him until he was
cornered and caught. Then we asked him why he was running
away from us. He attempted to draw a gun from his waist.
Fortunately, PSMS Tibay was able to hold the suspect’s hand
while holding the above firearm. Confiscated from his possession
and control was one (1) unit .38 caliber revolver with serial
Nr.784564, loaded with three (3) pieces ammunitions. During
apprehension and confiscation, the suspect failed to present any
legal document for possession of said firearm. Suspect was
immediately brought to San Agustin Municipal Police Station for
proper booking and filing of a case in inquest proceeding.
That, we arrested the suspect and informed his
constitutional rights for his arrest is without warrant of arrest
pursuant to Section 5, Rule 113 of the Revised Rules of Criminal
Procedure, to wit:
x a. When, in his presence, the person to be arrested has
committed, actually committing, or is attempting to commit an
offense.
That, we are executing this affidavit to attest the veracity and
truthfulness of the circumstances of the warrantless arrest of the
suspect.

1. On February 2, 2024, at about 9:30 AM at Brgy. Can-
umiang, San Agustin, Romblon, PNP personnel led by PSMS Pete
Maluh apprehended one SADAM TIRADOR, 24 years old, married
and a resident of Sitio Salingsing, Calatrava, Romblon, for violation
of “Illegal Possessions of Firearms” “R.A. 8294 as amended by R.A.
10591 (Comprehensive Firearms and Ammunition Regulations
Act).
2. Investigation disclosed that while the team of PSMS Pete
Maluh was conducting foot patrol at the above-mentioned date,
time and place they saw the suspect walking towards them at
more or less seven (7) to ten (10) meters. When the suspect saw
the police officers he immediately turned back and ran away. The
team identified themselves as police officers and ordered the
suspect to stop but the latter ignored the police officers and
continued running away. The police officers chased the suspect
until he was cornered and caught. In that instance, police officers
asked the suspect why he was running away. The suspect
attempted to draw a gun from his waist. Fortunately, PSMS Tibay
was able to hold the suspect’s hand holding the above firearm.
Confiscated from the suspect’s possession and control was one (1)
unit .38 caliber revolver with serial Nr.784564, loaded with three
(3) pieces ammunitions.
3. During apprehension and confiscation, the suspect failed to
present any legal document for possession of said firearm.
Suspect was immediately brought to San Agustin Municipal Police
Station for proper booking and filing of a case in inquest
proceeding.

FACTS OF THE CASE:
San Agustin MPS was given a copy of Warrant of Arrest in Criminal
Case No. 24-000031234 for Rape with HOMICIDE, issued by the
Honorable Hukom Bitay, Judge of RTC Branch, 75, Odiongan,
Romblon on February 24, 2024; with bail recommended at Php
500,000.00 against Bobby Manyac Y Sadista.
On March 1, 2024, the Office of the San Agustin MPS received a
tip from an informant that a suspect was seen playing billiards at
Kiko’s Billiard House at Brgy. Cabolutan, San Agustin Romblon.
Immediately the Chief of Police readied his men in an operation to
arrest the suspect.

NARRATIVE:
On March 1, 2024 at about 7:00 AM, PSSG Fiona Gamboa ,
who was the duty desk officer, received a telephone call from an
informant that Bobby Manyac Y Sadista , a rape suspect with
pending Warrant of Arrest was seen playing billiards at Kiko’s
Billiard House along the National Road of Brgy. Cabolutan, San
Agustin, Romblon.
Acting on this information, the undersigned dispatched a
team led by PCAPT BOUNTY HUNTER to serve the Warrant of
Arrest to the suspect. Accompanied by an informant, the team
arrived at about 8:00 AM at the place where they saw the suspect
playing billiards. Immediately, they apprehended the suspect who
did not resist arrest and was brought to this Office for proper
disposition.
Suspect was booked with No. 11-22203 and was turned-over
to the issuing court for detention.

Police Major MARIO M MARTINEZ, COP spearheaded the Kick-off
ceremonies of the National Women’s Month Celebration. This
year’s theme: “Lipunang Patas sa Bagong Pilipinas: Kakayahan ng
Kababaihan, Patutunayan!
3. A motorcade around the town was conducted participated
by the LGU and different local and national agencies to inform the
community of the said celebration. After the motorcade, a short
program was conducted with Police Major Martinez welcoming
the guests, visitors and participants – thanking them of their usual
unwavering support to the advocacies promoting women’s rights.
The highlight of the program was the speech delivered by
Honorable Mayor Alfredo E. San Juan as the Keynote Speaker. In
his speech, the Honorable Mayor emphasized the invaluable
contributions of women to society, women empowerment and
eliminating barriers and constraints that hinder women’s
progress. The Kick-off ceremonies showcased a Zumba Dance
participated by more or less 300 individuals, national and local
employees and RSU criminology students.

