This school is under construction in Nashit Builders. After the completion it will provide the
services of education, training, knowledge and awareness. I have visited the under-construction
site on 13 September 2022.The area of the organisation is 3500 square meters area covered.
The building will consists of three departments. The first floor, which will be used for office
purpose, the second floor, which will be in use for classrooms and on the third floor there will be
computer labs, cafeteria and library. There are different employees working on site including site
manager, financial manager, site engineers, plumber, electricians, foreman, brick masons, crane
operator, carpenter and painters are on the site. The age of labour lies between 20 and 55. The
General description of the organisation shift pattern of labour force is of 8 hours, from 9:00 am to 6:00 pm, including an hour of rest time,
for a total of 48 hours per week, with off on Sunday.

The equipment’s and machineries used on construction site are excavator, wheelbarrow, spade,
welding machines, shovel, trowel, jack hammer, lifting machines etc. as well as bulldozer, paver,
grinders, compactors, trenchers and graders. The kind of work that is been carrying out at site
include erection, altering, installation of electrical cables and pipelines, structures, grading, filling,
concreting, brick masonry, welding, roof laying, plumbing, electrical and excavation. the material
used at the site are concrete, brick, stone, wood, wires, steel, metal, tile, plaster, sand etc.

Moral and financial arguments for ALL actions

Moral, general legal and financial Moral argument: It is the moral responsibility of company to protect their workers who come in the

should be showed by the organization if they want their workers safe and sound in the organization.
Workers who come to work are surely not alone and a whole family is attached to their selves who
are depending on them for their living means. They have to support their family and provide source
of shelter and food for them. Getting affected from the accident not only affect the workers but their
families as well as they could be the sole bread earner for their families. None of the society would
accept the unsafe working conditions and working practices of the company and none of the
workers would consider their selves safe physically and mentally if there are no safety measures
been taken in organization. Due to unsafe work conditions workers would get psychologically
disturbed and they could be head to any accident. to overcome these uncertainties, employer
should make sure of their work responsibilities of health and safety in organization.
General legal argument: Aside from moral reasons, according to national and international
standards, it’s a company responsibility of company to follow all the rules and regulations and work
in accordance with them. General rules and regulation of ILO Convention C-155 and
recommendation R-164 bound each employer of the company to ensure the worker safety on work.
According to Convention C155, it is the responsibility of employer to provide workers with safe
workplace, safe equipment and safe processes. If the employer fails to perform his legal duty, strict
legal actions would be taken against him. If organization breach the law, prohibition notices will be
issued against them. Except this there may be court prosecution of the company employer or
related person where they might face huge fine. Also the company could get closed if the results
are catastrophic. Injured worker can do civil claim against the company for compensation and those
would be paid by the employer which would be a separate additional cost to the organization.

During civil claims there would be court preceding which would result in time loss of company
affecting its production targets, also reputation of company would be drastically affected which
might lead to business loss in future.
Financial argument: After the accident company has to bear a huge loss in terms of finance as
well. If company take pre-emptive measures before any mishap, it will cost a fraction of amount of
capital of what company spends after an accident happen in the organization. After the accident
company has to bear the hospitalisation expense, operation cost, hiring new staff would also cost
money and time which will be resulting in delay of production. It will also include legal proceeding
and court prosecution cost and repairing the damaged machinery and equipment. Company’s
reputation also gets affected after such accidents which can create hurdles for the company in
future in business gain, workers morale would get down resulting in less efficiency and less
production and company industrial relations would be disturbed. All these things will act on the
financial loss of company. Injured workers can also claim for compensation that will come in a form
of cost, along with legal proceeding. All these expenses will be tolerated by the company because
company did not have any kind of insurance policy. Also, insurance premiums with be increased
the next time.

Justification for action 1

Where work cannot safely be done on or from the ground or from part of a building or other
permanent structure, a safe and suitable scaffold shall be provided and maintained, or other equally
safe and suitable provision shall be made.

All scaffolds and ladders shall be constructed and used in accordance with national laws and
regulations.