- Victim: Froyo Makabangon, husband of Dina Makabangon
On the above-mentioned time and day, Dina Makabangon
saw her husband having drinking spree with the suspects who
are also their neighbors. Not long after, she heard someone
shouting followed by a commotion. When she verified what
was happening, she saw the suspects mauling her husband.
She pleaded for the suspects to stop but her plea fell on deaf
ears. After a while, she saw Bartoloy drew a bladed weapon
and repeatedly stabbed his husband in the chest and
different parts of the body. After which, suspects fled on foot.
With the help of some of her neighbors, she rushed her
husband at San Agustin Hospital where her husband was
declared dead on arrival by the attending physician.
At around 1:30 PM of same date, Dina went to the San
Agustin MPS to report the stabbing incident involving her
husband as the victim.
The undersigned immediately dispatched a team led by PSMS
Dolan Bawang to investigate the incident, determine the
suspects’ whereabouts and bring the suspects to the bar of
justice.

incident involving her husband, Froyo Makabangon, as victim.
2. According to the complainant, at about 9:00 A.M. of same
date, she saw her husband having a drinking spree outside of their
house with their neighbors identified as Inting Abella and Boyong
Bartoloy. Not long after, she heard someone shout invectives,
followed by a commotion. Immediately, she rushed to the scene
where she saw Abella and Bartoloy mauling her husband. She
pleaded for the suspects to stop but her plea fell on deaf ears.
3. Instead, she saw Bartoloy draw a bladed weapon from his
waistband and repeatedly stab his husband in the chest and
different parts of the body. After which, the suspects fled on foot.

1. On March 22, 2024, at about 2:30 A.M., a shooting incident
occurred at Brgy. Sibucan, San Enrique, Carlota, City. The victim
was identified as Police Officer 1 Federito Armateo Jr, member of
PNP SAF assigned in Iligan City.
2. Initial investigation disclosed that on the same date, time
and place of occurrence, Armateo armed with two .45 caliber
pistols was shouting bad words against their family and forced his
way by destroying the door of the house of the suspect, Peter
Gallaga, 32 years old, security guard and brother-in-law of the
victim.
3. Gallaga tried to pacify Armateo, who is under the influence
of liquor but he failed until he shot the victim in his left chest
using his .357 revolver. Armateo repeatedly threatened Gallaga
and his family thay they will all be killed and he would “drink the
blood”. The victim was immediately brought to Don Salvador
Benedicto Memorial Hospital in La Carlota City but pronounced
dead on arrival by the attending physician.
4. Recovered from the crime scene were two .45 caliber
pistols with live ammunition, and a gun recoil spring while
unfortunately the unlicensed .357 revolver was not found after
the suspect thrown it to the ricefields.
5. Investigation also disclosed that Armateo was having
personal problem with his wife who is having custody of their
children. Armateo went home in Brgy Sibucan to attend the court
hearing in Valladolid regarding the charges of alarm and scandal
file against him recently.
6. The undersigned immediately dispatched a team led by
PSMS Dolan Bawang to determine the suspect’s whereabouts and
bring him to the bar of justice.

suspect who did not resist arrest. The suspect was brought to the
police station for booking and immediately subjected for paraffin
test.

the suspect will be brought to the attention of an inquest fiscal for
proper disposition and recommendation.

FACTS OF THE CASE
On April 8, 2024, at about 10:00 AM, elements of Calatrava Police
Station led by PEMS Elias N Escobar left this station on board
white Toyota Hilux vehicle bearing plate number UBA-699 to
escort the medico-legal officer who would perform an autopsy on
Barangay Councilman Pedro Dedo of Brgy Salingsing, Calatrava,
Romblon and conduct ocular inspection of the crime scene.
Councilman Dedo was liquidated at Brgy Salingsing by suspected
CPP/NPA/NDF/ operating in the area. On the wheel was PEMS
Escobar (Team Leader), while on board were PSMS Daniel T
Barrion, Patrolman Leon V Guerrero, Patrolman Leonardo B
Cornejo, Patrolman Efren A Arevalo, Patrolman Roberto M Pelagio
and civilians Ruben T Astor (informant) and Danny F Molina
(medico-legal officer)
At about 10:30 AM, while the patrol car was ascending northward
at a normal speed near Kamalig Snack Bar, Brgy Salingsing,
Calatrava, Romblon, it was met by a volley of shots and
explosions. The patrol car riddled with bullets and pockmarked
with shrapnels turned upside down. PNP personnel were thrown
off from the car, lying dead near the car while others were on
shock. The ambushers –majority of them were wearing fatigue
and camouflaged uniform- come down the highway, approached
the patrol car and fired at close range at the injured and/or dying
policemen, killing them all. Thereafter the armed men divested
the dead PNP personnel of their valuables and looted the scene of
firearms and other police equipment while at the same time
shouting insulting words and scoffing at the dead bodies of PNP
personnel. The ambushers hastily withdrew from the carnage
scene going to the direction of the municipality of San Agustin.
On arrival, they discovered the bodies of the victims who all bore
multiple gunshot wounds on the head, chest and abdomen. Killed
in action were PEMS Elias N Escobar, PSMS Daniel T. Barrion,
PSMS Leon B Guererro, Patrolman Leonardo B Cornejo, Patrolman
Efren A Arevalo, Patrolman Roberto M Pelagio. The informant, a
certain Ruben T Astor of Brgy Salingsing, this municipality, was
also killed while Danny F Molina, a sanitary Inspector who was
also with the group, escaped unhurt. Said police officers were
returning to base after conducting investigation/autopsy upon the
cadaver of Pedro Dedo, a barangay councilman of Brgy Salingsing,
this municipality, who was liquidated by suspected CPP/NPA/NDF
operating in the area.
Witness ARA RAYMUNDO Y JIMENEZ, 34 years old, married,
housekeeper, native of Brgy Cabulotan, San Agustin, Romblon, in
her sworn statement, stated that on April 8, 2024, at about 11:30
AM, while she was at the waiting shed at Salingsing road, Brgy
Calatrava, Odiongan, Romblon waiting for her husband who
temporarily left her to secure a sledge where she could ride, she
actually saw the police jeep, with uniformed personnel on board
drove past her. While it was ascending southward at a normal
speed, it was met by a volley of shots and that she actually saw
one police officer being thrown off, his body rolling on the
highway. Fearing for her safety, she hastily left the place, yet still
hearing continued gun shots – some rapidly, some intermittent.
She also heard several explosions and that she did not see
anybody from the group who fired those shots. Later, she learned
that as a result of the incident, six (6) policemen from the
Calatrava Municipal Police Station and one (1) civilian were killed.

A passenger jeep driver and his conductor, who both requested
anonymity, stated that when they reached that portion of the
road on that particular time and date on their way to Brgy
Cabolutan, San Agustin, Romblon, they were stopped by two
armed men. There, they saw the police jeep already resting on its
top. They also saw armed men come down the road, approached
the jeep and fired at close range at the injured and/or dying
policemen, killing them all. Thereafter, the same persons divested
the dead of their valuables and looted the scene of firearms and
other police equipment while at the same time shouting insulting
words and scoffing at the cadavers. When the said persons left
and finally disappeared, they also left the place immediately.
When asked about the appearance of the gun-wielding men, both
of them noted that the majority were wearing fatigue and
camouflage uniforms and carrying assorted long firearms. A
number were wearing Maong pants. Some were barefooted. The
witnesses also claimed that they could not recognized any of
those persons as that was the first time they saw them. However,
they firmly believed that said persons were NPAs judging from
their appearance and actuations.
The investigating team from this station arrived at the crime
scene at about 1:00 PM on the same day and noticed that the
police jeep was lying upside down. It was also riddled and
pockmarked with bullet and shrapnels. All tires, including the
reserve were punctured and deflated. The cadavers of the police
personnel were strewn near the jeep except that of Patrolman
Leonardo B Cornejo which was about fifteen meters down the
road. All firearms, ammunition, poaches, suspender belts, other
police accoutrements, billfolds and valuables were missing from
the bodies of said victims and from the crime scene. The
mechanical tools of the jeep were also missing from the shattered
compartment, all taken for themselves by the ambushers. Found
at the vantage point and near the jeep were empty shells of
assorted calibers of firearms, such as; M-14, M-16, AK 47, MI
Garand, and carbine rifles, foodstuffs, plastic container with water
and cigarettes evidently left by the ambushers on their retreat.
At the time of the incident, said police officers were carrying their
service firearms and ammunition as follows:
PEMS Elias N Escobar – M-16Cal.5.6mm US colt, SN 770964 with
four magazines and 120 rounds of ammunition
PSMS Daniel T Barrion- 9MM Beretta pistol, SN 93807 with four
magazines and sixty-eight rounds of ammunition.
PSMS Leon V Guerrero- 9MM Jericho pistol SN99887 with three
magazines and fifty one rounds of ammunitions and Armalite rifle
Cal 5,56 SN 96784 with 240 rounds of ammunition contained in
eight magazines.
Patrolman Leonardo B Cornejo - 9MM glock 17 pistol SN 76543
with three magazines and 50 rounds of ammunition.
Patrolman Efren A Arevalo – 9MM Beretta pistol, SN34565 with
38 rounds of ammuninition
Patrolman Roberto M Pelagio- Cal. 45 Colt Pistol, SN 34567 with
28 rounds of ammunition contained in four magazines.
On April 8, 2024, at about 12:05 PM, this station received a
sketchy report that its police jeep was seen lying upside down
along the Salingsing Road at Brgy Salingsing, this municipality, and
lifeless bodies of uniformed police personnel were strewn thereat
as a result of alleged ambuscade. Acting on this information,
PCINSP ELY TUMIBAY, together with six (6) other PNP uniformed
personnel, immediately rushed to the scene to conduct an ocular
investigation of the incident.
The team under PEMS Elias N Escobar on board a white Toyota
Hilux vehicle bearing plate number USF-639 left this station at
about 10:00 AM of April 8, 2024. They were to escort the medico-
legal officer who would perform an autopsy on Barangay
Councilman Pedro Dedo and conduct ocular investigation of the
crime scene. On the wheel was the team leader, PEMS Elias N
Escobar, while on board were PSMS Daniel B Barrion, PSMS Leon
V Guerrero, Patrolman Leonardo B Cornejo, Patrolman Efren A
Arevalo, Patrolman Roberto M Pelagio and civilians Ruben T
Astors and Danny F Molina.