Pakistan OHS Act 2018 states Our national laws mention the same provisions as International
Labour Organization, and the company is in violation of not only the law, but also the law
internationally by not providing such measures.
Consideration of likelihood AND severity The likelihood of injuries due to falling from height of the ladder is very high because 1 worker is

using the ladder for the painting activity for around 5 long hours on daily basis, as this ladder using

the fatality. Such injuries can be fractures, broken bones, head injuries, broken back, spinal cord
injury, nervous system failure, disability and death also damage and loss of the materials and
equipment.
The risk is only confined in the area and the only worker using the ladder is exposed to the falling
hazard.
How effective the action is likely to be in
By giving the mobile scaffold instead of the ladder will effectively reduce the chances of the

According to the ILO Code of Practice “Safety and Health in Construction” Section 15.3.
Whenever required by local conditions, lamp fittings all electrical equipment should be protected
proof against exposure to dust, gases, and water or other adverse environmental factors.
Both national and international laws are being violated because the organization does not follow
such safety measures and does not take adequate measures against the hazard.

Pakistan OHS Act 2018 states Our national laws mention the same provisions as International
Labour Organization, and the company is in violation of not only the law, but also the law
internationally by not providing such measures.
Consideration of likelihood AND severity The likelihood of electric shock and electrocution due to use of the power grinder having damage
cables is very high as 3 workers are involve in grinding activity of the gates and railing using the
power grinders for around 4 hours and done the activity on daily basis, the power cables of the
power grinders are damage with improper insulation and exposed to make the steel live making
very high chances of the electric shock and electrocution.
The Severity of the damage caused by the detected hazard can be classified into the following

suffocation, loss of body organs, disability and sudden death.
The risk is confined in the area and the workers involve in the activity are exposed to the hazard.
How effective the action is likely to be in
By replacing the power cable of the power grinders instead of the damage one will effectively
controlling the risk. This should include:

ILO Code of Practice “Safety in the use of chemicals at work” action 9.5.7. Employers should
prohibit eating, chewing, drinking or smoking in work areas in which adequate control of exposure
can only be achieved by employees15 Safety in the use of chemicals at work 42 wearing personal
protective equipment to prevent exposure to chemicals hazardous to health, and in any other area
where such chemicals are likely to be present.
The Pakistan Factory Act 1934 states that, our national laws include the same principles as
International Labour Organization, so our company is either violating national or international law by

Consideration of likelihood AND severity The likelihood of the burns injuries and damages due to the fire breaking out at work is very likely
because there are almost 36 workers performing the activities in the area out of which several
workers present in the area are smoking frequently throughout the day as daily where the highly
flammable petrol tanks are present without any protection making very high chances of the serious
injuries and burns due to the fire.
The Severity of the damage caused by the detected hazard can be classified into the following
categories:
1. Minimal: No injury and property damage occur
2. Medium: First ait injury or sustainable property damage
3. Major: Lost time injury / hospital treatment or suitable property damage
4. Catastrophic: fatal injury / malignant ill health or notable property damages

The hazard severity lies in category as per above table is Major and Catastrophic because there
very high chances of fire to be occurred causing injuries which will require the hospital treatment
and these injuries will lead to the fatality. Such injuries are damages can be burns, skin damage,
damage to the organs, damage of internal body organs, loss of body organs, loss of body parts,
disabilities and death along with that the damage and loss of the materials, equipment, machines
and infrastructure due to fire.

The risk is confined in the area and the almost all the people in the area are exposed to the hazard
of fire.
How effective the action is likely to be in
By construction of separate storage for flammable materials as for petrol tanks will effectively
controlling the risk. This should include:

Planned review date/period with It’s a company policy to review risk assessment after one year that is why I will review risk
reasoning assessment after one year on 13th September 2023.

In addition to that I will review this risk assessment when some changes appear in legislation, some
new equipment will introduce, work process will change modified, if some kind of accident or
incident or ill health happens new workers will join in, which may also include possible vulnerable

How the risk assessment findings will be After completing the whole process first of all I will arrange a meeting with Site Manager in which