When the smoke of gun battle subsided, about thirty minutes later, fourteen (14) CNNs lay
dead. TEOFILO BACOCO alias KA PILO, who was seriously wounded in the initial exchange of
gunfire, was captured. There was no casualty on the government side.
After clearing the area, the team of PINSP AMBULAN conducted pursuit operations on the
CNNs who were able to escape. Following the trails and bloodstains, the pursuing elements
caught up with the enemy about two kilometres north of the encounter scene on April 10,
2024, at about 3:30 PM. The troops engaged about ten (10) CNNs for about 15 minutes, after
which the enemy withdrew. As a result, two more CNNs were killed. Recovered from their
possessions were two (2) high-powered firearms (1 M-16 and 1 AK-47) and subversive
documents. Again, there was no casualty on government side.
Acting on this information, the undersigned immediately organized two police teams with the
mission to seek, engage and neutralize the reported CNNs. An 11-man PNP team from 2 nd
Platoon Manuever Company led by PSINSP LAKAN G ILAS and an equal number of PNP
elements from San Agustin MPS under PINSP MARIO T DOBLE simultaneously jumped off on
April 10, 2024 at about 6:00 AM passing through Barangays Salingsing and Cabolutan, San
Agustin, Romblon and subsequently maneuvered to ambush positions at the probable enemy
route in the morning of April 10, 2024. Hours of long wait, however, proved futile as the
expected enemy failed to show up.
After securing the area and vicinity from possible enemy counterattack, the troops started
recovering the items left behind by the enemy, to include firearms and ammunition. Four (4)
dead CNNs were later identified as Uldarico Padilla alias Ka Binoe, Felipe Remolar alias Ka Ipe,
Django Nandez alias Ka Inggo and Fernando Gario alias Ka Ando, while the rest remained
unidentified.
Sensing possible annihilation, the enemy frantically withdrew towards the forested area but
an alert team led by PEMS Constantino C Lakay, cut them down with automatic gunfire and
thunderous explosions from their M-203 grenade launchers. Others, however, managed to
escape bringing along with them their wounded comrades as evidenced by the bloodstains on
the route of withdrawal.
On or about 9:00 A.M., April 9, 2024, this station received a reliable information from an asset
that an undetermined number of CPP/NPA/NDF (CNN) led by TEOFILO BACOCO, alias KA PILO,
were planning to collect foodstuffs and conduct teach-ins to the barangay folks in Barangay
Salingsing, Calatrava, Romblon.
Heavy fire fight ensued. Using available firepower, the government troops valiantly engaged
the CNNs in a heated gun battle. In a determined effort to seize the initiative and gain tactical
advantage, the team of PSINSP LAKAN G ILAS, in utter disregard of their safety, courageously
maneuvered towards the hilly portion of a terrain while the team of PINSP MARIO T DOBLE
provided cover fire. The tactics paid –off as they were able to inflict heavy casualties on the
enemies who were overwhelmed by the aggressiveness and ferocity of the government
troops.
Realizing the futility of waiting any further, the teams tactically moved towards Brgy.
Salingsing at about 2:00 P.M., passing through the thick forested area along Brgy. Salingsing,
Calatrava, Romblon, they were met by a heavy burst of gunfire from different directions
prompting them to seek cover and return fire toward the direction of the enemy.
